CC - 01-05-71 - Special Meetinge 0 CITY OF ROSEMEAD ROSEMEAD, CALIFORNIA CITY COUNCIL MINUTES OF JANUARY 5, 1971 A special meeting of the City Council of the City of Rosemead was held in the Conference Room of City Hall, 8838 East Valley Boulevard, and called to order by Mayor Taylor at 7:35 o'clock p.m. , . Mayor Taylor ordered formalities dispensed with stating the purpose of this meeting is to informally discuss recreation services provided to local elementary school districts by the City of Rosemead, and compensation therefor. Superintendent Rosemead Arlene Bitely President Garvey Charles Froehle Member Garvey Eldridge Rice Superintendent Garvey Dr. Dan Ellis Chief Asst. Supt.. Garvey Mrs. Bitely of the Garvey School District stated they are very pleased with the City's Recreation program and the purpose of this me eting was not to complain abou t.the services or their contribution, but that the com pensation from the two Distr icts be made more equitable. Mrs. Bi,tely pointed out that Garvey School District con- tributes $1.15 per enrolled student, whereas Rosemead School District only contributes .18s per student, the total being $5,495 from Garvey and approximately $500 from Rosemead per year. Mr.. Laudenslayer, Director of Recreation & Parks, stated in 1965 and approximately two years thereafter, a Park District tax was levied throughout the Rosemead School District. This was .25C per $100 assessed valuation and provided approx- imately $50 thousand dollars annually. After annexation of the southern part of the City the tax levy was eliminated and an agreement reached with the Garvey School Di.strict for the $1.15 per student per year and has continued for the past five years. Mr. Laudenslayer also stated that Rosemead School District has been providing a teen program center at Muscatel School which is funded by the PTA and District. They also con- tribute up to $500 for the purchase of craft materials and supplies. Page Two C/C 1 /5 /71 Mr, Glenn Reeder of the Rosemead School District indicated they did not desire to get.involved in recreation as such, At one time they did support the program to a great degree inasmuch as they paid for salaries of the employees.at the various playgrounds, but to appropriate money to the City in any category and not have a voice as to where it goes, how its spent or what its used for, is against his princi- ples as a member of the board, Their boundaries include Rosemead, San Gabriel and El Monte, and in his opinion it is not morally right to take taxpayers' money from those neighboring cities and place in a recreation fund only for the City of Rosemead. He feels it is the City's responsibility to provide recreational services and not the school districts'. Mr. Reeder suggested the City levy a recreational tax if necessary and that possibly a survey be taken beforehand, Councilman Andersen made reference to the 5C tax levied as a result of State legislation and questioned if the Rosemead School District uses this money for recreation, Mr. Reeder stated this money is designated for community services. They have an estimated income from the 5t tax of $26,000. They have budgeted $28,634 for this program and pay out $27,534 for salaries and $1,100 for arts and craft supplies. They are over-expended by $2,634, Mr. Reeder pointed out that salaries for noon day super- visors and custodial services are also paid from the community services fund, Councilman Maude made reference to the possib•11ity of )eVI nq a recreational tax and stated in order to tax the area not already within the Park & Recreation District, the City would be required to hold a special annexation election to the District. Mrs. Bitely questioned what would happen to the Recreation program if both Districts were to withdraw their contribu- tions, and Councilman Maude replied that the City would have to budget accordingly. In.conclusion Mrs. Bitely stated that both Districts are being provided the same services with the contributions not being equal, and suggested the City hopefully come up with a recommendation that both Districts could agree upon. There being no further business it was moved by Councilman Maude, second by Councilman Andersen, and unanimously carried, that we adjourn.
