SUBJECT: REQUEST TO INSTALL PARKING RESTRICTIONS — MISSION
DRIVE/TOMIK CIRCLE
SUMMARY
The Traffic Commission received a request from a resident on Tomik Circle to review traffic
conditions and sight visibility at the intersection of Mission Drive and Tomik Circle.
Residents in this area describe a lack of visibility when exiting Tomik Circle to turn onto
Mission Drive. They maintain that the visibility problems create hazardous conditions
coupled with heavy traffic and vehicle speeds on Mission Drive. It has been requested that
parking restrictions (red curbing) be installed to increase visibility for vehicles when exiting
Tomik Circle.
Staff Recommendation
It is recommended that the Traffic Commission recommend to the City Council that
approximately 15 feet of red curbing be added to either side of the main driveway of Tomik
Circle at the intersection of Mission Drive.
ANALYSIS
Tomik Circle is a north -south residential cul -de -sac that is approximately 40 feet wide and
allows for two way traffic. The prima facie speed limit is 25 miles per hour (MPH). Traffic
volume is light with primarily residential traffic. Mission Drive is an east -west arterial street
that is approximately 60 feet wide with two traffic lanes for both east and westbound traffic.
The speed limit on Mission Drive is 35 MPH.
Requests were received to investigate the traffic conditions and accessibility at the
intersection of Tomik Circle and Mission Drive. Parking is allowed on Mission Drive, and is
heavy at times due to the mix of uses along the street, including both residential
neighborhoods and commercial establishments. Vehicles will often park very close to the
driveway at the intersection of Tomik Circle and Mission Drive, impeding the view of
motorists that use the driveway. Since Mission Drive is an arterial roadway, this sight
impediment is problematic as drivers will edge out from Tomik Circle towards the heavily
traveled Mission Drive. By installing red curbing and pushing parked vehicles away from
the driveway, the visibility of motorists will be improved enabling safer turns onto Mission
Drive from this driveway.
Staff investigated the concerns in the area and determined that installing parking
restrictions along the both sides of the driveway leading from Tomik Circle at Mission Drive

will allow for greater motorist visibility. It is recommended that up to 15 feet of red curbing
be installed on either side of the main driveway at Tomik Circle /Mission Drive. It is
estimated that the installation of these parking restrictions will result in a net loss of one
parking space in the vicinity. It should be noted that there is a large volume of street
parking available in the area.
Notifications of the proposed improvements were circulated to effected residents and
businesses within a 300 foot radius of the intersection.

TRAFFIC CONCERN NOTIFICATION
The City of Rosemead Traffic Commission will be reviewing a request for the installation of
approximately 15 feet of red curbing on either side of the main driveway at the intersection of
Tomik Circle and Mission Drive. This request has been made by residents concerned with lack of
visibility when exiting or entering the property to and from Tomik Circle and that the lack of
visibility creates hazardous conditions.
You are being notified because your property is in close proximity to this location. We encourage
your comments regarding traffic safety in this area. If you wish to comment on the issue, you are
invited to attend the Traffic Commission's next meeting on Thursday, Jane 5, 2014 at 7 PM at the
Rosemead City Hall City Council Chambers.
