CC - Item 4C - Modification to Mission Statement for Rosemead Public Safety ConnectionsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: JEFF ALLRED DATE: CITY MANAGER SEPTEMBER 24, 2013 SUBJECT: MODIFICATIONS TO MISSION STATEMENT FOR ROSEMEAD PUBLIC SAFETY CONNECTIONS SUMMARY The City Council will consider a recommendation to expand the scope of the mission statement for Rosemead Public Safety CONNECTIONS. In addition to its original purpose of preventing crime by combating the impacts of alcohol and drug abuse, the CONNECTIONS forum recommends expansion of the mission statement to include advocacy for emergency preparedness, positive recreation and community opportunities, and coordination with community organizations engaged in human and social services. The proposed restated the mission statement is as follows. The mission of Rosemead Public Safety CONNECTIONS is to: • Serve as a community "think tank" and "information clearinghouse" on ways to prevent crime and to combat drugs and alcohol abuse; • Develop and promote positive and wholesome recreational activities and community service opportunities for young people and their families; • Coordinate with organizations that address human and social services needs to promote a healthy community; and • Promote and encourage emergency preparedness by all community members. Recommendation: That the City Council approve proposed revisions to City Council Policy No. 50 -07 for the Rosemead Public Safety CONNECTIONS expanding the scope of the mission statement. BACKGROUND /ANALYSIS The City Council established the Rosemead Public Safety CONNECTIONS forum when it approved Policy No. 50 -07 on February 9, 2010. At present, Policy No. 50 -07 states ITEM NOO City Council Meeting September 24,2013 Page 2 of 3 that the three -fold mission of CONNECTIONS is to: A. Serve as a community "think tank" and "information clearinghouse" to prevent crime and combat the impacts of alcohol and drug abuse in Rosemead; B. Assist in the effort to educate young people about the adverse effects of alcohol and drugs on their safety, quality of life, and future opportunities; and C.. Increase awareness of parents, grandparents and other caregivers of their responsibilities to help young people avoid the negative consequences associated with alcohol and drug use. Involvement by Community -based Organizations Since its inception, the CONNECTIONS forum has been engaged in a wide spectrum of public safety issues and solutions, which transcend the original mission statement that focused primarily on combatting alcohol and drug abuse. In addition to interested residents, participating organizations at the CONNECTIONS meetings include the following community -based organizations: City of Rosemead Los Angeles County Sheriffs Department Temple Station Garvey School District Rosemead School District Rosemead High School L.A. County Probation Department Asian Pacific Family Center (Pacific Clinics) Asian Youth Center Various churches Rosemead Buddhist Monastery Neighborhood Watch F.O.C.I.S. (Family Outreach Community Intervention Services) Rosemead Kiwanis Club Don Bosco Technical High School Pregnancy Health Center of the San Gabriel Valley Guadalupe Pregnancy Services NAMI (National Alliance on Mental Illness) Family Promise of the San Gabriel Valley (homeless services) Significant Accomplishments & Activities Regular networking, communication and collaboration between CONNECTIONS participants, both in and out of forum meetings, creates synergy and leverages support for various programs and community efforts related to the missions of City Council Meeting September 24 ,2013 Page 3 of 3 CONNECTIONS and each of the member organizations. • Plans and conducts Town Hall meetings, Community Awareness Fairs and public events focusing on the dangers of drugs and alcohol, gang affiliation, domestic violence, underage sexual activity, and other harmful behaviors • Created, published and distributed the 'Parent Survival Guide" (translated into three languages) as a resource to provide information and assistance to parents • Developed and obtained City Council approval of a "Social Host Ordinance" that provides law enforcement officers with an effective tool in preventing and breaking -up parties where minors are illegally served alcohol, by making parents liable for providing alcohol to minors on their properties • Developed and obtained City Council approval of a Graffiti Regulations Ordinance that provides for minor and parental financial liability for the abatement of graffiti • Developed and distributed 'Resource Cards" for use by law enforcement officers as a quick reference guide to assist