I� Potential Enhancements to Existing Abatement Services ■ Collection Route - Alter the collection route and times. ■ Utilize City Staff — Due to the repetitive, unskilled nature of the work, it is not advisable to assign City Staff as the direct party for this function. ■ Create Permit for All Retrieval Companies - Independent, unpermitted cart retrieval services, sell unauthorized carts to retailers, which results in more carts returned to the streets. ■ Develop Shopping Cart Collection Zones — Potentially develop zones for shopping cart retrieval — utilize different contractors for each zone Potential Enhancements to Existing Containment Regulations ■ Increased Enforcement with Businesses — Establish an impound system. This would require a change to the municipal code and may be perceived as unfriendly to businesses. ■ Increased Enforcement with the Public Increase enforcement activities with the public. ■ Establish a Business Cart Containment Program Require that businesses develop plans to properly manage the unauthorized removal of carts from their premises.
