SUBJECT: FOLLOW -UP TO EDUCATIONAL /OUTREACH EFFORTS FOR THE
BICYCLE TRANSPORTATION PLAN
SUMMARY
The City recently approved the Bicycle Transportation Plan and proposed improvement
projects related to bicycle safety. As an action item from this plan, the Traffic Commission
initiated the development of outreach efforts, including an educational brochure. After
receiving feedback on the initial draft brochures, changes have been integrated to reflect
comments made by the Commission. A revised brochure has been developed for the
Commission's review and input.
Staff Recommendation
That the Traffic Commission review and approve the educational brochure.
ANALYSIS
Over the last several Commission meetings, considerable effort has been made to develop
bicycle safety education and outreach materials for the Rosemead community. The Traffic
Commission identified several key elements for bicycle safety programming and outreach
planning. A summary of the Commission's discussions and actions are described below.
Target Audience 1: General Public
• Develop promotional brochures /literature promoting bicycle safety practices
• Develop a bicycle resource guide featuring local trails or bicycle routes
• . Provide literature and guides to the general public at community festivals and
special events
• Promote literature and guides via social media — City website, newsletters, and
Facebook
Target Audience 2: Bicycle Community (all ages)
Work with local bicycle non - profit groups (Bike San Gabriel Valley, Metro, San
Gabriel Valley COG and others) to promote regional bicycle events and activities

Sponsor a Local Ride Event involving local bicyclists, Metro, local agencies,
community friends and families to meet at a local facility and hold a bike ride on
local designated route.
• Purchase promotional items in conjunction with the local ride events.
• Promote events via social media — City website, newsletters, Twitter and
Facebook.
Target Audience 3: School -Aged Bicyclists
Work with local school districts and non - profit groups to host bicycle safety and
awareness events and /or bike rodeos.

DISCUSSION
Attached to this report is a revised draft outreach pamphlet titled "Guide to a Safe and
Supportive Cycling Environment'. Although this brochure specifically addresses the
general public audience, it can also be tailored to the school -aged bicyclists audience with
emphasis on safe routes to schools. This Guide addresses the following:
➢ Brief discussion of the environmental, health and economic benefits of cycling; and
➢ Identifies key elements to creating a bicycle friendly community; and
➢ Provides a description of all different types of bike lanes; and
➢ Provides safe riding tips and a link to bicycle riding laws in California; and
➢ Additional links to cycling resources
Following the Commission's review of the draft brochure in December and March, several
changes have been made including the following:
• Improved Format The brochure has been revised to reduce verbiage and serve as
an "easy guide" for the community.
Additional Pictures /Icons The revised version includes icons, pictures, and a map of
the bicycle lanes in the community. It should be noted that the map will be printed in
a high resolution format that will make identifying bicycle lanes easy for the public.
• Focus on Key Outside Resources The revised version includes 4 key websites
where bicyclists can find additional information on safety.
• Mini Quiz On the rear of the brochure, a question was added that focuses on key
attributes to having a bicycle friendly community.
It is hoped that the brochure will be distributed in conjunction with the City's annual Public
Works Day event. The event occurs in May and involves participation of over 100 local
school -aged children. As planned, several bicycle safety elements will be included at the

event including distributing brochures, promotional items (key chains, pencils, stickers), and
a bicycle safety demonstration.
FINANCIAL REVIEW
Funding for this project was included in the current Public Works operating budget using
Measure R transportation funds. Implementation of other Bicycle Plan projects will be
based on available funding and grant opportunities.
