The joint meeting of the Rosemead City Council, Housing Development Corporation and the Successor
Agency to the Rosemead Community Development Commission was called to order by Mayor Low at 7:01
p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California.

2. PUBLIC HEARING
A. Annual Action Plan for Federally-Funded Programs for the Fiscal Year 2014.2015
The City Council will conduct its required annual public hearing regarding the projected use
of federal Community Development Block Grant (CDBG) and HOME Investment Partnership
(HOME) funds for the upcoming 2014 -15 fiscal year. The U.S. Department of Housing and
"Urban Development (HUD) has not yet announced the final amounts to be allocated to
participating communities; however, cities have been warned that Congress will again make
cuts: to these programs.
Under federal regulations, no more than 15% of the CDBG allocation can be used for "social
service" activities. Written proposals have been received from four (4) organizations that
are current recipients, which include Family Promise, Family Service, People for People, and
Southern California Housing Rights Center. Due to impending federal funding reductions,
allocations to social service agencies may need to be reduced or in some cases eliminated.
Recommendation: That the City Council conduct a public hearing and take public
testimony on the Annual Action Plan covering the period July 1, 2014 — June 30, 2015. No
further City Council action is necessary.

Community Development Director Ramirez reviewed the staff report
Council MemberlBoard Member Armenia asked if a certain percentage of the funding must go towards the
Housing Rights Center.
Community Development Director Ramirez explained that the Housing Rights Center is asking for $18,000;
however, the funding does not come from social services but rather the administration account which
allocates 20 percent.
MayorlPresident/Chair Low opened the public hearing at 7:06 p.m.
Karen Robertson - representing Family Promise in San Gabriel Valley explained their program provides
services to homeless families by providing food, sleeping space, case management and social services to
help people get back to stable housing and employment.
Dr. Jorge Nabock -Associate Director for Santa Anita Family Services, stated that over 200 hours of
counseling has been provided to Rosemead residents. Mr. Nabock'thaanked the City for the ongoing support
of their program.
Nory Rant - of People for People thanked the City for the grant and stated that there has been an increase of
families participating in the program.
MayorlPresidenNChair Low closed the public hearing at 7:14 p.m.
Council MemberlBoard Member Armenia expressed concern with allocating $18,000 to the Housing Rights
Center when other cities have allocated lass. She added the City should allocate more to the social service
programs servicing the community.
Community Development Director Ramirez explained there are restrictions and only 15 percent could be
allocated to social service programs. The Housing Rights Center funding allocation comes out of a 20 percent
administration account. Mrs. Ramirez added that the organization does submit reports, which indicate a fair
amount counseling being provided within the City. She also suggested that staff could conduct a survey on
surrounding cities on how much funding they allocate and their level of services.
Council MemberlBoard Member Clark asked if funding is reduced for the Housing Rights Center, where
else would the money be allocated.
Community Development Director Ramirez explained that out of the 100 percent money received from the
government, 20 percent is allocated for administration of salaries, department supplies and the Housing
Rights Center, Mrs. Ramirez added that 15 percent is allocated for social service programs and the remaining
could be used on programs such as rehab, code enforcement, and capital improvement projects.

D. Rosemead Park Basketball Court Improvement Project —Award of Contract
As part of the City's Fiscal Year 2013 -14 Capital Improvement Program, the City Council
approved the "Rosemead Park Improvements Project ". The project identifies several
elements of Rosemead Park that need improvement, including playground equipment, the
north parking lot, court lighting, and the basketball courts. At this time, bids have been
solicited to improve the basketball courts, which are a popular park amenity for the

community. The existing court surface is in dire need of replacement, with portions of the
concrete surface that are cracked and uneven. In addition to replacing the basketball court,
the project will include the replacement of basketball hoops and the creation of a seat wall on
the east side of the courts in order to create a spectator friendly seating area. Funding for
this project is provided through bond proceeds.
Recommendation: That the City Council:
1. Approve the plans and specifications for the Rosemead Park Improvements Project p
Basketball Courts; and
2. Authorize the City Manager to enter into a contract with PIK Construction in the amount
of $117,227.50. In addition, authorize an amount of $17,585 (approximately 15 %) as a
contingency to cover the cost of unforeseen construction expenses.

C. Ordinance No. 935— Second Reading: Municipal Code Amendment 13 -01, An
Ordinance Reinforcing the City's Current Ban on Medical Marijuana Dispensaries in
All Zoning Districts
On January 28, 2014, the City Council introduced Ordinance No. 935, amending title 17
"zoning" of the municipal code by adding chapter 17.40 for the purpose of reinforcing and
confirming the City's current ban on medical marijuana dispensaries in all zoning districts.
Ordinance No.. 935 is now before Council at the required second reading for adoption.
Recommendation: That the City Council adopt Ordinance No. 935, at its second reading,

ROSEMEAD AMENDING TITLE 17 "ZONING" OF THE CITY'S
MUNICIPAL CODE BY ADDING CHAPTER 17.40 FOR THE

Juan Nufiez — asked if the State legislation could change the Council's vote in the future to regulate medical
marijuana.

