SUBJECT: RESOLUTION AMENDING AD HOC YOUTH COMMITTEE
MEMBERSHIP SELECTION
SUMMARY
At its regular meeting on February 10, 2009, City Council passed a resolution
establishing an Ad Hoc youth Committee. Section 2 of Resolution 2009 -07 reads as
follows:
The Committee shall consist of seven (7) voting members appointed by
the Mayor with the consent of the City Council. One member shall
represent each of the middle (or intermediate) and high schools with a
minimum enrollment of three hundred (300) students of which forty
percent (40 %) are Rosemead residents. Remaining committee members
shall be selected at- large. All committee members must be current
seventh (7 through twelfth (12 grade students thirteen (13) to eighteen
(18) years old and must reside in Rosemead.
Interest in serving on the Ad Hoc Youth Committee has waned in recent years. There is
concern that restricting membership to the Committee by school representation may be
a contributing factor to the limited number of applicants. As a result, Council Member
Steven Ly is requesting that committee membership be amended to eliminate the
school attendance restriction, thereby making all members at- large. Thus, Section 2 of
Resolution 2013 -36 shall read:

old and must reside in Rosemead.
Staff Recommendation
Staff recommends that City Council adopt Resolution No. 2013 -34 amending
membership requirements for the City of Rosemead's Ad Hoc Youth Committee.

FISCAL IMPACT
Only staff costs are anticipated in association with Ad Hoc Youth Committee activities.
These will be absorbed within the current Parks and Recreation Department budget.

RESOLUTION NO. 2013-34
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA,
AMENDING THE SELECTION OF MEMBERSHIP FOR THE AD HOC YOUTH COMMITTEE
WHEREAS, the City Council of the City of Rosemead has determined that it is appropriate
to provide programs and services to meet the social and recreational needs of local youth, and
WHEREAS, the City Council of the City of Rosemead has determined that it is advisable
that an Ad Hoc Youth Committee be appointed to meet said goals.
NOW THEREFORE, the City Council of the City of Rosemead does Resolve, Determine
and Order as Follows:
Section 1 : There is hereby established an advisory Ad Hoc Youth Committee for the City
of Rosemead with membership, powers, and duties as provided herein.
Section 2: The Committee shall consist of seven (7) voting members appointed by the
Mayor with the consent of the City Council. Committee members shall be selected at- large. All
committee members must be current seventh (7t^) through twelfth (12th) grade students thirteen
(13) to eighteen (18) years old and must reside in Rosemead.
Section 3 : If a member of the Committee shall be absent from three (3) consecutive
meetings of the said Committee without cause, the office of such member shall be deemed to be
vacant and the term of such member ipso facto terminated.
Section 4 : The members of the Committee shall serve for terms of one year. If vacancies
shall occur, other than expiration of the term, they shall be appointed for the unexpired portion of
the term.
Section 5 : Notwithstanding the Committee's provisions of term, all members shall serve at
the will of the City Council.
Section 6 : Subject to the overrule of City Council and in conformity with the Brown Act and
all other applicable laws or provisions of the Code, the Committee shall adopt such rules and
regulations as it shall deem necessary to provide for the time and place of meeting, the time and
method of electing officers, and other matters relative to the organization of the Committee and
methods of administration of its duties. The Committee shall keep a record of its resolutions,
transactions, findings and determinations, which record shall be a public record subject to
disclosure in the absence of any applicable statutory or common law exemption. All meetings shall
be open to the public.
Section 7 : The Committee shall have the following duties:
(a) To promote public and private undertakings aimed at improving the welfare of the
City's youth.
(b) To advise the City Council and educate the community on issues pertaining to youth.
(c) To advise the City Council and educate youth and their families on available youth
services and resources.
(d) To consider matters involving youth issues which may be brought to its attention or
may be referred to it by the City Council.
(e) To make such recommendations as it may deem advisable concerning youth issues to
the City Council or to other agencies and individuals.
(f) To make an annual report each fiscal year of all activities and of all disbursements
made in connection with said Committee.
Section 8 : That the City Clerk of the City of Rosemead shall certify to the adoption of this
Resolution which shall become effective upon its approval by the City Council.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
City of Rosemead on the 25th day of June, 2013.
