Minutes of the Regular Meeting
ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION
January 22, 2008
Chairman Tran called the regular meeting of the Rosemead Community Development Commission to order
at 6:00 p.m, in the conference room of City Hall, at 8838 E. Valley Boulevard, Rosemead, California. The
pledge to the flag was led by Commissioner Clark and the invocation was let by Commissioner Low.

Commissioner Taylor asked for corrections to be implemented on the minutes of September 25, 2007 and
December 11, 2007.
Commissioner Clark also asked for corrections on the minutes of September 25, 2007 to be implemented.
B. Resolution No. 2008.02 Claims and Demands-
Commissioner Taylor asked for a copy of voucher 9189 in the amount of $9000.00 from the Claims and
Demands. He questioned the voucher amount for Muni-Temps and asked if the $18,000.00 voucher
included in the Claims and Demands in City Council were charges for the same month and from the same
company (Muni-Temps).
Executive Director Chi stated they were both for the same month and had been paid for Ms. Molleda.
Assistant Executive Director Hawkesworth explained that as part of the contract for some temp agencies,
there is a clause that states if the city hires an employee they provide the city must buy out the contract of
that employee. Ms. Molleda's contract was bought out for $12,000.00 dollars, the rest of the charges were
for her services during her time as a part time employee. Furthermore, Muni-temps was asking for 20% of
her hire annual salary as the buy out; staff negotiated a flat fee of $12,000.00 dollars.

Commissioner Clark asked if any of the Commissioners knew this was part of the negotiations.
Commissioner Low commented that it is a common practice among temp agencies.
Executive Director Chi stated that the Commission would receive copies of the temp contracts in the future.
Commissioner Nunez expressed concerned because the Commission may be incline to not hire a qualified
employee that is employed by a temp agency because it would cost the city to buy out their contract.
Juan Nunez, 2702 Del Mar Avenue, asked the Commissioners if they checked the contracts of the
temporary employees.
Assistant Executive Director Hawkesworth explained that Muni-temps specializes in professional level
positions and provide employees who have experience in a specific field such as a City Clerk. He
explained that usually there is a standard buy out fee for these contracts between $10,000.00 and
$15,000.00.
Recommendation: Adopt Resolution No. 2008-02 for payment of Commission
expenditures in the amount of $25,933.54 demands no. 8188 and 9332 through 9336.
Commissioner Taylor made a motion, second by Vice-Chairman Nunez to approve the minutes with
corrections and the Claims and Demands. Vote resulted in:
