ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: MAY 13, 2014 SUBJECT: ROSEMEAD PARK BASKETBALL COURT LIGHTING SUMMARY Replacement of Rosemead Park Basketball Court light fixtures and standards are included in the Fiscal Year 2013 -14 Capital Improvement Budget as part of the Rosemead Park Improvement Project. The estimated cost of replacement is $70,600. Further, a contingency of $7,000 (approximately 10% of estimated costs) is recommended for the project to address unforeseen circumstances. Musco Lighting has been the sole provider of Rosemead's sports lighting for several decades, and have provided the quote for this project. Musco is the worldwide industry standard for sports lighting as they offer routine maintenance, repair, and analysis of their equipment and provide a twenty -five year warranty. Though initially proposed to be funded through former Redevelopment Agency bond proceeds, it is recommended that Street Lighting District Funds be used so as to reserve bond proceeds for other proposed Rosemead Park improvements. Staff Recommendation It is, therefore, recommended: 1. The City Council, pursuant to sections 037.204 (E) and 039.204 (G) of the Rosemead Municipal Code, authorize the City Manager to enter into a professional services agreement with Musco Lighting, in an amount not to exceed $77,600, as a sole source for the replacement of sports lighting at Rosemead Park basketball courts as they offer a higher quality product and better services as part of their base contract; and, 2. The City Council allocate $77,600 from the City's Street Lighting District Fund for the proposed project. DISCUSSION Among items included in the Fiscal Year 2013 -14 Capital Improvement Budget is the Rosemead Park Improvement Project. The broader project has included a playground replacement, parking lot improvements, and lighting. Specifically, replacement of light fixtures and standards at the Rosemead Park Basketball Courts are among project elements. The estimated cost of the proposed project is $77,600 including light replacement and an approximate 10% contingency for unforeseen circumstances, given the age of existing lights. Musco Lighting has been the sole provider of Rosemead's sports lighting, including ball field and pool facility lighting, for decades. The proposed Musco lighting system will replace an existing aged, inefficient lights. Musco is the worldwide industry standard for sports lighting as ITEMNUMBER: -;f City Council Meeting May 13, 2014 Page 2 of 2 they design and manufacture their own lighting for local sports fields and professional stadiums around the globe. Musco offers routine maintenance (for 25 years) and repair, and analysis of its equipment. Significantly, installation of the new lighting system comes with a twenty -five year warranty. Additionally, their Green System is rated 50% more efficient than standard sports lighting systems. Lastly, Musco's Control Link helps users control, monitor, and manage facility lighting on -site or over the internet. As compared with other lighting companies, Musco offers these products and services as part of their standard service proposal. The project proposal includes replacement of basketball light standards at Rosemead Park (removal and disposal of existing poles and fixtures, installation of 4 new galvanized poles and corresponding bases, 8 luminaires, electrical harness, and electrical work, installation of controls and staff training are included). The project will also result in significantly more efficient lighting, in- person and online controls, twenty -five years of maintenance and a twenty -five year warranty. This project was initially proposed to be funded through former Redevelopment Agency bond proceeds. However, it is recommended that an allocation of funds be made from the Street Lighting District Fund, where adequate resources are available, and to reserve bond proceeds for other proposed Rosemead Park improvements. PUBLIC NOTICE PROCESS This item has been noticed through the regular agenda notification process. FISCAL IMPACT Funding for this project was included as part of The Rosemead Park Improvement Project in Fiscal Year 2013 -14 Capital Improvement Program with an allocation from former Redevelopment Agency bond proceeds. However, as noted above, it is recommended that an allocation from the City's Street Lighting District Fund, in an amount not to exceed $77,600, be made to finance the proposed project in lieu of bond proceeds. The current balance in the Street Lighting District Fund is approximately $2 million, thus ample resources are available to complete th�pital improvement project. Due to the built -in custom light control per luminaire, pole locations need to be confirmed prior to production. Changes to pole locations after the product is sent to production could result in additional charges. Total access to the site and pole locations for construction. Must be able to move from location to location on standard rubber tires. 2. Survey in pole locations and aiming points (one per court) for sighting in lighting cross -arms as required. Final grade elevations will also need marked if necessary. Musco to work with owner and subcontractor to determine who is in best position to get this completed. 3. Removal of any trees, limbs, shrubs, etc. for total access to pole locations. 4. Removal, replacement, and repair of all fencing necessary for construction. 5. Repair and replacement of any field turf, asphalt, curbs, and concrete damage resulting from necessary construction. Potential damages to be discussed prior to work commencing on site. 6. Locate and mark existing irrigation systems prior to excavation as necessary. 7. Pay for all permitting costs as required. 8. Extra costs associated with foundation excavation and construction in non - standard soils (rock, high water table, collapsing holes, alluvial soils, etc.). Standard soils are defined as Class 5 soils and can be excavated using standard earth auguring equipment and methods. 9. Provide electrical design by electrical engineer. Musco Responsibilities: 1. Provide required poles, fixtures, foundations, and associated designs. 2. Provide structural design for poles and foundations, certified by a professional engineer licensed in the State as required. 3. Provide layout of pole locations and aiming diagram. 4. Provide light test upon owner supplied electrical system. 5. Provide Project Management assistance as needed. 6. Provide review of electrical design as provided by Electrical Contractor or Electrical Engineer. Musco Subcontractor Responsibilities: 1. Provide equipment and materials to off load equipment at jobsite per scheduled delivery. 2. Provide storage containers for material as necessary. 3. Provide adequate trash container for cardboard waste and packing debris. 4. Provide adequate security to protect Masco delivered products from theft, vandalism or damage during the installation. 5. Obtain required permits, owner to pay cost of permits. Subcontractor to advise Musm of costs to subcontractor, if any, before proceeding with permitting. 6.
