RESOLUTION NO. 2001-14
A RESOLUTION OF THE ROSEMEAD REDEVELOPMENT
AGENCY DETERMINING THAT A STATE OF EMERGENCY
EXISTS REGARDING THE CONTINUOUS, RELIABLE OPERATION
OF TRAFFIC SIGNALS IN AND ADJACENT TO PROJECT AREAS
NO. 1 AND NO. 2
Section 1. The Rosemead Redevelopment Agency finds, determines and
declares as follows:
A. The State of California is currently experiencing an electrical energy
shortage which has forced electric utilities to engage in rolling blackouts.
B. The rolling blackouts impact safety at intersections when traffic signals
do not operate as they are programmed. Serious accidents have
occurred in other cities where the traffic signals became non-operational
due to rolling blackouts.
C. Power interruptions as the result of other than rolling blackouts also
create unsafe situations when traffic signals are not operational.
D. Rosemead traffic signals, which have been retrofitted with LED (Light
Emitting Diode) displays, can be powered, in an emergency, by a battery
system installed at each intersection.
Section 2. The Rosemead Redevelopment Agency hereby determines that it is
immediately necessary, to allow for the safe, reliable and uninterrupted operation of
traffic signals, to install battery power systems at all intersections that have the LED
displays. The Agency further finds that such installation must occur immediately,
without the delay of a competitive solicitation of bids, if the impacts of the anticipated
rolling blackouts are to be avoided.
Section 3. The Executive Director is hereby authorized to contract for the
necessary materials, supplies and installation thereof to provide for an uninterruptable
(battery) power system at intersections in and adjacent to Project Areas No. 1 and 2 at
a cost not to exceed $300,000.
Section 4. This determination of emergency shall apply only to this project and
shall terminate upon the installation of the battery power system.

Section 5. The Agency Secretary shall certify to the adoption of this Resolution.
