April 22, 2014
The regular meeting of the Rosemead City Council was called to order by Mayor Alarcon at 7:01 p.m. in the
Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California.

PRESENT: Mayor Alarcon, Mayor Pro Tern Clark, Council Members Armenta, Hall, Low
STAFF PRESENT: City Manager Allred, City Attorney Richman, Assistant City Manager /Finance Director
Hawkesworth, Human Resource Manager Tan, Community Development Director Ramirez, Director of Parks
and Recreation Montgomery-Scott, Public Works Director Marcarello, and City Clerk/Director of Public
Information and Communications Molleda.
1. PUBLIC COMMENTS FROM THE AUDIENCE
Nancy En a — stated that the month of May is Mental Health Awareness month. Mrs. Eng invited the
community to a Mental Health Day to be held on May 231d at the Pasadena Senior Center.
2. PUBLIC HEARING
A. Adoption of the Fire Code as Amended by Los Angeles County
Every three (3) years the City of Rosemead adopts the California Fire Code as amended by
Los Angeles County. Both the State of California and County of Los Angeles have
completed their adoption process and the City will now adopt the County Fire Code — Title
32.
Recommendation: That the City Council:
1. Conduct the noticed public hearing and receive public Comment; and,
2. Introduce for First Reading, by title only, Ordinance No. 940, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD ADOPTING BY REFERENCE, PURSUANT TO
GOVERNMENT CODE SECTION 50022.2, THE CALIFORNIA

Mayor Alarcon opened the public hearing at 7:05 p.m.
City Attorney Richman read the ordinance by title.
Mayor Alarcon stated that there were no public comments and closed the public hearing at 7:08 p.m.
Mayor Pro Tom Margaret Clark made a motion, seconded by Council Member Polly Low to introduce

C. Installation of Connector Pipe Screens in the City and County Catch Basins Project —
Award of Contract
The City of Rosemead, under the National Pollutant Discharge Elimination System ( NPDES),
is required to take certain steps to prevent and treat the pollution of stormwater within its
jurisdiction. As part of NPDES guidelines, the City,is,subject to the Los Angeles River Trash
Total Maximum Daily Load (TMDL), meaning theCity!must take certain measures to prevent
trash from entering the LA River through its stomlwaterdischarge outfalls. In order to
achieve compliance with this Trash TMDL,:the city is required . to place connector pipe
screens (CPS) in all stormwater catch basins within its jurisdiction. CPS units catch all trash
that enters stormwater catch basins and prevent it from entering the waterways.

Recommendation: That the City Council:
1 Approve the plans and specifications for the Installation of Connector Pipe Screens in
the City and County Catch Basins Project; and,
2. Authorize the City Manager to enter into a contract with United Storm Water, Inc. in the
amount of $87,200.00 and authorize a contingency in the amount of $21,800.00 (25 %) to
rcover any unforeseen construction expenses.
Juan Nunez expressed concern with gardeners blowing debris out to the streets and asked what could be
done.
Public Works Director Marcarello stated that the installation of connector pipe screens on catch basins are
mandated to prevent trash from going in the storm drain system and subsequently into water waste.
However, the project does not directly address grass clippings.
Council Member Polly Low made a motion, seconded by Council Member Sandra Armenta to approve
the plans and specifications for the Installation of Connector Pipe Screens in the City and County
Catch Basins project and authorize the City Manager to enter into a contract with United Storm Water.

