Due to no scheduled business items, the City Council will consider action to cancel the
August 27, 2013, City Council Meeting. The next regular scheduled City Council meeting is
set for September 10, 2013.
Recommendation: That the City Council cancel the August 27, 2013, City Council meeting.
D. International City Managers Conference — September 22nd — 25th — Boston, MA
The City Council will consider authorizing attendance to the International City Managers
Association Conference in Boston, MA on September 22nd — 25th.
Recommendation: That the City Council authorize the attendance, at City expense, of the
Assistant City Manager and Public Works Director to attend the International City Managers
Association Conference in Boston, MA.

5. MATTERS FROM CITY MANAGER & STAFF
A. Underground District Projects — Planning and Prioritization Policy
The California Public Utilities Commission provides three rules relative to utility
undergrounding projects within the State, Rule 20A, Rule 20B, and Rule 20C. These
programs offer several benefits to communities, including helping to enhance community
aesthetics and providing more reliable utility services to customers. The primary difference
among these three rules involves the funding source used to pay for undergrounding project
costs.
Historically, the City's undergrounding projects have been funded through Rule 20A and
have focused on major thoroughfares or near areas of public interest. In each case, the City
has utilized several criteria to evaluate streets as a potential undergrounding location. These
criteria have focused on enhancing safety, improving aesthetics, and timing undergrounding
improvements to coincide with other planned street construction improvements.
An underground planning and prioritization policy is commonly used tool in other cities to
evaluate locations for future undergrounding projects. The creation of such a policy will help
the City to plan for future capital improvement projects and undergrounding efforts.
Recommendation: That the City Council review and approve the Underground Utility
Planning and Prioritization Policy to help guide future undergrounding project in the City
6. MATTERS FROM MAYOR & CITY COUNCIL
A. Formation of a Rosemead Beautification Committee
The City Council will consider the formation of the Rosemead Beautification Committee to
facilitate a citizen - based, community "grassroots" effort to organize, promote and participate
in programs and volunteer service projects designed to beautify Rosemead. As proposed,
this Committee will be chaired by a member of the City Council appointed by the Mayor and
confirmed by the City Council in March or April of each year. In addition, the Beautification
Committee will be comprised of four volunteer Rosemead or citizens with business or
employment ties to Rosemead, appointed by the City Council to serve staggered four -year
terms.
Recommendation: That the City Council approve City Council Policy Number 50 -08
authorizing the formation and governance of the Rosemead Beautification Committee.
7. ADJOURNMENT
The next regular City Council meeting is scheduled to take place on August 13, 2013 at 7:00
p.m. in the Rosemead City Hall Council Chamber.