individuals and families access services • Coordination of law enforcement involvement on school campuses including school resource officer deployment, and interaction with Deputy Sheriffs and County probation officers • Plans, supports and participates in recreation activities and service opportunities for young people and families, including Family Fun Night, National Night Out, school beautification projects, performing arts workshops and performances, etc. • Outreach to parents on ways to prevent youth alcohol and drug use and gang affiliation through the "CONNECTIONS Corner" in the City's newsletter, website, social media, and various community events and gatherings Based on its diversity of involved agencies and activities, the CONNECTIONS forum recommends that the City Council modify the mission statement identified in the Purpose section of the attached proposed revision of Policy No. 50 -07. Attachments E M E O 5 p �O r�r SUBJECT: CITY OF ROSEMEAD Administrative Policy Manual Policy Number: 50 -07 Date Established: 02/09/2010 Date Revised: 09/24/2013 City Council Approval: ROSEMEAD PUBLIC SAFETY CONNECTIONS PURPOSE: The Purpose of this policy is to create and facilitate a community -based forum to prevent crime and combat the influence and effects of alcohol and drugs (including tobacco) in Rosemead. The mission of Rosemead Public Safety Connections is to: • Serve as a community "think tank" and "information clearinghouse" on ways to prevent crime and to combat drugs and alcohol abuse; • Develop and promote positive and wholesome recreational activities and community service opportunities for young people and their families; • Coordinate with organizations that address human and social services needs to promote a healthy community; and • Promote and encourage emergency preparedness by all community members. GENERAL POLICY: The City of Rosemead is committed to preventing crime and combating alcohol and drug abuse, which is often a factor in the commission of crimes. Rosemead Public Safety Connections serves as a community -based forum to facilitate involvement and participation by citizens and organizations who share this commitment. PROVISIONS: The Rosemead Public Safety Connections shall operate under the following guidelines: A. Membership Rosemead Public Safety Connections will operate in an informal manner and be open to participation by any interested individual or organization; however, special invitations to participate will be extended to community -based organizations, staff members, and City Commissioners including, but not limited to, the following: • City of Rosemead Ad Hoc Youth Committee • Los Angeles County Sheriff's Department, Rosemead Special Assignment Team • Los Angeles County Fire Department • Rosemead Neighborhood Watch Block Captains • All School Districts serving Rosemead Residents • Parents and Teachers Associations (PTAs) • Rosemead Chamber of Commerce • Faith -Based Organizations • Non - Profit Social Service Organizations • Asian Pacific Family Center of Rosemead B. Staff Support The Chief of Police, or designee, shall have primary and lead responsibility for coordinating and administering the operations of Rosemead Public Safety Connections. In addition to the Public Safety Department, staff support shall also be provided by the Parks and Recreation Department, and the City Manager's Office. Page 1 of 2 Page 2 of 2 Policy 50 -07 Contents of the Administrative Policy Manual C. Chair A member of the City Council will be designated by the Mayor to serve as Chair of Rosemead Public Safety Connections. The term of the Chair shall be a period of one (1) year. The Chair's primary responsibility is to provide leadership and to chair monthly meetings. The Chair, assisted by assigned City staff, shall prepare an annual report of the forum's activities for presentation to the City Council. A. Vice Chair A member of the City Council will be designate by the Mayor to serve as Vice Chair of Rosemead Public Safety Connections for a term of one (1) year. The Vice Chair's responsibilities are to assist the Chair in his /her duties and to act in the capacity of Chair in his /her absence. B. Secretary A staff member, who has been assigned by the City Manager to provide staff support to Rosemead Public Safety Connections, shall serve as Secretary. The Secretary shall publish the agenda for all forum meetings and keep a public record of the proceedings of meetings. C. Meetings Rosemead Public Safety Connections shall be scheduled to meet on a regular basis no less frequently than monthly. Meeting agendas will be published and posted in the same manner as City Commissions and committees.
