CC - Minutes - 07-23-13Minutes of the City Council Meeting July 23, 2013 The regular meeting of the Rosemead City Council was called to order by Mayor Low at 6:02 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PRESENT: Mayor Low, Mayor Pro Tern Alarcon, Council Members Armenta, Clark, and Ly STAFF PRESENT: City Manager Allred, City Attorney Richman, Assistant City Manager Hawkesworth, Director of Community Development Ramirez, Director of Parks and Recreation Montgomery-Scott, Director of Public Works Marcarello, and City Clerk Molleda. 1. CLOSED SESSION A. Public Employee Performance Evaluation Government Code Section 54957; Council Appointed Officials (City Clerk) The City Council reconvened at 7:01 p.m. Mayor Low announced that the City Council would recess to closed session and reconvened back to the regular City Council Meeting at 7:00 P.M. PLEDGE OF ALLEGIANCE: Council Member Clark INVOCATION: Council Member Ly PRESENT: Mayor Low, Mayor Pro Tern Alarcon, Council Members Armenta, Clark, and Ly STAFF PRESENT: City Manager Allred, City Attorney Richman, Assistant City Manager Hawkesworth, Director of Community Development Ramirez, Director of Parks and Recreation Montgomery-Scott, Director of Public Works Marcarello, and City Clerk Molleda. City Attorney Greg Murphy announced that there was no reportable action taken during closed session. 2. PUBLIC COMMENTS FROM THE AUDIENCE - None 3. PRESENTATION • National Night Out Proclamation Public Safety Coordinator Mandy Wong thanked Pastor Tim Clark, Nancy Armenta, Mayra Placencia, city staff, and community members who participated in the Relay for Life event. Mrs. Wong stated the City of Rosemead raised $1,366 and thanked City Manager Allred, Council Members and Chief of Police Lieutenant Somoano for their continued support. Mrs. Wong announced the Summer Survival Camp Out scheduled for August 2, 2013, which will allow residents to prepare for and how to survive a disaster. Mrs. Wong invited the City Council and residents to attend Nation Night Out on August 6, 2013. Rosemead City Council Regular Meeting Minutes of July 23, 2013 Page 1 of 6 City Council presented Public Safety Coordinator Wong a Proclamation for National Night Out • Consolidated Disposal — Overview of Services Elizabeth Martinez - representative of Consolidated Disposal Services presented a brief overview of the City's waste hauler services available to Rosemead residents. Ms. Martinez stated that Consolidated Disposal Services newly enhanced curbside service include e- waste, household battery collection, curb - it program outreach, bulky item pick -ups and shred day programs. Consolidated Disposal Services will be collaborating with the school districts to provide outreach programs and scholarships to students. Ms. Martinez announced that Consolidated Disposal Services are working on a diversion program for commercial businesses. Council Member Clark asked for clarification on the e- waste, household battery program and on recycling florescent light bulbs. Ms. Martinez - explained that the a -waste and household battery program would work similar to the bulky item pick -up program. James Castro — General Manager for Consolidated Disposal Services stated that fluorescent light bulbs are considered universal waste and residents can call Consolidated Disposal Services for a bulky item pick -up. Council Member Ly asked if Consolidated Disposal Services track recycling by household. James Castro — replied that they track recycling by zones. Council Member Armenta inquired about the 25 bulky item pick -ups. James Castro — explained that for all intends purposes, it is unlimited for the public right -of -ways and streets, but there is a 25 limit pick up for households. He explained it is preferable if residents call ahead for a bulky item pick up to facilitate the process. Director of Public Works Chris Marcarello stated that bulky item pick -ups are also done through the City's CRM system. Council Member Clark inquired about the rewards for recycling. Ms. Martinez - replied that the reward program is based on a collective participation by zones and customers would have to sign up. The zone that has the most recycled weight will get a $10 gift card from a local business within the City. 4. CONSENT CALENDAR A. Claims and Demands • Resolution No. 2013 — 40 Recommendation: to approve Resolution No. 2013 — 40 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $641,564.72 NUMBERED 81754 THROUGH 81816 INCLUSIVELY Resolution No. 2013 — 41 Recommendation: to approve Resolution No. 2013 — 41 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $382,556.91 NUMBERED 81738 THROUGH 81753 INCLUSIVELY C. Consideration to Cancel the August 27, 2013 City Council Meeting Due to no scheduled business items, the City Council will consider action to cancel the August 27, 2013, City Council Meeting. The next regular scheduled City Council meeting is set for September 10, 2013. Recommendation: That the City Council cancel the August 27, 2013, City Council meeting. D. International City Managers Conference — September 22nd — 25th — Boston, MA The City Council will consider authorizing attendance to the International City Managers Association Conference in Boston, MA on September 22nd — 25th. Recommendation: That the City Council authorize the attendance, at City expense, of the Assistant City Manager and Public Works Director to attend the International City Managers Association Conference in Boston, MA. Council Member Steven Ly made a motion, seconded by Council Member Sandra Armenta to approve the Consent Calendar. MATTERS FROM CITY MANAGER & STAFF A. Underground District Projects — Planning and Prioritization Policy The California Public Utilities Commission provides three rules relative to utility undergrounding projects within the State, Rule 20A, Rule 20B, and Rule 20C. These programs offer several benefits to communities, including helping to enhance community aesthetics and providing more reliable utility services to customers. The primary difference among these three rules involves the funding source used to pay for undergrounding project costs. Historically, the City's undergrounding projects have been funded through Rule 20A and have focused on major