The joint meeting of the Rosemead City Council and the Successor Agency to the Rosemead Community
Development Commission was called to order by Mayor Low at 6:00 p.m. in the Rosemead City Council
Chamber located at 8838 East Valley Boulevard, Rosemead, California.
PRESENT: Mayor /Chair Low, Mayor Pro TemNice- Chair/ Alarcon, Council Members/Board Members
Armenta, and Hall
ABSENT: Council Member/Board Member Clark due to her attendance to the National League of Cities
Conference.
STAFF PRESENT: City Manager Allred, City Attorney Richman, Assistant City Manager /Finance Director
Hawkesworth, Human Resources Manager Tan, and City Clerk/Directorof Public Information and
Communications Molleda.
Mayor /Chair Low recessed the joint meeting to closed session at 6:01 p.m.

STAFF PRESENT: City Manager Allred, City Attorney Richman, Assistant City Manager /Finance Director
Hawkesworth, Community Development Director Ramirez, Director of Parks and Recreation Montgomery-
Scott, Public Works Director Marcarello, and City Clerk/Director of Public Information and Communications
Molleda.
City Attorney Richman announced there was no reportable action taken in closed session.
2. PUBLIC COMMENTS FROM THE AUDIENCE
Barbara Murohv — expressed concern with two citizens who are putting out cat food on public right away and
private properties. Ms. Murphy stated it is a health issue, it is littering, and the couple doing this was
trespassing on private property.
Mayor /Chair Low asked City Manager Allred and Chief of Police Lieutenant Somoano to look into the issue.
City Manager Allred stated that about a year ago code enforcement officers confronted the couple putting out
the cat food and warned her to stop doing this. He stated staff was not aware this issue was still ongoing.
Council Member /Board MemberArmenta clarified that Mrs. Murphy had not brought this issues back to
staff since a year ago.
Reverend Steven P. Rivera — community outreach pastor of Evergreen Baptist Church of Los Angeles,
expressed concerned with the current proposed changes to Sheriffs personnel.
Elizabeth Martinez - representative of Consolidated Disposal Services stated the company would be
awarding five scholarships to Rosemead students.
Council Member /Board Member Armenia asked if there would be a ceremony to present the scholarships
to the students
Mrs. Martinez replied that Consolidated Disposal Services would like to present the scholarships during a
City Council meeting.
Tam Dinh — expressed concern in learning that the City would be losing a law enforcement officer in the
Sheriffs Department. Mrs. Dinh stated it was important to have continuity and unity in combating crime and
public participation in public safety in the community.
Steven Lv — (not Council Member Steven Ly) stated residents are talking about the reassignment of
Sergeant Moreno and the Rosemead Special Assignment Team. He added that deputies have been doing a
good job and are very involved in the community.
MayorlChair Low stated that resident Ron Esquivel submitted a letter to the City Council regarding the issue
with the Sheriffs Department. Mayor /Chair Low read the letter in its entirely and ff is filed in the City Clerk's
Office.

Sv Phan — expressed support for Sergeant Moreno and the Rosemead Special Assignment Team to stay
because they responded quickly to calls.
Kristin Nicole Venegas — spoke on behalf of UFC Gym and her family, and expressed support for Sergeant
Moreno and the Rosemead law enforcement team and asked not to relocate them.
Brian Lewin - asked what was the City's stand on Senate Bill 1014, known as the Home Generated
Pharmaceutical Waste Collection Disposal Act. The act requires the producers have a take back program
instead of retailers. Mr. Lewin expressed concern with people discarding pharmaceuticals improperly.
MayorlChair Low stated that Rosemead has a good Sergeant and that the supporters reflected the good
work he performs.
City Attomey Richman clarified that the subject of Sergeant Moreno and his team was not an agendized item.
She explained the Council should not have a discussion on the item; however, people can speak as
members of the public.
Taylor Quan —works with a volunteer group and with Sergeant Moreno and his Team. He reiterated that they
have been very welcoming and asked that the team not get reassigned.
Lydia Apodaca —asked why change the team, when they have done a good job in Rosemead.
Mayor /Chair Low clarified that the change was being made by the Sheriffs Department and not the City.
Captain Christopher Nee —of the Los Angeles County Sheriff's Department stated he was pleased to hear
the positive feedback from residents regarding the services the Sheer -mss Departmen provided by Sergeant
Abel Moreno and the current team. He clarified that the team was not going to be disassembled and that it
was his call to make changes at the sergeant level; however, this did not mean that any deputies would be
moved out of Rosemead or that the number of deputies assigned to the team would be reduced. Sergeant
Moreno has been in Rosemead for four years and has done a tremendous job; the change is not
condemnation of his performance in any shape or form. He stated that since his tenure in Temple Station he
has made changes in the sergeant level to set new eyes in different assignments. Captain Nee reiterated that
the Sergeants in Temple Station are aware and are familiar with Rosemead and are capable of continuing the
great work.
Council Member /Board Member Armenta stated that she sits on the executive board of contract cifies and
advocates for Cities that contract with the County Sheriffs Department. She disagrees that a change in
personnel should be made at this time due to the realignment. Ms. Annenta added that the team was
recognized in an email, for the great job the special team performed during a shooting incident. She added
the special team was able to control the situation because they are familiar with the City and knew the
informants and she did not believe the same results could be obtained with a new set of eyes. She asked
City Attorney Richman what the City could do to keep the same team in place and wait until the ramifications
of the realignment are known.

