The three-fold mission of Public Safety CONNECTIONS is to:
Serve as a community “think tank” and “information clearinghouse” to prevent crime and combat the
impacts alcohol and drug abuse in Rosemead.
Assist in the effort to educate young people about the adverse effects of alcohol and drugs on their
safety, quality of life, and future opportunities.
Increase awareness of parents, grandparents and other caregivers of their responsibilities to help
young people to avoid the negative consequences associated with alcohol and drug use.

2. MINUTES – March 28, 2013
There was a motion by Steve Rivera and a second by Camilo Munèvar to approve the Public Safety
CONNECTIONS Forum minutes for March 28, 2013. Minutes were unanimously approved.
No minutes for April 25, 2013 as meeting was cancelled due to the City State-of-the-Address event.
3. SIGNIFICANT LAW ENFORCEMENT INCIDENTS
Lt. Somoano and Sgt. Moreno provided updated crime reports including the following:
• Two Grand Theft Auto (GTA) week of May 19.
• A stolen car from Rosemead was located in Industry using the new license plate tracking system
called ASAP – Advanced Surveillance and Protection.
• A smart phone was stolen off of a bench at Rosemead Park and was later recovered in El Monte as
the smart phone was equipped with GPS tracking.
• Two males and a female were caught for credit card fraud at the Rosemead Double Tree Hotel. The
suspects had checked into the hotel with a fraudulent card and hotel employee called Temple
Sheriff’s Station deputies. Upon searching the room, deputies uncovered stolen IDs and a machine
to produce credit cards. Suspects are in custody.
Rosemead Chief of Police, Lt. Somoano introduced himself to CONNECTIONS members. He has been
with the Sheriff’s Department for 26 years (15 years as a deputy, 10 years as a Sergeant and a year as
Lieutenant). He is looking forward to his newly appointed position and in working with the community.
4. NATIONAL NIGHT OUT/ EMERGENCY PREPAREDNESS FAIR
Mandy invited everyone to the 30th Annual National Night Out Celebration and Emergency
Preparedness Fair on Tuesday, August 6, 6 – 9 PM at Zapopan Park. There will be vendors and
resources on crime prevention, health and safety issues, and emergency preparedness. It is a
community event for children and families. There will be activities for the children including moon
bounces, face-painting, arts and crafts, and much more.
Mandy shared that if CONNECTIONS members would like a booth to let her know.
5. RESIDENTIAL BURGLARY PREVENTION
Mandy shared that there has been an increase in residential burglaries the first quarter (January –
March 2013) compared to the previous year. The spike has occurred throughout the San Gabriel Valley.
Many and that there are a number of contributing factors.
She has asked CONNECTIONS members to help distribute the Home Security flyer in multiple
languages (Spanish, Chinese, and Vietnamese). The goal is to help residents “Harden the Target,”
initiate prevention efforts for their businesses, homes and cars.
Mandy will email the electronic copy of the flyers to members so they can forward to other organizations.
6. REPORTS ON ACTIVITIES FOR 2013 (I.E. PARENTING CLASSES PARTICIPATION,
DRUG/ALCOHOL EDUCTION FOR YOUTH, ETC.)
Mandy asked members and their sub-committees for an update regarding activity planning. Louisa Day

from Guadalupe Pregnancy Service has proposed a new activity to add to the list. “Early Childhood
Education” to be presented in the summer at their location.
Updates were provided as follows:
1. Louisa Day from Guadalupe Pregnancy Services said at the next CONNECTIONS meeting she will
have the logistics on the “Early Childhood Education” to be presented in the summer and at their
Pregnancy Service location. She also stated that she would like to update the Parent Survival Guide
to include abstinence information and contact information for the Guadalupe Pregnancy Services
contact information in the section on Teen Pregnancy.
2. Jane Chavez from Pregnancy Help Center stated she is hoping to host “October Baby” movie at the
Rosemead High School campus in the fall. She is waiting to hear from Larry Cecil with available
date(s).
3. Youth Training: Drug/Alcohol Education proposed for June, July, or August depending on availability
of Garvey Community Center will be determined at soon.
4. Parent Education: Substance Abuse proposed to be held at Garvey Community Center with date to
be determined. Wenli Jen was not presence to share but Mandy stated they are working with sub-
committee members and that an update will be provided at the next CONNECTIONS meeting.
5. Family Night: Sub-committee members, Sandra Armenta, David Montgomery-Scott, and Ron
Esquivel met and Ron shared with CONNECTIONS members about the proposed Family Night to
be held on August 23, 2013, 5:30 – 9:30 PM at the Garvey Community Center, 9801 Garvey
Avenue. There will be game booths, dinner and a movie for pre-school to 6th grade children. Ron will
be drafting a flyer soon for distribution. Mandy suggested to pass out flyers at NNO event as well.
7. MENTAL HEALTH AWARENESS WORKSHOP DEBRIEF
Nancy Eng thanked Mandy, Lt. Somoano, Sgt. Moreno and CONNECTIONS members for their support
and attendance at the Mental Health workshop. Nancy said the workshop helped open a dialogue about
the treatability of mental health. People who are suffering with mental illness can overcome it and lead
successful lives. She said that attendees provided positive feedback.
She also informed CONNECTIONS members that PBS is airing a documentary on Thursday, May 30
hosted by Glenn Close, “A New State of Mind: Ending the Stigma of Mental Illness.” It tells the stories of
hope, resilience and recovery for Californians who have battled the stigma and discrimination
associated with their diagnosis of mental illness. Nancy suggested that the documentary be used as part
of a future CONNECTIONS activity.
Lastly, Nancy invited everyone to participate in the NAMI walk on October 5, 2013 to rise funds in
support of families affected by mental illness. More details on the NAMI walk will be emailed to
CONNECTIONS members.
8. BRIEF ANNOUNCEMENTS
Kathy Gonzalez from American Cancer Society Relay for Life invited CONNECTIONS members to
participate on the City’s Relay for Life Team for the event on July 13-14. It is a 24-hour event to be held
at Rosemead High School. Opening ceremonies begin at 10 AM and includes the survivor lap. Froum
members are encouraged to invite any cancer survivors to join us. The Luminaries Walk is scheduled for
10 PM (July 13) to honor those that have passed away. Finally, closing ceremonies will be held July 14,
at 10 AM.

Mandy mentioned she is the Team Captain for the City Team. She said this is a Community Event and
invited everyone to be part of it. Opportunities include volunteering to walk an hour or more and
providing donations of any amount of money to the American Cancer Society. More details on Relay for
Life will be emailed to members.
Art Landing shared items from the Rosemead Kiwanis June calendar including “Safe Fun in the Sun” at
Longo Toyota, 3534 Peck Road in El Monte.
Mandy shared that the Temple Sheriff’s Station is hosting another Vital Intervention and Directional
Alternatives program starting August 14, 2013. It is a 16-week program for at risk-kids appointed either
by the courts or recommended by parents seeking intervention for their children. Applications are now
being accepted and are available at Temple Sheriff’s Station, 8838 Las Tunas Drive, Temple City.
9. PUBLIC COMMENT
Joe Basile commented on scavengers picking up recyclables from resident trash cans.
10. ADJOURNMENT
David thanked everyone for attending the CONNECTIONS meeting and asked members to remind each
other that the meetings are held the last Thursday of each month at 6 PM at the Public Safety Center.
Our CONNECTIONS meetings are important and the activities we coordinate bring lasting positive
change to the community.

The next CONNECTIONS Forum is scheduled for Thursday, June 27, 2013 at 6:00 p.m. at the Public
Safety Center.
