SUBJECT: GARVEY PARK GYMNASIUM RENOVATIONS —
WINDOW REPLACEMENT PROJECT
SUMMARY
In September 2013, the City Council reviewed the existing conditions of the Garvey
Gymnasium and determined there was an imminent need for maintenance and repair
work at the building. The facility was built prior to the incorporation of the City and is in
significant need of repair. During the discussion, the Council identified three key
maintenance needs for the gym including restroom facilities, window replacement, and
exterior improvements.
The renovation of restroom facilities at the Gymnasium was completed in February
2014, including plumbing repairs, ventilation upgrades, and the replacement of restroom
fixtures. At this time, bids have been received for the next phase of the facility
renovation which includes the replacement of windows and framing.
Staff Recommendation
It is recommended that the City Council:
1. Approve the plans and specifications for the Garvey Park Gymnasium
Renovations —Window Replacement Project; and,
2. Authorize the City Manager to enter into a contract with CEM Construction in the
amount of $94,950.00 and authorize a contingency in the amount of $ 14,250
(approximately 15 %) to cover the cost of unforeseen construction expenses.
DISCUSSION
The Garvey Park Gymnasium is aging and in need of significant repairs to enable its
continued functionality. With interior restroom renovations now complete, the next
phase of improvements will include the replacement of windows and window framing at
the facility. This project includes the replacement of the existing windows with energy
efficient "Low E" windows. A Notice Inviting Bids for this project was published in local
newspapers and trade publications on January 30 and February 6, 2014. Bids were
accepted in the office of the City Clerk until Wednesday, February 12, 2014 until 10:30
a. m.

At 11:00 a.m. on February 12, 2014, the City Clerk publicly opened and read one (1)
sealed bid with the following result:

Staff has reviewed the bid documents for completeness and investigated the
contractor's background and recent projects for competency. CEM Construction
maintains a valid California Contractor's License and is experienced in these types of
projects. CEM Construction has satisfactorily completed building projects for the City of
Rosemead, including the City Hall Remodel Project. The bid submitted by CEM
Construction is below the engineer's estimate of $110,000.00.
FINANCIAL REVIEW
The Garvey Park Gymnasium Renovations project was included in the Fiscal Year
2013 -14 Capital Improvement Program with a budget of $400,000.00. The budgeted
funds are from bond repayment funds, which must be utilized to fund capital projects.
The total appropriation needed to award the contract will be $109,200.00, including
contingencies.
