Claims and Demands • Resolution No. 2014 -20 Recommendation: to approve Resolution No. 2014 — 20, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $1,405,454.52 NUMBERED 84893 THROUGH 85043 INCLUSIVELY Page ROSEMEAD CITY COUNCIL, HOUSING DEVELOPMENT CORPORATION AND THE SUCCESSOR AGENCY OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA . Resolution No. 2014 -10 Recommendation: to approve Resolution No. 2014 -10, entitled: A RESOLUTION OF THE SUCCESSOR AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $493.50 NUMBERED 10084 B. Approval of Fireworks Stand Locations The City Council will review a list of 11 applicants, including their stand locations, who have requested a permit to sell fireworks. Like past years, it is being recommended that all applicants be required to pay the fireworks permit fee of $250, along with a $300 refundable deposit, and that the electrical permit fee be waived. Recommendation: That the City Council approve the list of 11 applicants and their stand locations, and waive the electrical permit fee. C. School Resource Officer Program Funding The City currently contracts with the Los Angeles County Sheriffs Department for a Special Assignment Deputy that is assigned to Rosemead High School as a School Resource Officer (SRO). The El Monte Union High School District currently shares half the cost of the SRO with the City, however, the agreement must be renewed by both the City and School District. Recommendation: That the City Council approve the agreement with the El Monte Union High School District for assistance in funding the SRO position. D. HOME Funds Commitment Agreement between the City of Rosemead and the Rosemead Housing Development Corporation for the Implementation of Certain HOME Funded Programs The City is required to commit its HOME funds for particular affordable housing activities within 24 months after HUD's appropriation of the entitlement allocation. To comply with this requirement, staff recommends that the City commit $158,586 of FY 2014 -15 HOME funds, plus unspent canted over funds from prior FY's, by contracting with the Rosemead Housing Development Corporation (RHDC) to administer certain HOME funded programs. Recommendation: That the Rosemead Housing Development Corporation and the City Council take the following actions: 1. Approve a HOME funds Commitment Agreement between the Rosemead Housing Development Corporation and the City Council for the implementation of the City's Owner- Occupied Rehabilitation Loan Program and Mortgage Assistance Program; Of 8 ROSEMEAD CITY COUNCIL, HOUSING DEVELOPMENT CORPORATION AND THE SUCCESSOR AGENCY OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA Mav 27.2014 2. Memorandum of Understanding with Rosemead Employees Association and Annual Salary and Benefits Resolutions The City Council will consider approval of a two-year Memorandum of Understanding (MOU) with the Rosemead Employees Association covering all General Service employees, and annual Resolutions that detail the terms and conditions of employment for other full -time employees and members of the City Council. The purpose of the annual salary and benefits resolutions is to ensure transparency and to implement modifications to the City's compensation system. Amendments to the MOU and the resolutions for full -time employees include: implementation of the employee contributions to CaIPERS toward retirement benefits; salary range adjustments to maintain competitive compensation levels; eligibility for merit salary increases up to 3 %; an increase to the cafeteria benefit allowance; and clarification of MOU language. Recommendation: That the City Council approve a Memorandum of Understanding with the Rosemead Employee Association and approve Resolution Nos. 2014 -12, 2014 -13, and 2014 -14, respectively entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ESTABLISHING ANNUAL SALARY RANGES AND BENEFITS FOR CLASSIFICATIONS IN THE MIDDLE MANAGEMENT, PROFESSIONAL, AND CONFIDENTIAL SERVICE OF THE CITY OF ROSEMEAD A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ESTABLISHING ANNUAL SALARY RANGES AND BENEFITS FOR CLASSIFICATIONS IN THE MANAGEMENT SERVICE OF THE CITY OF ROSEMEAD A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ESTABLISHING ANNUAL SALARY RANGES AND BENEFITS FOR THE CITY COUNCIL OF THE CITY OF ROSEMEAD Page 4 of 8 ROSEMEAD CITY COUNCIL, HOUSING DEVELOPMENT CORPORATION AND THE SUCCESSOR AGENCY OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA Mav 27.2014 F. CaIPERS Resolution Amending the current CaIPERS Contract to Reduce Employer - Paid Member Contributions for members in the categories of General; Middle Management; Professional and Confidential; Executive Management; Management; and City Council from 8% to 6% Beginning July 1, 2014, in compliance with state law, all City employees enrolled in CaIPERS will begin to pay 2% of earnings through payroll deduction towards the member contribution and an additional 2% on July 1, 2015 for a total of 4 %. Recommendation: That the City Council approve Resolution No. 2014 -15, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD