SUBJECT: INSTALLATION OF KEEP CLEAR MARKINGS — LORICA STREET AT
TEMPLE CITY BOULEVARD
SUMMARY
The Traffic Commission recently reviewed a request from residents to review traffic
conditions and access to Lorica Street at Temple City Boulevard. Temple City
Boulevard is currently serving as a main detour for north -south traffic, due to the
temporary closure of Baldwin Avenue, resulting in increased traffic volumes. The
increased traffic volumes and traffic backup on Temple City Boulevard have created
access difficulties for residents coming and going from Lorica Street. Staff received
numerous requests from residents to install a "Keep Clear" Zone to improve residential
access to Lorica Street at Temple City Boulevard. Based on the information provided,
the Traffic Commission concurred with the recommendation of staff to install a "Keep
Clear" zone.
Staff Recommendation
It is recommended that the City Council approve the Traffic Commission's
recommendation and authorize staff to install approximately 50 feet of "Keep Clear"
pavement markings, with limit lines, in the southbound travel lanes of Temple City
Boulevard at the intersection with Lorica Street.
DISCUSSION
Temple City Boulevard is approximately 60 feet wide with two traffic lanes for both north
and southbound traffic. Opposing lanes of traffic are separated by a two -way left turn
lane. The posted speed limit on Temple City Boulevard is 40 mph. In the vicinity of the
proposed "Keep Clear' zone, parking is not permitted on either side of Temple City
Boulevard.
Due to a major street project, Baldwin Avenue, in the City of El Monte, is closed at the
intersection with Union Pacific Railroad right of way for approximately two years. As a
component of the traffic control plan for the project, Temple City Boulevard has become
a main detour for north -south traffic to and from Interstate 10 in this area. As a result of
this detour, Temple City Boulevard is experiencing higher than normal traffic volumes

resulting in difficulties for residents entering and exiting Lorica Street off of Temple City
Boulevard.
In order to improve vehicle access and improve safety for left turning vehicles, it is
recommended that approximately 50 feet of "Keep Clear" pavement markings, with limit
lines, be added in the southbound travel lanes of Temple City Boulevard at the
intersection with Lorica Street. These markings will help provide a gap to allow left
turning vehicles to enter and exit this location safely.

TRAFFIC CONCERN NOTIFICATION
The City of Rosemead Traffic Commission will be reviewing a request to install "Keep Clear" markings
in the southbound travel lanes of Temple City Boulevard at Lorica Street. This request has been made
due to residents' concerns that the heavy traffic on Temple City Boulevard makes it difficult and unsafe
to enter and exit the residential section on Lorica Street. These markings will provide more room and
visibility for vehicles making turns to and from Lorica Street.
You are being notified because your property is in close proximity to this location. We encourage your
comments regarding traffic safety in this area. if you wish to comment on the issue, you are invited to
attend the Traffic Commission's next meeting on Thursday, October 3, 2013 at 7 PM at the Rosemead
City Hall City Council Chambers.
If you are unable to attend the meeting, you may send a letter with your comments directly to City Hall,
attention Chris Marcarello, Director of Public Works. You may also fax your letter to City Hall at (626)
