Transmittal of FY 2012 -13 City of Rosemead and Rosemead Housing Corporation Annual Financial Reports This is to transmit the FY 2012 -13 annual financial reports for the City of Rosemead and the Rosemead Housing Development Corporation to the City Council. The attached reports provide a complete presentation of the finances of each of the above mentioned organizations. The 2012 -13 Fiscal Year was a year of recovery for the City's General Fund. Due to many large one -time revenue payments along with an improved economic base, the City was able to put money back into reserves at the conclusion of the fiscal year. As noted on page 20 of the Comprehensive Annual Financial Report (CAFR), the General Fund collected $2.796 million more than was expended, increasing the fund balance from $14.8 million to $17.6 million. While some of these funds have been programmed in the 2013 -14 Fiscal Year for much needed capital improvement projects such as the renovation of the Garvey Gym and remodel work at City Hall, the majority of these funds will remain in the fund balance to rebuild reserves. Recommendation: That the City Council receive and file the City of Rosemead Comprehensive Annual Financial Report (CAFR) and the Rosemead Housing Development Corporation Annual Financial and Compliance Report for the 2012 -13 Fiscal Year. E. Installation of Keep Clear Markings — Temple City Boulevard at Ellis Avenue The Traffic Commission recently reviewed a request from residents to evaluate traffic conditions at the intersection of Temple City Boulevard and Ellis Lane. This review was initiated due to concerns that the existing intersection configuration creates visibility constraints for motorists turning from Ellis Lane onto Temple City Boulevard. Based on the review of these conditions, it was determined that the addition of a "Keep Clear" zone would help improve visibility for tuning vehicles. The Traffic Commission concurred with this recommendation. Recommendation: That the City Council_ approve the Traffic Commission's recommendation and authorize staff to install "Keep Clear' pavement markings in the northbound travel lanes of Temple City Drive, with limit lines parallel to the intersection at Ellis Lane. F. Installation of Keep Clear Markings — Mission Drive (Rosemead High School) The Traffic Commission recently reviewed a request from residents to evaluate traffic conditions and access adjacent to Rosemead High School on Mission Drive. Mission Drive serves as the main entrance to the school, including a drop -off and pick -up zone at the westerly parking lot adjacent to the school entrance. Currently, there are existing "Keep Clear' zones that serve the parking lots along the eastern section of the campus and help to improve traffic flow. It was requested that an additional "Keep Clear' zone be added to help improve access to the westerly driveway. Based on the review of the information, the Traffic Commission concurred with the recommendation to install an additional "Keep Clear' zone. G. Installation of Parking Restrictions — 3114 Jackson Avenue The Traffic Commission recently reviewed a request to evaluate traffic conditions and access to the properly at 3114 Jackson Avenue. The resident at this location indicated that there is a lack of visibility when entering and exiting his property due to parked vehicles. Based on a review of the existing conditions, it was determined that the addition of red curbing would help improve visibility and prevent vehicles from parking over the property's driveway. The Traffic Commission approved the recommendation to install approximately 5 feet of red curbing on either side of the driveway of the residence at 3114 Jackson Avenue. Consideration of a Temporary Interim Appointment to the City Council The City Council will consider an interim appointment to the City Council to temporarily fill Council Member Steven Ly's seat due to his military service leave of absence. On December 30, 2013, City Council Member Ly reported to active duty in the United States Army Reserves for a period of approximately 24 weeks. Prior to reporting for duty, Council Member Ly recommended that the City Council appoint Traffic Commissioner Jean Hall on a temporary basis to serve in his place during his absence. At its December 10, 2013 meeting, after considering several options relating to the subject City Council seat, the City Council directed staff to place the interim appointment of Jean Hall on the January 14th City Council meeting agenda for consideration. Recommendation: City Council direction is requested. 6.
