CC - Item 5A - Rosemead Community Recreation Center (RCRC) Improvements and Funding Request UpdateROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY nCOUNCIL FROM: JEFF ALLRED, CITY MANAGER U DATE: MARCH 11, 2014 SUBJECT: ROSEMEAD COMMUNITY RECREATION CENTER (RCRC) IMPROVEMENTS AND FUNDING REQUEST UPDATE SUMMARY Renovation on the RCRC has continued in several phases since spring 2012 including the replacement of roof materials and heating /cooling systems and interior renovations. The renovated existing RCRC building is expected to reopen in July 2014. The work that has occurred to date has been completed with funds obtained through a $500,000 grant provided by Los Angeles County Supervisor Gloria Molina and a 2010 redevelopment bond issue. The final phase of facility modernization includes the construction of a 3,000 square foot annex and renovation of the existing building's exterior. These are expected to begin in the coming months. During interior renovations, additional necessary work was identified resulting from forty years of heavy facility use. Additional items include replacement of remaining interior lighting (and ceiling tiles) and windows and doors, and renovation of the kitchen. Estimated costs for the additional work is $350,000 to $400,000. A request for funding for this additional work has been submitted to the office of Los Angeles County Supervisor Gloria Molina. Staff Recommendation It is recommended that the City Council authorize the funding request to Supervisor Gloria Molina's office with a commitment to name the new annex meeting room in her honor in recognition of her 30 years of community service and funding provided for the RCRC renovation and expansion project. BACKGROUND /DISCUSSION The City completed the Parks and Facilities Master Plan in 2010 to serve as a guide for future capital improvement projects. Among the items identified by the City and community as needing improvement was the Rosemead Community Center. As part of the broader, multi - phased Civic Center project, the RCRC will serve as an attractive space for public events and expanded services. nEMNO. A City Council Meeting March 11, 2014 Page 2 of 3 The RCRC Expansion and Building Improvement Project will include the following elements: • Fagade /Beautification Improvements • Improved Disabled Access • Building /Safety Improvements – fire safety, electrical equipment upgrades, structural reinforcement, roof repairs • Energy Efficiency Improvements – heating, ventilation, air conditioning system modernization; efficient lighting fixtures, drought tolerant landscaping, sustainable building materials • Interior Improvements – furniture, fixtures, and equipment for expansion area and adjoining areas to existing building • Building Expansion /Renovation – the additional 3,000 square feet to include additional classroom and meeting space, a computer lab, teen activities, exterior plaza, and staff offices. • Landscape Enhancements /Gazebo Construction – exterior improvements to the rear of the facility will include attractive landscape elements, increased fence height for added privacy and better separation from residents, and the addition of a Gazebo to increase potential outdoor uses and expand revenue opportunities. This item will be included as an "add alternate" to the expansion project. As noted above, the existing facility is exhibiting dramatic wear from decades of substantial use. Major areas of concern, that were not part of recent interior renovations due to funding limitations, include interior lighting (and ceiling tiles). Southern California Edison, in an energy audit, identified RCRC lighting as the most inefficient in all City operated facilities. Windows and doors reveal age - related wear, damaged seals, and displacement— conditions that contribute to the inefficient use of the newly installed HVAC systems. Finally, the kitchen does not meet code requirements for operation and should be thoroughly renovated. For optimum efficiency, improved aesthetics, and to ensure the facility meets current building standards, these items should be addressed as soon as possible. With an estimate approaching $400,000 for these additional items, the City has submitted a request for funding to Los Angeles County Supervisor Gloria Molina's office. The Supervisor was instrumental in procuring funding for much of the recent interior renovations. This additional funding would allow us to complete the balance of needed interior improvements. Should these supplementary monies be provided, it would be appropriate to consider naming the new annex meeting room in honor of Supervisor Gloria Molina in recognition for her thirty years of service to Los Angeles County as a State Assemblymember, Los Angeles City Council Member, and Los Angeles County Supervisor. In each instance, she was the first -ever Latina elected to office. In her various roles, Gloria Molina has focused on improving recreation, education, library, transportation, and housing services for area residents. Her City Council Meeting March 11, 2014 Page 3 of 3 assistance in funding for the Rosemead Community Recreation Center has resulted in improved and expanded opportunities for residents of this community. It is anticipated that the various projects, once approvals are received, will be brought before City Council for bid award over the next six weeks. Completing the work required on the interior and exterior of the existing building will be the first priority with the goal of reopening in July. Construction of the annex, plaza, and gazebo should be completed by late summer or early fall of this year. FINANCIAL REVIEW This expansion project was included in the City's Capital Improvement Program and is funded entirely with tax increment bond proceeds. The total budget for this project is $1,750,000.00. Costs for the additional work are estimated at $350,000 to $400,000 and a funding request has been submitted to the office of Los Angeles County Board of Supervisor Gloria Molina. If funding is denied, additional bond proceeds would be needed to complete the work at the expense of other priority projects..
