A RESOLUTION OF THE ROSEMEAD REDEVELOPMENT AGENCY
MAKING CERTAIN FINDINGS AND DETERMINATIONS REGARDING
REDEVELOPMENT AGENCY PAYMENT FOR GRAFFITI REMOVAL
SERVICES WITHIN THE BOUNDARIES OF PROJECT AREA NO. 1
WHEREAS, Section 33420.2 of the California Health and Safety Code, effective January 1,
1995, allows redevelopment agencies to take any action necessary to eliminate the conditions of blight
caused by graffiti; and
WHEREAS, the presence of graffiti on public and private property located along the major
commercial and residential streets within Rosemead Redevelopment Agency (RRA) Project Area No.
1 is of sufficient magnitude and severity that the utilization of RRA resources for the purposes of
abating the effects of graffiti vandalism is necessary to effectuate the purposes of the redevelopment
plan.
NOW, THEREFORE, the Agency resolves as follows:
Section 1 The Rosemead Redevelopment Agency finds, determines and declares:
(a) The payment by the Rosemead Redevelopment Agency for graffiti abatement activities on
public and private properties within Project Area No. I is necessary due to the magnitude and
severity of the graffiti vandalism in the project area; and
(b) That the use of Agency funds is necessary to effectuate the purposes of the redevelopment
plan; and
(c) That the use of Agency funds for the abatement of graffiti in the project area will assist with
the elimination of blight, as defined in Section 33031 of the Health and Safety Code; and
(d) The payment by the RRA for graffiti abatement services within Project Area No. 1 will
eliminate blighting conditions by improving the appearance of public and private property
within the project area, thus enhancing the value of local properties.
Section The Agency Secretary shall certify to the adoption of this Resolution.
