A RESOLUTION OF THE ROSEMEAD, CALIFORNIA CITY COUNCIL
ESTABLISHING STOP SIGNS AT THE INTERSECTION OF ANGELUS AVENUE AT
KEIM STREET
WHEREAS, the subject intersection has become a matter of concern with regard to
public safety; and
WHEREAS, the Public Works Department has conducted a traffic and engineering
review at the subject intersection; and
WHEREAS, the subject intersection currently does not have a stop sign for
northbound or southbound traffic on Angelus Avenue at the intersection of Keim Street,
and
WHEREAS, the City's Traffic Commission received testimony, reviewed reports and
recommended the installation of all -way stop controls at the subject intersection; and
WHEREAS, the City Council reviewed reports and concurred with the installation of
all -way stop controls at the subject intersection, in accordance with the Manual of Uniform
Traffic Control Devices ( MUTCD), Section 26.07, Multi -Way Stop Applications; and
WHEREAS, the City Council finds that the installation of all -way stop controls are in
the best interest of the motoring public and are needed to regulate right -of -way and
mitigate visibility issues caused by horizontal and vertical road curvatures; and
WHEREAS, increased pedestrian activity on Keim Street crossing Angelus Avenue
supports the need for a traffic control device; and
WHEREAS, the installation of stop signs will aid in pedestrian safety and activity at
Rice Elementary School; and
WHEREAS, the analytical warrant criteria provided for in the MUTCD indicated that
the subject intersection did not meet the threshold criterion to warrant an all -way stop at the
intersection. Subsequent review of the subject intersection under the Options criteria
contained in the MUTCD finds that the installation of an all -way stop would improve safety
at the intersection; and
WHEREAS, the installation of stop signs at the subject location is consistent with the
established guidelines published in the California Manual of Uniform Traffic Control
Devices; and
WHEREAS, Sections 21101 and 21354 of the California Vehicle Code authorize
local jurisdictions to designate any intersection under its exclusive jurisdiction as a stop
intersection, to erect stop signs at one or more entrances thereto, and to require all
vehicles to stop at such stop signs.
NOW THEREFORE, BE IT RESOLVED that the Public Works Department is
directed to erect the necessary stop signs facing north and south bound traffic on Angelus
Avenue at Keim Street.

SUBJECT: REVIEW OF TRAFFIC CONDITIONS AND INSTALLATION OF ALL -
WAY STOP SIGNS AT THE INTERSECTION OF ANGELUS AVENUE
AND KEIM STREET
SUMMARY
The Traffic Commission recently reviewed a request to evaluate traffic conditions in the
vicinity of Rice Elementary School. The school principal and several parents indicated
that there are pedestrian and vehicle safety concerns during school drop -off times, due
to the lack of a stop sign and crosswalk at the intersection of Angelus Avenue and Keim
Street. A traffic study was conducted at the location, including a warrant study to
determine if the installation of stop controls and crosswalks was appropriate. After
studying the location, it was determined that the intersection did not meet minimum
volume or accident thresholds for the installation of stop controls. However, based on
several additional safety factors, the traffic engineer determined that stop controls should
be installed in order to increase pedestrian and traffic safety. Based on the review of the
location, the Traffic Commission concurred with the recommendation to install stop
controls to help improve pedestrian and traffic safety.
Staff Recommendation
It is recommended that the City Council approve Resolution 2014 -05, approving the
street striping plans and concurring with the Traffic Commission's findings to install all -
way stop controls at the intersection of Angelus Avenue and Keim Street.
DISCUSSION
Angelus Avenue is north /south two lane residential street with a prima facie speed limit
of 25 mph and a 38 to 40 foot width. Rice Elementary School is located adjacent to and
east of Angelus Avenue and north of Rush Street. Pedestrians utilize marked
crosswalks on Angelus Avenue at both Keim Street and at Graves Avenue in order to
reach Rice Elementary. During school drop -off times (morning and afternoon), a
crossing guard is present at Angelus Avenue and Graves Avenue. Parking restrictions
consist of street sweeping restrictions on the entire street and school restrictions along
the east side of the street only.

