PSC - Minutes - 03-28-13 The three-fold mission of Public Safety CONNECTIONS is to: Serve as a community “think tank” and “information clearinghouse” to prevent crime and combat the impacts alcohol and drug abuse in Rosemead. Assist in the effort to educate young people about the adverse effects of alcohol and drugs on their safety, quality of life, and future opportunities. Increase awareness of parents, grandparents and other caregivers of their responsibilities to help young people to avoid the negative consequences associated with alcohol and drug use. MINUTES – February 28, 2013 There was a motion by Art Landing and a second by Nancy Eng to approve the Public Safety CONNECTIONS Forum minutes for February 28, 2013. Minutes were unanimously approved. CITY OF ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM REGULAR MEETING ROSEMEAD PUBLIC SAFETY CENTER 8301 GARVEY AVENUE EOC ROOM THURSDAY, MARCH 28, 2013 ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES March 28, 2013 Page 2 of 3 Due to its reference in the minutes, Jeff Allred spoke about the need to provide VIDA program information to local families. Forum suggestions for promotional efforts included Rosemead Resources CONNECTIONS Corner, Chamber of Commerce newsletter, SGV newspapers, Guidance Counselors at area intermediate and high schools, and providing information in the September School package. 3. SIGNIFICANT LAW ENFORCEMENT INCIDENTS Sgt. Moreno provided updated crime reports including the following: • Crime is down as Deputies and Community Services Officers (CSOs) are writing fewer reports • Grand Theft Auto (GTA) is down compared to the previous month • Male and Female taggers were recently caught. “Tiny” was charged with vandalism • Probationer was under the influence and was causing disturbance • A suspect was arrested for false ID • A parolee was caught shoplifting at Wal-mart • Methamphetamine arrest • Due Diligence Operation was performed • Female methamphetamine users were arrested for possession of significant quantities 4. GARVEY SCHOOL DISTRICT BEAUTIFICATION DAY Jeff shared that Garvey School District will be in partnership with the City of Rosemead for a Community Clean Up and Beautification Day on Saturday, April 20, 8 a.m. – 12 p.m., to plant flowers, abate weeds, and general clean-up at district schools. Volunteers are needed. Flyers were distributed. Nancy Eng thanked the City for assistance and asked if the she can have an electronic copy of flyer for distribution to PTAs to encourage more participation. Mandy will email flyer to CONNECTIONS members. 5. DRAFT OF ORDINANCE PROHIBITING USE OF MEDICAL MARIJUANA IN PUBLIC AS RECOMMENDED BY LT. MURAKAMI Jeff shared that Lt. Murakami recommended that CONNECTIONS should consider passing a City ordinance to prohibit the use of medical marijuana in public parks, on sidewalks and public rights-of-way adjacent to city parks, playground, recreation center, or in any parking lot serving a city park, playground, or recreation facility. This ordinance will update the City municipal code which already prohibits medical marijuana use in public parks. If this Ordinance passes, Possession of a medical marijuana card will not exempt an offender. This ordinance will give CODE officers the ability to issue administrative citations. First reading will go before City Council in April. The ordinance will take effect 30 days after a second reading following Council approval. Comments/queries included: • The word “school” should be included in the paragraph from Section 12.44.050. • Will administrative citation be given to first time users of marijuana? Mandy will email a draft of the ordinance to CONNECTIONS members for further review and comments to be forward to Jeff: jallred@cityofrosemead.org. GOAL AND OBJECTIVE FOR CONNECTIONS ACTIVITIES UPDATE Mandy asked members and their sub-committees for an update regarding activity planning. Louisa Day from Guadalupe Pregnancy Service has proposed a new activity to add to the list. “Early Childhood Education” to be presented in the summer and at their Pregnancy Service location. Updates were provided as follows: 1. Social Media: sub-committee will be working on it 2. Parent Survival Guide: sub-committee will meet shortly 3. “To Save a Life” movie: Proposed presentation September 2013 at Don Bosco Tech 4. “October Baby” movie: Proposed presentation October 2013 at Rosemead High School 5. Youth Training: Drug/Alcohol Education proposed for June, July, or August depending on availability of Garvey Community Center 6. Parent Education: Substance Abuse proposed to be held at Garvey Community Center with date to be determined 7. CONNECTIONS recruitment: will initiate direct contacts 8. Family Night: Sub-committee is scheduled to meet soon 9. Mental Health Awareness Workshop: 45-minute presentation called “In our Own Voice” scheduled for May 16, 7 - 8 p.m. at Public Safety Center 7. BRIEF ANNOUNCEMENTS Steven Ly shared that Council Members Ly, Armenta, and Clark were recently re-elected to another four year term and that Polly Low was selected to serve as Mayor Bill Alarcon as Mayor Pro-tem. Wenli Jen reminded everyone that auditions for the 12th Annual “Got Skills” talent show are underway. She encouraged residents ages 12 to 18 to audition. This is a substance free event scheduled for Friday, May 17, 6:00 – 9:00 p.m. at the Barnes Park Amphitheater (350 S. McPherrin Avenue, Monterey Park). Additional information is available at sgvaodyouthcouncil@gmail.com. There were 200 youth and 200 adults in attendance at the 2013 Youth Summit. There 50 workshops offered to the youth. Ms. Jen offered to give a free youth summit bag to the first sub-committee to complete their proposed activities. Ron Esquivel thanked members and their family for their support for and attendance at the Casino Night fundraiser for the Rosemead Educational Foundation. 8. PUBLIC COMMENT Joe Basile commented on vehicles stopping in the middle of the crosswalk at Valley Boulevard and Ivar and requested traffic enforcement. 9. ADJOURNMENT Meeting adjourned at 7:01 p.m. The next CONNECTIONS Forum is scheduled for Thursday, April 25, 2013 at 6:00 p.m. at the Public Safety Center.
