B. Water Education for Latino Leaders Conference — March 27a — 28a — Sacramento, CA
The City Council will consider authorizing the attendance of any Council Member who wishes
to attend the Water Education for Latino Leaders Conference in Sacramento, CA, on March
27h — 28t.
Recommendation: That the City Council authorize the attendance, at City expense, of any
Council Member that wishes to attend the Water Education for Latino Leaders Conference.
5. MATTERS FROM CITY MANAGER & STAFF
A. Rosemead Community Recreation Center (RCRC) Improvements and Funding
Request Update
Renovation of the RCRC has continued in several phases since spring 2012 including the
replacement of roof materials and heating /cooling systems and interior renovations. The
renovated existing RCRC building is expected to reopen in July 2014. The work that has
occurred to date has been completed with funds obtained through a $500,000 grant provided
by Los Angeles County Supervisor Gloria Molina and a 2010 redevelopment bond issue. The
final phase of facility modernization includes the construction of a 3,000 square foot annex

and renovation of the existing building's exterior. These are expected to begin in the coming
months.
During interior renovations, additional necessary work was identified resulting from forty
years of heavy facility use. Additional items include replacement of remaining interior lighting
(and ceiling tiles) and windows and doors, and renovation of the kitchen. Estimated costs for
the additional interior work is $350,000 to $400,000. A request for funding for this additional
work has been submitted to the office of Los Angeles County Supervisor Gloria Molina.
Recommendation: That the City Council authorize the funding request to Supervisor Gloria
Molina's office with a commitment to name the new annex meeting room in her honor in
recognition of her 30 years of community service and funding provided for the RCRC
renovation and expansion project.
B. Renewal of the Municipal Law Enforcement Services Agreement with the County of
Los Angeles for Public Safety Services Provided by the Los Angeles County Sheriff's
Department
The City Council will consider renewal of the agreement with the County of Los Angeles for
municipal law enforcement services provided by the Los Angeles County Sheriffs
Department for another five -year period.
Recommendation: That the City Council authorize the Mayor to execute the County of Los
Angeles municipal law enforcement services agreement on behalf of the City.
