CC - Minutes - 02-26-13Minutes of the City Council Meeting February 26, 2013 The regular meeting of the Rosemead City Council was called to order by Mayor Armenta at 7:00 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PLEDGE OF ALLEGIANCE: Mayor Armenta INVOCATION: Mayor Pro Tern Low PRESENT: Mayor Armenta, Mayor Pro Tern Low, Council Members Alarcon, Clark and Ly STAFF PRESENT: City Manager Allred, City Attorney Richman, Assistant City Manager Hawkesworth, Community Development Director Ramirez, Director of Parks and Recreation Montgomery-Scott, Public Works Director Marcarello, and City Clerk Molleda. City Attorney Rachel Richman requested that an item be added to the consent calendar agenda as item no. 3D. Mayor Pro Tem Polly Low made a motion, seconded by Council Member Margaret Clark to add to the Consent Calendar as the submittal of an application for funding under the CalHome Program Application as item 3D. Vote resulted in: Yes: Alarcon, Armenta, Clark, Low No: None Abstain: None Absent: Ly PUBLIC COMMENTS FROM THE AUDIENCE Ron Esauivel — thanked the City Council and staff for the new trees on his street. MayorArmenta thanked Public Works Director Marcarello and staff for accommodating residents request, who had changed their mind and are now requesting a city tree in front of their home, after seeing their neighbors new trees. 2. PRESENTATION • Safe Communities Month Proclamation Rosemead City Council Meeting Minutes of February 26, 2013 Page 1 of 5 Public Safety Coordinator Mandy Wong spoke about Safe Communities Month and reported on low crime rates. She added that staff has committed itself to promoting and maintaining the highest quality of life for the city and developing partnerships and programs for Rosemead residents and businesses. Mrs. Wong thanked the City Council for their continued support. MayorArmenta thanked Mrs. Wong for her work on the emergency prepares program. City Council presented a proclamation to Chief of Police Lieutenant Tim Murakami and Public Safety Coordinator Mandy Wong. Council MemberLy arrived to the City Council meeting at 7:11 p.m • Rosemead High School Girls Varsity Basketball Team —Five time consecutive Mission Valley League Champions Mayor Armenta read the proclamation and introduced Principal Larry Cecil and Coach Gothier, who were present to accept the certificate of recognition on behalf of the entire Rosemead High School Girls Varsity Basketball Team. Coach Gothier - introduced the Rosemead High School Girls Varsity Basketball Team. City Council presented a certificate of recognition to the Rosemead High School Girls Varsity Basket Ball Team for their five consecutive wins. Council Member Clark commended the team for their hard work. MayorArmenta commended Parks & Recreation Supervisor Monday Regan and her daughter Sarah, who is in the basket team. 3. CONSENT CALENDAR A. Minutes August 14, 2012 — Regular Meeting September 11, 2012 — Regular Meeting September 25, 2012 — Regular Meeting - deffered B. Claims and Demands Resolution No. 2013 — 07 Recommendation: to approve Resolution No. 2013 — 07 entitled: Rosemead City Council Meeting Minutes of February 26, 2013 Page 2 of 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $1,540,199.91 NUMBERED 80099 THROUGH 80265 INCLUSIVELY C. Review of Traffic Conditions on Loftus Drive East of Temple City Boulevard The Traffic Commission received a request to review traffic conditions at Loftus Drive, between Temple City Boulevard and the east City limit. Residents in this area expressed concerns that turn access onto Loftus Drive from Brookline Avenue and Strang Avenue is often delayed, especially during peak travel hours. Further, there are concerns that on- street parking at the southern intersections of Loftus Drive /Brookline Avenue and Loftus Drive /Strang Avenue limits line -of -sight visibility to the east and west. After studying the location, it was determined that the installation of some traffic safety enhancements would improve safety in this area. The Commission concurred with the recommendation. Recommendation: That the City Council approve the Traffic Commission's recommended street striping plan and improvements, including: 1. The installation of approximately 10 feet of red curbing at the southwest and southwest corners of the intersections of Loftus Drive /Brookline Avenue and Loftus Drive /Strang Avenue; and 2. The installation of "Keep Clear' pavement markings at the intersection of Loftus Drive /Brookline Avenue and Loftus Drive /Strang Avenue. D. CalHome Program Application To enable the City to apply for funding from the California Department of Housing and Community Development under the CalHome Program, the City Council needs to adopt a resolution authorizing the submittal of an application. Recommendation: to approve Resolution No. 2013 — 08 entitled: A RESOLUTION FO THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE CALHOME PROGRAM; THE EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR SUCH FUNDING AND ANYAMENDMENTS THERETO; AND ANY RELATED DOCUMENT NECESSARY TO PARTICIAPTE IN THE CALHOME PROGRAM Rosemead City Council Meeting Minutes of February 26, 2013 Page 3 of 5 Council Member Clark submitted corrections to the minutes of September 11th and 25th. Mayor Pro Tem Low asked to deferred the minutes of September 25th. Council Member Steven Ly made a motion, seconded by Mayor Pro Tern Polly Low to approve the Consent Calendar items with corrections to the minutes of September 11, 2013 and the exception of the minutes of September 25, 2013. Vote resulted in: Yes: Alarcon, Armenta, Clark, Low, Ly No: None Abstain: None Absent: None 4. MATTERS FROM CITY MANAGER & STAFF - None 5. MATTERS FROM MAYOR & CITY COUNCIL Council Member Clark stated resident had expressed concern about trash cans being set out in the street for pickup days in advance. She asked what could be done to prevent this. Elizabeth Martinez - representative of Consolidated Disposal Services stated that they will place an article in their newsletter to inform residents on the proper time trash should be place on their curbs. Council Member Clark commended staff for the new installed street signs. However, she expressed concern on the misspelling of a few street signs and asked staff to look into the matter. Public Works Director Marcarello stated that staff was aware of the misspelled street signs and were working with the contractor to resolve the issue. He explained that staff will canvass the new street signs to assure accuracy. Council Member Ly commended Mayor Armenta for her services as mayor and reminded residents to vote on March 5th. Mayor Armenta reiterated to residents to go out and vote on March 5th and that voters can contact candidates with any questions or concerns by phone. Mayor Armenta state that she attended the opening of the El Monte Military Recruit Center for Marines, Army and Navy. She added that she represented the City of Rosemead and met with recruit personnel and that they appreciated the City's support.