City Aftomey Richman explained it is possible the State could pass votes which could affect how cities
regulate medical marijuana.

4. MATTERS FROM CITY MANAGER & STAFF
A. Mid -Year Budget Update and 2014.15 Outlook
The Council will be provided with a mid -year Budget update presentation regarding the
current 2013 -2014 fiscal year Budget along with a brief look towards the upcoming fiscal
year. In terms of the General Fund, revenues have proven to be stable and are generally in
line with budgeted projections. Sales tax revenues are growing moderately as expected and
property tax revenues have been relatively stable. General fund expenditures are remaining
in line with budgeted figures and staff has implemented cost savings measures when
available. It is important to point out that the Budget includes expenditures from fund
balance for certain capital improvement projects such as the Garvey Gym renovation;
therefore, expenditures are projected to exceed revenues at the end of the fiscal year.
An early, look at revenues for 2014 -15 show signs of stagnation due to flat inflation and the
consumer price index. The opening of all the new restaurants and businesses has been
offset somewhat by the closure of some retail outlets such as Office Depot, which will result
in continued slow growth of sales tax revenue. Property tax revenue increases will rely
heavily on residential sales as the Consumer Price Index (CPI) increase will be minimal.
Recommendation: That the City Council receive and file the mid -year budget update and
approve Resolution No. 2014 -04, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD APPROVING VARIOUS APPROPRIATIONS

Council Member Clark asked if the City receives more money if the gas of price goes up.
Assistance City Manager/Finance Director Hawkesworth replied the City does receive additional sales tax
money; however, no additional money is received on the gas tax portion because is a flat rate.
City Manager Allred clarified that the gas lax fund is used for street and sidewalk maintenance and repairs.

Council Member Armenta stated there has been talk about revamping Proposition 13 and asked how that
would affect the City on property taxes.
Assistance City Manager /Finance Director Hawkesworth replied there are no final proposals and was not
sure how it could affect the City, since Rosemead is a low property tax city.
Council Member Alarcon inquired about the vacant business spaces where Office Depot was, Holiday Inn
Express, and soon Charlie Brown's Restaurant.
Community Development Director Ramirez explained that staff received a list of expanding businesses, which
was forward to the property management company. As for the Holiday Inn Express property, the current
business owners submitted plans to renovate and bring in a franchise motel. She added that another
restaurant would be taking the place of Charlie Brown's Restaurant.
Council MemberArmenta asked if there is a possibility in obtaining additional funding for the storm drains
that are maintained by the County.
Assistance City ManagerlFinance Director Hawkesworth explained that the County receives money for
sewer. The City has storm drain issues and sewer issues. By taking some responsibility of the sewers, the
City could possibly obtain more funding; however, there are additional liabilities.
City Manager Allred stated the storm drains belong to the cities and they have to be retrofit to meet Federal
and State requirements.
Council Member Clark asked if the Sanitation District is in charge of the sewers.
Public Works Director Marcarello explained the Sanitation District takes care of the trunk lines and the
main lines from the entire region, the sewer lines in Rosemead are owned by the City. He explained the City
has a contract with the Consolidated Maintenance District with the County to perform maintenance and
repairs. The County collects an assessment on residential property along with the Sanitation District for the
treatment of sewage.
Council Member Sandra Armenta made a motion, seconded by Council Member Jean Hall to receive
and file the mid -year budget update and approve Resolution No. 2014 -04. Vote resulted in:

B. Updated Strategic Plan for 2014 and 2015
Over the past five years, the efforts of the City Council, Commissions and staff have been
guided by a process of strategic planning. The City's Strategic Plan was first adopted in
December 2009; and, in January 2012 the document was updated for a two -year period

through 2013. In recent months and weeks, the City Council has conducted three
workshops, including the recent January 28111 joint meeting with the Planning Commission
and Traffic Commission, for the purpose of updating the City's Strategic Plan for another
two -year period.
Recommendation: That the City Council approve the updated Strategic Plan for 2014 and
2015.
City Manager Allred reviewed the staff report.
Council Member Clark cladfed the Strategic Plan states the City will look into taking control of public
infrastructure as an option that could be assessed.
Council Member Armenia commended staff on the strategic plan.
Council Member Sandra Armenta made a motion, seconded by Council Member Joan Hall to approve
the Strategic Plan for 2014 and 2015. Vote resulted in:

5. MATTERS FROM MAYOR & CITY COUNCIL
Council Member Armento stated the Beautification Committee would be working on their first project
assisting an elderly couple by cleaning up their property. She also invited the public to stop by the
Beautification Committee booth during the Lunar New Year event.
Council Member Clark announced she would not attend the Lunar New Year event due to a family matter.
6. ADJOURNMENT
The meeting adjourned in memory of Jan Saavedra at 8:01 p.m. The next regular City Council meeting is
scheduled to take place on February 25, 2014 at 7:00 p.m. in the Rosemead City Hall Council Chamber.
