SUBJECT: INSTALLATION OF RED CURB — 3114 JACKSON AVENUE
SUMMARY
The Traffic Commission received a request from a resident to review traffic conditions and
access to the property at 3114 Jackson Avenue. The resident's complaint describes a lack
of visibility when entering and exiting his property due to parked vehicles. The curb in front
of the subject property is 35' in length and the typical allowance for a parking spot length is
22'. This means that although it appears to be, the curb is not long enough to park two
cars. Frequently, when two cars are parked in this spot, the cars obstruct the view and
access for the resident coming and going from the driveway. By installing approximately 5
feet of red curb on either side of the driveway it will push vehicles away from the driveway
and improve visibility and access for the resident.
Staff Recommendation
It is recommended that the Traffic Commission recommend to the City Council that
approximately 5 feet of red curbing be installed on either side of the driveway of the
residence at 3114 Jackson Avenue.
ANALYSIS
Jackson Avenue is a busy north south collector that is approximately 30' wide with a posted
speed limit of 25 MPH. Jackson Avenue experiences a high traffic volume due to its high
density of residential units, its proximity to Garvey Avenue, and it being adjacent to
Emerson Elementary School. Restricted parking is permitted on both sides of the street.
The curb in front of the residence at 3114 Jackson Avenue is approximately 35 feet in
length so it appears as though it is wide enough for two vehicles to fit. Typically 22 feet in
length is allowed for a standard parking space, meaning that when two vehicles, especially
any larger vehicles, are parked along this curb, they infringe upon the driveway and hinder
the resident's visibility and access.
Given the length of this curb as 35', it is designed to properly park one car. By installing 5
feet of red curbing on either end of the curb, the driveways will be protected while
continuing to allow adequate space to park one car.
Notifications of the proposed improvements were circulated to effected residents and
businesses within a 300 foot radius of this location.

I would like to know how I could formally request partial red curbing in front of my residence, 3114 Jackson Avenue,
Rosemead, 91770. With the increasing traffic and narrow street width it is difficult to gain ingress and egress from my
property via my car. I have to hold my breath and enter or exit with a prayer. It is blind when cars are parked near or on
my drive approach.

TRAFFIC CONCERN NOTIFICATION
The City of Rosemead Traffic Commission will be reviewing a request for the installation of
approximately 5 feet of red curbing on either side of the front curb of the property at 3114 Jackson
Avenue. The curb in front of this residence is appropriately sized to park one vehicle, however, frequently
two vehicles park here causing problems with access and visibility while utilizing the driveway. This
curbing will indicate that there is parking for only one vehicle and improve access and safety for the
driveways.
You are being notified because your property is in close proximity to this location. We encourage your
comments regarding traffic safety in this area. If you wish to comment on the issue, you are invited to
attend the Traffic Commission's next meeting on Thursday, December 5, 2013 at 7 PM at the Rosemead
City Hall City Council Chambers.
If you are unable to attend the meeting, you may send a letter with your comments directly to City Hall,
attention Chris Marcarello, Director of Public Works. You may also fax your letter to City Hall at
