CC - Item 4I - Garvey Gymnasium Restroom Maintenance and RepairsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: OCTOBER 8, 2013 SUBJECT: GARVEY GYMNASIUM RESTROOM MAINTENANCE AND REPAIRS SUMMARY In September 2013, the City Council reviewed the existing conditions of the Garvey Gymnasium and determined there is an imminent need for maintenance and repair work at the building. The facility was built prior to the incorporation of the City and is in significant need of repair. During the discussion, the Council identified three key maintenance needs for the gym including restroom facilities, window replacement, and exterior improvements. The existing gymnasium restroom facilities were identified as a priority for maintenance and repair work due to existing plumbing, ventilation, and fixture deficiencies. As such, informal proposals were solicited to repair the plumbing, replace fixtures, and update flooring, tiling, and paint. Repairs will also address existing Americans with Disabilities Act (ADA) deficiencies in the facility. The attached maintenance agreement will address these concerns and allow repairs to commence immediately. Staff Recommendation It is recommended that the City Council authorize the City Manager to enter into an agreement with CEM Construction in the amount of $104,500.00. In addition, authorize an amount of $15,675.00 (15 %) as a contingency to cover the cost of unforeseen expenses. DISCUSSION The Garvey Gymnasium is aging and in need of maintenance and repairs to enable its ongoing functionality. At this time, maintenance activities will focus on the gymnasium restrooms, including repairs to plumbing, replacement of fixtures, repair of tiling and flooring, painting, and configuration changes in order to accommodate ADA accessibility requirements. As a part of the reconfiguration, the showers will be removed as it was determined the facility no longer has a need for shower facilities. The removal of the shower facilities will enable the addition of more toilet and sink facilities in order to accommodate gym users. ITEM NO. ! Based on this discussion, it was determined that the restrooms were in significant need of maintenance and repair work. In order to address these issues quickly, informal proposals were solicited from qualified contractors to complete the repairs. Based on the scope of services distributed to these contractors, the following proposals were received: Rank Bidder Location Base Bid Amount 1 CEM Construction Downey, CA $104,500.00 2 Maximo Robles Phelan, CA $131,000.00 3 JC Lopez Downey, CA $159,895.00 Staff has reviewed the proposal and investigated the contractors' backgrounds for competency. Staff believes that CEM Construction is qualified to complete the work as specified for this project and offers the lowest, responsible proposal. FINANCIAL REVIEW This project was included in the Fiscal Year 2013 -14 Budget. The budget for this project is $400,000 and it is funded entirely through bond repayment funds. The total appropriation needed to award the contract is approximately $120,175.00. Remaining funds will be utilized to complete other phases of improvements, including window replacement and exterior fagade repairs.