CkyAttomey Richman explained that the City contracts with a liability for personnel issues and also contracts
some of the control to the Sheriffs Department for those items. Mrs. Richman stated she would look into
options in regards to personnel issues.
3. PRESENTATION
Safe Communities Month Proclamation
City Council presented a proclamation for Safe Community Month to the Public Safety Center.
Chief of Police Lieutenant Somoano accepted and thanked the City Council for the proclamation. He added
that an effort to provide better safety to the community, they are hosting an Area Community Watch program,
a business watch meeting with the business community, and Deputy Farley will be lecturing two domestic
violence groups.

5. MATTERS FROM CITY MANAGER & STAFF
A. Rosemead Community Recreation Center (RCRC) Improvements and Funding
Request Update
Renovation of the RCRC has continued in several phases since spring 2012 including the
replacement of roof materials and heating /cooling systems and interior renovations. The
renovated existing RCRC building is expected to reopen in July 2014, The work that has
occurred to date has been completed with funds obtained through a $500,000 grant provided
by Los Angeles County Supervisor Gloria Molina and a 2010 redevelopment bond issue. The
final phase of facility modernization includes the construction of a 3,000 square foot annex
and renovation of the existing building's exterior. These are expected to begin in the coming
months.
During interior renovations, additional necessary work was identified resulting from forty
years of heavy facility use. Additional items include replacement of remaining interior lighting
(and ceiling tiles) and windows and doors, and renovation of the kitchen. Estimated costs for
the additional interior work is $350,000 to $400,000. A request for funding for this additional
work has been submitted to the office of Los Angeles County Supervisor Gloria Molina.
Recommendation: That the City Council authorize the funding request to Supervisor Gloria
Molina's office with a commitment to name the new annex meeting room in her honor in
recognition of her 30 years of community service and funding provided for the RCRC
renovation and expansion project.
Director of Parks and Recreation Montgomery-Scoff reviewed the staff report.
Mayor Low thanked Council Member Armenta for helping to obtain some of the funding for this project.
Council Member Sandra Armenia made a motion, seconded by Council Member Jean Hall to authorize
the funding request to Supervisor Gloria Molina's office and with a commitment to name the annex
meeting room in her honor. Vote resulted in:

B. Renewal of the Municipal Law Enforcement Services Agreement with the County of
Los Angeles for Public Safety Services Provided by the Los Angeles County Sheriffs
Department
The City Council will consider renewal of the agreement with the County of Los Angeles for
municipal law enforcement services provided by the Los Angeles County Sheriffs
Department for another five -year period,
Recommendation: That the City Council authorize the May Execute the County of Los
Angeles municipal law enforcement services agreement og> alf of the City.
City Manager Allred reviewed the staff report.
Brian Lewin — inquired on the provision in regards to the Chief of Police, which was unique for the City of
Rosemead.
City Manager Allred clarified that the Rosemead Municipal Code indicates that the highest- ranking Sheriff
Deputy is chosen as the Chief of Police.
Mr. Lewin — asked if there are any provisions in the agreement that would give the City any type of discretion
in regards to personnel.
City Affomey Richman stated that the City has the discretion to express and let the County know how it feels
about who is assigned to personnel. However, the language of the agreement states that the performance of
services and the control of personnel shall remain with the County,
Mr. Lewin — inquired about section 2.2 through 2.4 of the agreement, where in case there was a dispute with
the Sheriffs and the City and there is no resolution, the Sheriffs by default prevail.
City Manager Allred explained that on section 3.0 there have been changes made regarding the deployment
of resources, not particularly people. There is a dispute resolution process contained in the agreement, which
is new language, and it is design for the City to receive its full share of resources.
Council MemberArmenta asked if the City could request certain personnel and what the protocol would be
to notify the County of City concerns.
City Attorney Richman explained that the City has the ability to communicate resident's concerns to the
County. She added that if contract cities are not happy with the services the County is providing, in respective
to this, they might attempt and interact with the City.
Council MemberArmenta asked to table the item to the next meeting.
Mayor Low asked for clarification and stated that since contract cities have the same agreement with the
Sheriffs Department could there be changes or amendments to the contract.
City Manager-Allred replied it is a single agreement for all 31 cities.

City Attorney Richman explained that an amendment might not be possible; however, the City Council
could defer the item for further discussion.
City Manager Allred stated the City Council should approve the agreement before the new fiscal year.
Chief of Police7Lieutenant Somoano stated the contract law bureau was hoping to have the agreement
completed as soon as possible.
City Attorney Richman clarified that she is being directed to look at the ability to direct control of personnel.
Council Member Sandra Armenta made a motion, seconded by Council Member William Alarcon to
table the County of Los Angeles municipal law enforcement services agreement and allow the City
Attorney to review the agreement. Vote resulted in:

6. MATTERS FROM MAYOR & CITY COUNCIL
Council MemberArments thanked the Parks and Recreation Department and staff for their work on the
Community Yard sale event.
7. ADJOURNMENT
The meeting adjourned at 8:09 p.m. The next regular City Council meeting is scheduled to take place on
March 25, 2014 at 7:00 p.m. in the Rosemead City Hall Council Chamber.
