March 7, 2013
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Hall at 7:00
p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

PRESENT: Chair Hall, Vice Chair Quintanilla, Commissioners Russell- Chavez, Masuda, and Tang.

STAFF PRESENT: Public Works Director Marcarello, Vanessa Munoz (Consulting Traffic
Engineer), Hal Suetsugu (Consultant) and Administrative Assistant Llamas

2. CONSENT CALENDAR
Commissioner Masuda motioned, seconded by Commissioner Tang to approve Item A (February
7, 2013 Minutes) on the Consent Calendar as presented. Votes resulted in:

No: None
Abstain: None
Absent: Quintanilla
3. OLD BUSINESS
A. DRAFT CITYWIDE ENGINEERING AND TRAFFIC SURVEY
Staff provided the Traffic Commissioners with a brief overview of the Traffic Survey and
recommendations.
Brian Lewin, Rosemead resident, told the Traffic Commissioners that he was very pleased with
most of the recommendations presented by staff, except for the Marshall Street from Hart Avenue
to Rio Hondo Avenue which is 35mph and Mission Drive from West City Limit to Walnut Grove
Avenue which is 40mph. He suggested that the speed limit of those two streets be decreased by
5mph.
Commissioner Russell- Chavez asked staff for clarification on the speed limits near school zones.
Staff provided an overview on speed limits along streets adjacent to schools.

Commissioner Tang asked staff for clarification on some of their recommendations.
Staff provided additional clarification regarding some of the street segments and recommended
speeds.
Commissioner Masuda motioned, seconded by Commissioner Tang to approve the Engineering
and Traffic Survey and recommend approval to the City Council. Votes resulted in:

B. FOLLOW -UP TO EDUCATIONALIOUTREACH EFFORTS FOR THE BICYCLE
TRANSPORTATION PLAN
Staff provided the Traffic Commissioners with an update on the brochure and asked for their input.
Commissioner Tang asked staff if the brochure cover could be changed in order to have a stronger
emphasis on bicycling. Mr. Tang also asked staff to use multi- ethnic pictures in the brochure.
Chair Hall asked staff to include a red hand symbol along with its meaning in order to encourage
bicycle riders to use the same rules used by pedestrians when using a crosswalk to cross the
street.
Commissioner Masuda asked staff to add a picture that shows a pedestrian and bicycle rider both
waiting to cross at a crosswalk.
After reviewing the draft and making recommendations, the Commissions asked that staff bring a
revised brochure to next month's meeting for their review and approval.
C. REQUEST TO REVIEW TRAFFIC CONDITIONS ON ROSEMEAD PLACE
Staff provided the Traffic Commission with a brief summary on the item along with some
recommended improvements.
Chair Hall suggested adding a stop sign at the location.
Staff informed the Commission that a stop sign may not be warranted at that location. It was
further discussed that additional edge line striping be installed to narrow the street and help reduce
speeds. Staff also informed the Traffic Commissioners that they looked at this location previously
and delineators were installed at the intersection of Rosemead Place and Earlswood Drive.
Commissioner Russell- Chavez informed staff that she visited the location in question and
witnessed several cars going northbound from Rosemead Place and turning onto Earlswood Drive
at high speeds. She also expressed concerns that a vehicle might hit the curb someday causing
serious damage to someone or the property near this intersection. She also suggested that
additional painting on the curb would make drivers aware that there is a curb at this location.

Commissioner Tang agreed with staff's recommendations to help enhance safety in this area.
Chair Hall informed staff that the biggest issue in this area is when cars are traveling northbound
from Rosemead Place onto Earlswood Drive. She suggested that this topic should be brought
back at a future meeting for further discussion.
Staff concurred and indicated that a full study of the area will be conducted and reviewed with the
Commission.
4. STAFF REPORT
Staff provided the Traffic Commission with an update on current and upcoming events throughout
the City.
5. COMMISSIONER REPORTS
Vice Chair Quintanilla informed staff that the left turn signal light westbound on Valley Blvd heading
south onto Temple City Blvd is not cycling properly. He also asked if staff can look into the timing
for the signals at the intersections of Mission Drive, Valley Boulevard, and Rio Hondo. Mr.
Quintanilla also asked for an update on the bus shelter that was going to be installed in front of the
Target shopping center.
Commissioner Russell- Chavez informed staff that a sign on Hershey Street is missing and the
crooked sign pole near Vito's needs replacement.
6. ADJOURNMENT
The meeting adjourned at 8:09 p.m. The next Traffic Commission meeting is scheduled for April 4,
2013 at 7:00p.m., and in the City Council Chamber at City Hall, located at 8838 East Valley
Boulevard.