thoroughfares or near areas of public interest. In each case, the City has utilized several criteria to evaluate streets as a potential undergrounding location. These criteria have focused on enhancing safety, improving aesthetics, and timing undergrounding improvements to coincide with other planned street construction improvements. An underground planning and prioritization policy is commonly used tool in other cities to evaluate locations for future undergrounding projects. The creation of such a policy will help the City to plan for future capital improvement projects and undergrounding efforts. Recommendation: That the City Council review and approve the Underground Utility Planning and Prioritization Policy to help guide future undergrounding project in the City Director of Public Works Marcarello reviewed the staff report and presented a PowerPoint presentation which is available in the City Clerk's Office. Council Member Clark asked why there was no undergrounding on Garvey Avenue from San Gabriel Boulevard to Rush Street and Garvalia Avenue. Director of Public Works Marcarello replied that just north of that area might already be undergrounded; however, staff can look into it further to confirm. Brian Lewin — asked if power lines are undergrounded, what is the damage resistance and restoration between other cities that have underground power lines. Director of Public Works Marcarello stated that a thorough analysis has not been conducted at this time. City Manager Allred explained that there would be no fiscal concern to the City but rather to the Southern California Edison Company. Mr. Lewin — asked how long it would take to restore service with underground lines. Also, inquired if other utility companies were onboard for undergrounding lines. Director of Public Works Marcarello replied yes, both the cable and telephone company are. Rosemead City Council Regular Meeting Minutes of July 23, 2013 Page 4 of 6 City Manager Allred stated that undergrounding of lines on Rosemead Boulevard would occur years from now because there is no current funding. However, staff will match the landscape work that has been done on Rosemead Boulevard by Temple City. Council Member Ly asked how much is owed by Southern California Edison from the Rule 20A funds. Director of Public Works Mafcarello replied that the funds vary every year and averages about $170,000 annually. The Public Utility Commission does not involve the City with the rate setting structure; they provide the City an annual allocation. Council Member Ly asked if there is a mandated size under Rule 20B and 20C for an area to be a district. Director of Public Works Marcarello replied that generally it is several streets. Council Member Ly asked if Rule 20C would be used in conjunction with Rule 20B, which is being used for Walnut Grove Avenue projects. Director of Public Works Marcarello explained that staff has asked Southern California Edison to analyze residential areas near Walnut Grove Avenue. Council Member Ly suggested to table the item for another month and asked staff to discuss possible funding plans for the projects. Council Member Clark asked if it would delay the Walnut Grove Project. Mayor Low replied no, it would not delay the project. Director of Public Works Marcarello stated that staff can look into a conceptual plan by the fall for funding. Mayor Low directed staff to bring the item back. 6. MATTERS FROM MAYOR & CITY COUNCIL A. Formation of a Rosemead Beautification Committee The City Council will consider the formation of the Rosemead Beautification Committee to facilitate a citizen - based, community "grassroots" effort to organize, promote and participate in programs and volunteer service projects designed to beautify Rosemead. As proposed, this Committee will be chaired by a member of the City Council appointed by the Mayor and confirmed by the City Council in March or April of each year. In addition, the Beautification Committee will be comprised of four volunteer Rosemead residents or citizens with business or employment ties to Rosemead, appointed by the City Council to serve staggered four -year terms. Recommendation: That the City Council approve City Council Policy Number 50 -08 authorizing the formation and governance of the Rosemead Beautification Committee. Rosemead City Council Regular Meeting Minutes of July 23, 2013 Page 5 of 6 City Manager Allred reviewed the staff report. Mayor Low asked if there were any financial cost to the City by forming a Beautification Committee. City Manager Allred replied no, there is no budget established; however, the Community Development Department and the City Manager's Office will be working with the committee. Council MemberArmenta asked about the Marie Spadaro Christmas Castle Award. City Manager Allred explained the award is part of one of the potential activities; as the seasonal home decorating contest. Council Member Clark nominated Council Member Sandra Armenta to serve in the committee. City Manager Allred reiterated that staff would start staffing the committee after the City Council approved the policy. The Committee will have five members as the executive team and still have other community members involved in the projects. Council Member Margaret Clark made a motion, seconded by Council Member Steven Ly to approve City Council Policy Number 50 -08, authorizing the formation and governance of the Rosemead Beautification Committee and appoint Council Member Sandra Armenta to the Committee. Vote resulted in: Yes: Alarcon, Armenta, Clark, Low, Ly No: None Abstain: None Absent: None Council Member Ly spoke about updates on the strategic plan and financial state of the City. City Manager Allred explained that the strategic plan is updated every two years and at the beginning of this fall staff will be engaging the strategic plan update process. Council MemberArmenta asked to adjourn the meeting in honor of the 19 firefighters who lost their lives in Arizona on April 2013. 7. ADJOURNMENT The meeting adjourned in memory of the 19 firefighters that lost their lives in Arizona at 8:02 p.m. The next regular City Council meeting is scheduled to take place on August 13, 2013 at 7:00 p.m. in the Rosemead City Hall Council Chamber.
