1. PUBLIC COMMENTS FROM THE AUDIENCE
The City Council Will receive public comments on matters not listed on the agenda.
2. Workshop
A. Review of Youth Recreation Programs
Parks and Recreation Director David Montgomery-Scott will provide an overview and status
report on existing youth recreation programming in the City. The presentation will outline
various options for the upcoming 2014 -15 fiscal year.
Recommendation: That the City Council provide comments and direction. Not formal
action is requested at this time.
B. Discussion of Potential Development Impact Fees
As a result of the State's action to eliminate redevelopment agencies, it will be necessary for
the City to establish development impact fees (DIF) to generate funds for future
improvements to streets, parks, and facilities. The establishment of development impact
fees will ensure that new developments will pay their 'fair share" of future capital
improvement costs. The City's Strategic Plan includes the following action item: To address
aforeseeable lack of funding for future capital improvements, complete a Development
Impact Fee (DIF) study for the initiation of new fund accounts for infrastructure
improvements.
No final actions will be taken at this workshop. Any future action to establish development
impact fees would require a public hearing at a future City Council meeting.

C. Discussion of Proposed Fee Adjustments for 2014.15
Consistent with the City's Guiding Principles for Fiduciary Responsibility, fees are reviewed
and updated on an annual basis. This ensures that fees for 'individualized' services, that
are not of general benefit to the community, do not unduly burden the other taxpayers in the
City.
The fee categories under consideration for adjustment include charges to non - residents for
participation in certain Parks & Recreation programs. Also, adjustments are proposed for
business license renewal fees to offset a portion of the City's increased costs to process the
licenses and conduct related regulatory activities.
This item is presented to the City Council in a workshop setting for review and comments
only. No final actions will be taken at this workshop. It is envisioned that the Comprehensive
Fee Resolution will be placed on the agenda of a future City Council meeting.
Recommendation: That the City Council review and comment on the proposed fee
adjustments for the upcoming 2014 -2015 Fiscal Year.
3. ADJOURNMENT
The next regular City Council meeting is scheduled to take place on April 22, 2014 at 7:00
p.m. in the Rosemead City Hall Council Chamber.