At Keim Street, the existing crosswalk is a zebra striped yellow crosswalk in the north leg
of the intersection at Angelus Avenue. There is the typical school crossing signage at
the crosswalk. There is a school driveway that opens onto Angelus at the intersection
(southeast leg) with a restriction for vehicles to make right turns only out of this driveway.
Keim Street is considered a residential street with one lane in each direction. Keim
Street is approximately 36 feet wide with parking allowed on both sides except for
Fridays. There is stop control and a zebra striped yellow crosswalk at the "T" intersection
with Angelus Avenue. There are sidewalks on all corners. Attachment 2 includes
views of the area surrounding the intersection of Angelus Avenue and Keim Street.
Warrant Study Analysis
A field investigation and counts were conducted at the intersection of Angelus Avenue
and Keim Street during the week of January 27, 2014. Both a traffic count of turn
movements and pedestrian activities was conducted at the intersection. These counts
were taken when Rice Elementary School was in full session. .
Based on the analysis of these counts, it was determined that the peak hours of traffic

In addition, an accident investigation was conducted using the last four (4) available
years from SWITRS (Statewide Integrated Traffic Records System) records for the
intersection of Angelus Ave and Keim Street. The record research found that there were
no vehicle or pedestrian accidents within this time frame.
Findings
The criteria for determining if all -way stop controls are warranted is based on a number
of factors as set by the California Manual of Uniform Traffic Control Devices (MUTCD).
These factors include an analysis of minimum volumes of traffic on each street
approach, accidents, vehicle speeds, pedestrian traffic and potential sight obstructions.
Based on a review of these factors, it was determined that the intersection does not
meet minimum volume or accident thresholds as determined by the MUTCD for the
installation of all -way stop controls at Angelus Avenue and Keim Street. This information
is summarized below:
A. Traffic control signals are justified

same 8 hours.
If the 85- percentile approach speed of the major- street
(Posted speed limit is 25 mph)
exceeds 40 mph the minimum volumes are 70 percent of
the above values.

In addition, other criteria that may be considered in an engineering study to determine
the installation of all -way stop controls, including:
A. The need to control left turn conflicts
B. The need to control vehicle /pedestrian conflicts near locations generating high
pedestrian volumes
C. Locations where a road user, after stopping cannot see conflicting traffic and is
not able to safely negotiate the intersection unless conflicting traffic is also
required to stop.

D. An intersection of two residential neighborhood collector (through) streets of
similar design and operating characteristics where multiway stop control would
improve traffic operational characteristics of the intersection.
The California Manual of Uniform Traffic Control (CAMUTCD) covers all aspects of the
placement, construction and maintenance of every form of approved traffic control. The
guidelines prescribe five basic requirements for all devices. They must:
• Fulfill a need
• Command attention
• Convey a clear and simple meaning
• Command respect of road users
• Give adequate time for proper response
These optional criteria contained in the MUTCD provide agencies with additional factors
to consider when installing stop controls. Based on these factors, the summary and
findings are provided below.
Summary
The intersection of Angelus Avenue and Keim Street did not meet minimum volume and
accident thresholds for the installation of an all -way stop control per the California
Manual of Uniform Traffic Control Devices (CAMUTCD). However, due to the use of this
crosswalk as a route to school, it has been determined that the addition of an all -way
stop control at this intersection would aid in pedestrian safety. These stop controls
would require approach vehicles to stop before proceeding through the intersection.
Based on the California Manual of Uniform Traffic Control Devices (CAMUTCD), local
authorities may adopt rules and regulations by resolution providing for the placement of
a stop sign at any location in its jurisdiction where the stop sign would enhance traffic
safety (CA Vehicle Code 22450 and 21355). In conjunction with this installation, existing
school pedestrian and crossing signs would be relocated in advance of the stop sign
along Angelus Avenue. The attached resolution confirms these findings and the
recommendation.
A notification of the Traffic Commission's review of this item was circulated to adjacent
residents and businesses within a 300 foot radius of the location.
