ROSEMEAD TRAFFIC COMMISSION
October 3, 2013
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Russell- Chavez at
7:02 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

STAFF PRESENT: Public Works Director Marcarello, Management Analyst Sullivan, and Administrative
Assistant Llamas
1. PUBLIC COMMENT FROM THE AUDIENCE
Carmen Cabrera, Rosemead resident, expressed concerns regarding crossing guard services at the
intersection of Marshall Street and Bartlett Avenue. Ms. Cabrera informed the Commissioners that the
current crossing services have not displayed a high level of customer service and have sometimes created
potential traffic safety hazards for vehicles and pedestrians.
Staff informed the Commission that services throughout the community are provided by a contractor service.
This information will be forwarded to the contractor for appropriate action.
2. CONSENT CALENDAR
Joseph Warren, Rosemead resident, indicated that he is pleased the staff - recommended improvements at
the intersection of Lorica Street and Temple City Blvd. He expressed his support for the improvements and
thanked the Commission.
Commissioner Hall motioned, seconded by J. Quintanilla to approve Item A (May 2, 2013 Minutes), Item B
(August', 2013 Minutes), Item C (Keep Clear Markings- Lorica Street at Temple City Boulevard), and Item
D (Installation of Red Curb- Hellman Avenue and Isabel Avenue) on the Consent Calendar. Votes resulted
in:
Yes: Hall, E. Quintanilla, Russell- Chavez, Masuda, and J. Quintanilla
No: None

3. NEW BUSINESS
A. DEVELOPMENT OF GOALS AND OBJECTIVES FOR 2013.2014
Staff provided the Traffic Commission with a brief description on the item utilizing a PowerPoint
Presentation.
Chair Russell- Chavez asked staff if there will be more projects similar to the San Gabriel Blvd and Hellman
Avenue as part of the upcoming goals.
Staff indicated that similar projects will be planned, subject to the availability of funding.
Commissioner Hall asked staff if the City of South El Monte will be including the City of Rosemead as part of
their Bicycle Plan. Mrs. Hall also asked staff if they will be having traffic calming lines installed on the side
streets of Muscatel Avenue and Ivar Avenue. If so, she suggested that red curbing be painted adjacent to
corners in order to improve sight visibility along streets. She also asked for an update on the Rosemead
Boulevard Project and wondered if the Project would be included in the upcoming goals.
Staff responded to Commissioner Hall's questions, including: (1) Yes, the City will be coordinating bicycle
improvements with South El Monte; (2) Red curbing can be installed adjacent to comers; and (3) The
Rosemead Blvd. improvements are nearing fruition, with the last hurdle being receiving encroachment
permits from Caltrans due to the street's classification as a State -owned roadway.
Chair Russell- Chavez asked staff if the City will be installing more trees throughout the City.
Staff responded that the City just received a $200,000 grant award to plant trees. These trees will be
installed in vacant parkway locations throughout the community.
4. STAFF REPORT
Staff provided the Traffic Commission with an update on current and upcoming events and projects
throughout the City.
5. COMMISSIONER REPORTS
Commissioner Hall recognized staff on the great job done on Muscatel Avenue
Commissioner Masuda concurred with Commissioner Hall and also thanked staff for adding the left turn
pocket going south onto Mission Drive.
Commissioner E. Quintanilla asked staff if they will be doing any upgrades or improvements at Ellis Lane
and Steele Street near Temple City Blvd.
Staff indicated that this location can be added to an upcoming Commission agenda.
Chair Russell- Chavez asked for an update on the signal loop at the intersection of Rosemead Blvd and
Valley Blvd. Mrs. Russell- Chavez suggested that protected left -tums be added at the intersection of San
Gabriel Blvd, Potrero Grand, and Rush Street.
Staff responded that the Rosemead/Valley concerns had been forwarded to the County for review and that
they would look into protected left -tums at the San Gabriel intersection.