4. MATTERS FROM CITY MANAGER & STAFF
A. Rosemead Community Recreation Center Improvements
As part of the July 2010 bond issuance by the former Redevelopment Agency, the City
included funding for a project to renovate and expand the Rosemead Community Recreation
Center (RCRC). The existing facility was built in 1975 and is approximately 17,000 square
feet in size. RCRC serves as a major community recreation facility that houses senior
programs, recreation classes, special functions, and community events.
To date, a portion of the RCRC improvements have been completed, included the
replacement of roof materials, heating /cooling systems, and interior renovations. Remaining
items in the project scope will be completed in two phases, including
Phase 1: The installation of new interior lights, ceiling tiles, and windows at the
existing facility; and
Phase 2: Construction of the community center expansion, mini - plaza, landscape
improvements, kitchen improvements, and facade renovation.
Upon approval by the City Council and confirmation by the Successor Agency Oversight
Board on April 30, 2014, work on items listed in Phase 1 will get underway. It is estimated
that this phase will take 810 weeks to complete. Plans for items listed in Phase 2 are
completed and will be advertised for bid later this month. It is estimated that this phase will
take 6 months to complete. The facility will reopen upon completion of the Phase 1 work.
Phase 2 work will continue after the facility is reopened for public use.
Recommendations City Council:
1. Approve the plans and specifications for the Rosemead Community Recreation Center
Window Replacement Project; and
2. Authorize the City Manager to enter into a contract with CEM Construction in the amount
of $137,422 and authorize a contingency in the amount of $20,600 (approximately 15 %)
to cover the cost of unforeseen construction expenses; and
3. Authorize the City Manager to execute a purchase agreement with Graybar for the
purchase of lighting fixtures and related equipment in the amount of $53,509.10.

Public Works Director Marcarello reviewed the staff report
City Manager Allred clarified that once the windows, ceiling tiles and door projects are done, the facility will be
open and occupied by July. However, there will be construction during the expansion and the area will be
adequately blocked off.
Council Member Armenia asked Parks and Recreation Director Montgomery-Scott to explain the delays of
the renovation to the community recreation center.
Parks and Recreation Director Montgomery-Scoff explained that since the dissolution of the Redevelopment
Agency by the State of Califomia, the City has been denied to spend bond proceeds. The City had been
battling the State for about 18 months before they authorized the City to spend bond proceeds. He staled that
in the meanwhile, the City has been doing small projects based on grant fund availability. Since the State had
recently approved the expenditures, the design development is hone and is on the final phase in getting
approval to go out and bid.
Council Member Armenia reiterated there have been additional problems such as the air conditioning units
and many other factors that have prevented the City from opening the community center. Ms. Armenta asked
for the status of the project regarding Supervisor Gloria Molina's offices
Parks and Recreation Director Montgomery-Scoff stated that Supervisor Gloria Molina's office has asked for
additional information in regards to the project only and the City has not heard back for them.
Council Member Sandra Armenta made a motion seconded by Council Member Jean Hall to approve
the plans and specifications for the Rosemead Community Recreation Center Window Replacement
Project; authorize the City Manager to enter into a contract with CEM Construction and execute a
purchase agreement with Graybar.

5. MATTERS FROM MAYOR & CITY COUNCIL
Mayor Pro Tem Clark requested to staff to bring back on the next agenda for discussion the Rehabilitation
Appeals Board issue. She expressed concern that there are code enforcement cases, which have not been
resolved in a quick enough manner. Mrs. Clark stated the City Council should be more involved in what is
going on, and be able to resolve code case issues more quickly.
Mayor Alarcon commended staff on the Easter egg hunt event.
Council Member Hall announced she will be absent for the City Council meeting of May 131h to attend a
World War II event in England in honor of her late husband.

Council MemberArmenta announced the Beautification Committee would be hosting another "clean up"
project and will meet at the Garvey Center starling from 9 a.m. to 2 p.m. on Saturday. She thanked
Consolidated Disposal Services /Republic Services for their supply donation to the Committee. Ms. Armenta
commended staff on the Easter egg hunt event. She also announced that Council Member Steven Ly was in
good spirits while in military leave and will graduate on June 51h.
6. CLOSED SESSION

Mayor Alarcon recessed the meeting at 7:32 pm to closed session. The City Council meeting reconvened
back from closed session at 7:44 p.m.
City Altomey Richman announced that there was no reportable action taken during closed session.
7. ADJOURNMENT
The meeting adjourned at 7:45 p.m. The next regular City' Council meeting is scheduled to take place on May
13, 2014 at 7:00 p.m. in the Rosemead City Hall Council Chamber. A special meeting for a City Council
workshop will be conducted on 13, 2014 at 5:00 p.m. in the Rosemead City Hall Conference Room.
