CC - Item 4C - Installation of Connector Pipe Screens in the City and County Catch Basins Project - Rejection of BidsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: MARCH 25. 2014 SUBJECT: INSTALLATION OF CONNECTOR PIPE SCREENS IN THE CITY AND COUNTY CATCH BASINS PROJECT — REJECTION OF BIDS SUMMARY The City of Rosemead, under the National Pollutant Discharge Elimination System ( NPDES), is required to take certain steps to prevent and treat the pollution of stormwater within its jurisdiction. As part of NPDES guidelines, the City is subject to the Los Angeles River Trash Total Maximum Daily Load (TMDL), meaning the City must take certain measures to prevent trash from entering the LA River through its stormwater discharge outfalls. In order to achieve compliance with this Trash TMDL, the city is required to place connector pipe screens (CPS) in all stormwater catch basins within its jurisdiction. CPS units catch all trash that enters stormwater catch basins and prevent it from entering the waterways. As a part of the City's Fiscal Year 2013 -14 Capital Improvement Program, the City Council approved the " Stormwater Capture Device Project." This project will allow for the retrofit of 200 of the catch basins within the City. A public bid process was completed and one bid was received from W.A. Rasic Construction Co, Inc. Staff Recommendation It is recommended that the City Council: 1. Reject all bids received for this project and direct staff to conduct another public bid process for this project. DISCUSSION This project involves the installation of connector pipe screens over the drainage pipes in 200 catch basins (owned by both the City and Los Angeles County) to prevent trash from entering the storm drain system. The engineer's estimate for this project was $500.00 per unit, or $100,000.00. A Notice Inviting Bids for this project was published in local newspapers and trade publications on February 61" and February 13", 2014. Bids were received in the office of the City Clerk until 10:30 a.m. on Wednesday, February 19, 2014. At 11:00 a.m. on Wednesday, February 19, 2014, the City Clerk publically opened and read one (1) bid with the following result: ITEM NO. 4 City Council Meefing February 25, 2014 Paqe 2 of 2 Rank Proposer Location Bid Amount 1 W.A. Rasic Construction Co., Inc. Long Beach, CA $ 150,000.00 The only bidder for this project proposed a unit price of $750.00 per unit, for a total project price of $150,000.00, which is one and a half times the engineer's estimate for this project. Staff believes that rebidding the project and a more aggressive advertisement campaign will lead to an increase in the number of qualified bidders on this project and more competitive pricing. In accordance with the plans and specifications and contract bid documents reviewed by each bidder, the City reserves the right to reject any and all proposals and solicit bids. FINANCIAL REVIEW This project was included in the Fiscal Year 2013 -14 Capital Improvement Program with a budget of $100,000.00. The engineer's estimate for this project was $100,000.00. ENVIRONMENTAL REVIEW This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (C) of the CEQA Implementing Guidelines.
