SUBJECT: APPOINTMENT OF GARVEY AVENUE CORRIDOR SPECIFIC PLAN
SUB - COMMITTEE
SUMMARY
On May 13, 2014 the Rosemead City Council authorized the City Manager to execute a
professional service agreement with Moore lacofano Goltsman, Inc (MIG) for the Garvey
Avenue Corridor Specific Plan and Environmental Impact Report (EIR) project. The
preparation of a specific plan encompassing a large portion of the Garvey Avenue corridor
will require the collection and analysis of significant amounts of detailed data, as well as
technical environmental studies. Close collaboration between City staff, an expert land
use consultant, and an appointed sub - committee will be essential to achieve a plan that
strengthens the image, identity, and sense of place of one of the City's prominent
commercial corridors. At the December 10, 2013 City Council meeting two members from
the City Council, Mayor Bill Alarcon and Councilmember Polly Low, were appointed to the
Garvey Avenue Corridor Specific Plan Sub - Committee. Staff was further directed to
survey Planning Commission, Traffic Commission, and the Beautification Committee
members for their interest and availability to serve. The appointment of one (1) Planning
Commissioner, one (1) Traffic Commissioner, and one (1) Beautification Committee
member is needed to make the Sub - Committee complete.
Staff Recommendation
It is recommended that the City Council complete the outstanding appointments for the
Garvey Avenue Corridor Specific Plan Sub - Committee by selecting one (1) member of the
Planning Commission, one (1) member of the Traffic Commission, and one (1) member of
the Beautification Committee.
ANALYSIS
The Specific Plan Sub - Committee is an adhoc committee consisting of two (2) City Council
Members, one (1) Planning Commissioner, one (1) Traffic Commissioner, and one (1)
Beautification Committee member. The Sub - Committee will have three (3) primary roles:
1) Advise and direct the Specific Plan team;
2) Identify issues and opportunities for the team to address, and
3) Update their respective Commissions and Council on the project.

Subsequent to the work of the expert land use consultant, staff and the appointed sub-
committee, the proposed specific plan and the environmental documents will be reviewed
for consideration by the Planning Commission and the Traffic Commission prior to final
review and action by the City Council.