IN THE MATTER OF AMENDING THE CALIFORNIA PUBLIC EMPLOYEES RETIREMENT SYSTEM PLAN REGARDING EMPLOYER -PAID MEMBER CONTRIBUTIONS G. Authorizing the Release of Unclaimed Checks Pursuant to Government Code Section 50050 through 5056 On an annual basis, the City is required to review the outstanding check list for outdated checks pursuant to Government Code Section 50050 through 50056. Unclaimed checks which are held over three (3) years are published once a week for two successive weeks in a newspaper of general circulation published in the City of Rosemead. A statement announcing that the money shall become the property of the City of Rosemead forty-five (45) days after the publication of the first notice is included in the Public Notice. Upon the close of business on the forty-fifth (45) day after publication of the first notice, the unclaimed checks shall become the property of the City of Rosemead and transferred to the General Fund. Unclaimed checks that are less than $15 which remain unclaimed for a period of at least one year can be transferred to the General Fund after City Council approval without having to publish a notice in the paper. Recommendation: That the City Council approve Resolution Nos. 2014 -20 and 2014 -21, respectively entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING THE RELEASE OF UNCLAIMED CHECKS PURSUANT TO GOVERNMENT CODE SECTION 50050 AND 50053 TO THE CITY OF ROSEMEAD Page 5 of 8 ROSEMEAD CITY COUNCIL, HOUSING DEVELOPMENT CORPORATION AND THE SUCCESSOR AGENCY OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA May 27, 2014 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING THE RELEASE OF UNCLAIMED CHECKS PURSUANT TO GOVERNMENT CODE SECTION 50055 TO THE CITY OF ROSEMEAD 4. MATTERS FROM CITY MANAGER & STAFF A. Regulations for the Operation and Parking of Private Buses — Rosemead Municipal Code Section 10.24 Over the last several months the City has begun to explore alternatives relative to private bus operations and loading zones in the community. Some of the problems associated with private bus operations include bus patron littering, pedestrian/vehicle safety concerns adjacent to bus stops, bus traffic on residential streets, and insufficient parking availability for bus patrons. Recently, these problems have worsened following the adoption of private bus regulations in neighboring cities (San Gabriel, Monterey Pak). As a result, major corridors in Rosemead have seen steep increases in private bus traffic and loading zone locations. After reviewing this issue at two (2) public meetings, the Traffic Commission concurred with the need to regulate private bus operations and loading areas on City streets. The Commission also suggested that any new guidelines include provisions to allow private bus operations to continue on private property/parking lots, subject to the consent of private property owners and businesses. Recommendation: That the City Council introduce, for first reading, and direct the City Attorney to read by title only, Ordinance No. 941, entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING CHAPTER 10 OF THE ROSEMEAD MUNICIPAL CODE RELATING TO REGULATIONS FOR THE OPERATION AND PARKING OF PRIVATE BUSES B. Annual Comprehensive Fee Resolution Update The City provides various "individualized" services (i.e., inspections, permits, variances, etc.) that are not of general benefit. Historically, many of these services have been provided at a city cost greater than the price being charged for them thus resulting in the subsidies of the remaining costs of service from the general taxpayers. As a matter of routine fee maintenance and to keep pace with increasing costs of individualized services, the fees charged to users need to be reviewed on a regular basis, preferably each year. In the interest of being responsive to the service needs of Rosemead residents and businesses, not all fees need to be adjusted and some are controlled by statute. Consequently, not every fee is being recommended for an adjustment this year. Appointment of Garvey Avenue Corridor Specific Plan Sub - Committee On May 13, 2014, the City Council authorized a professional service agreement with MIG, Inc. for the Garvey Avenue Corridor Specific Plan and Environmental Impact Report (EIR) project. At the December 10, 2013, City Council meeting two members from the City Council, Mayor Bill Alarcon and Council Member Polly Low, were appointed to the Garvey Avenue Corridor Specific Plan Sub - Committee. Staff was further directed to survey Planning Commission, Traffic Commission, and the Beautification Committee members for their interest and availability to serve. The appointment of one (1) Planning Commissioner, one (1) Traffic Commissioner, and one (1) member of the Beautification Committee member is needed to make the Sub - Committee complete. Recommendation: City Council complete the outstanding appointments for the Garvey Avenue Corridor Specific Plan Sub - Committee by selecting one (1) member of the Planning Commission, one (1) member of the Traffic Commission, and one (1) member of the Beautification Committee. 5.
