The joint meeting of the Rosemead City Council, Housing Development Corporation and the Successor
Agency to the Rosemead Community Development Commission was called to order by Mayor Low at 7:00
p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California.

1. PUBLIC COMMENTS FROM THE AUDIENCE
Fred Herrera — asked for a briefing on Jay Imperial Park
City Manager Allred stated the park is in progress and the Director of Parks and Recreation can give an
update.
Director of Parks and Recreation Montgomery -Scott stated the park has been in design and Edison as of
October approved the initial preliminary design and we have moved forward with construction
documents. These documents were summited to Edison in December and there will be a meeting next
Tuesday to go over them page by page.
Fred Herrera — stated that at an earlier council meeting about two or three years ago there was
discussion about having a memorial for those Rosemead residents that served in the service. He added
Council seemed positive about that and asked if something like that could be included in the design.
Director of Parks and Recreation Montgomery-Scott stated that at this point staff would need to look at
how to implement something like that; that had not been considered as part of the design.

Council MembedBoard member Clark stated the City honors veterans with the Flags and the Vietnam
Memorial. It is in the City's purview and we respect that.
2. PRESENTATION
. Community Area Watch Meetings Review
Public Safety Coordinator Mandy Wong presented information on a pilot program called Community Area
Watch. It is proposed to start in February. Mandy introduced Chief of Police Lt. Somaono to share more on
the program.
Chief of Police Lt. Somoano stated the Public Safety department already puts on neighborhood watch
meetings, business watch and other programs to educate the public on crime trends and other public safety
matter. This would take the program to the residents and hopefully get more participation and get the word
out by educating the public which will help deter crimes. Slide show was presented and is available In the City
Clerk's Office.
Council MembedBoard member Clark asked City Attorney Richman how many council members can attend
these meetings at the same time.
City Attorney Richman stated that if there was three the city would note it as a public meeting. Advised
council to be careful and that if there was going to possibly be three council members at an area watch
meeting we would have to agenda it as a public meeting. Because it is very likely that there will be items
discussed that will be brought to council.
City Manager Allred stated that every meeting could be noticed and it would not be a problem; they city
currently notices the Connection meetings.

C. Ordinance 939 — Second Reading: Adoption of the California Building Laws as
Amended by Los Angeles County
On December 10, 2013, the City Council introduced Ordinance No. 939, adopting the
California Building Laws as amended by Los Angeles County. Ordinance No. 939 is now
before Council at the required second reading for adoption.
Recommendation: That the City Council adopt Ordinance No. 939, entitled:

D. Transmittal of FY 2012.13 City of Rosemead and Rosemead Housing Corporation
Annual Financial Reports
This is to transmit the FY 2012 -13 annual financial reports for the City of Rosemead and the
Rosemead Housing Development Corporation to the City Council. The attached reports
provide a complete presentation of the finances of each of the above mentioned
organizations. The 2012 -13 Fiscal Year was a year of recovery for the City's General Fund.
Due to many large one -time revenue payments along with an improved economic base, the
City was able to put money back into reserves at the conclusion of the fiscal year. As noted
on page 20 of the Comprehensive Annual Financial Report (CAFR), the General Fund
collected $2.796 million more than was expended, increasing the fund balance from $14.8
million to $17.6 million. While some of these funds have been programmed in the 2013 -14
Fiscal Year for much needed capital improvement projects such as the renovation of the
Garvey Gym and remodel work at City Hall, the majority of these funds will remain in the
fund balance to rebuild reserves.
Recommendation: That the City Council receive and file the City of Rosemead
Comprehensive Annual Financial Report (CAFR) and the Rosemead Housing Development
Corporation Annual Financial and Compliance Report for the 2012 -13 Fiscal Year.
E. Installation of Keep Clear Markings — Temple City Boulevard at Ellis Avenue
The Traffic Commission recently reviewed a request from residents to evaluate traffic
conditions at the intersection of Temple City Boulevard and Ellis Lane. This review was
initiated due to concerns that the existing intersection configuration creates visibility
constraints for motorists turning from Ellis Lane onto Temple City Boulevard. Based on the
review of these conditions, it was determined that the addition of a "Keep Clear' zone would
help improve visibility for tuning vehicles. The Traffic Commission concurred with this
recommendation.
Recommendation: That the City Council approve the Traffic Commission's
recommendation and authorize staff to install "Keep Clear' pavement markings in the
northbound travel lanes of Temple City Drive, with limit lines parallel to the intersection at
Ellis Lane.
F. Installation of Keep Clear Markings — Mission Drive (Rosemead High School)
The Traffic Commission recently reviewed a request from residents to evaluate traffic
conditions and access adjacent to Rosemead High School on Mission Drive. Mission Drive
serves as the main entrance to the school, including a drop -off and pick -up zone at the
westerly parking lot adjacent to the school entrance. Currently, there are existing "Keep
Clear' zones that serve the parking lots along the eastern section of the campus and help to
improve traffic Flow. It was requested that an additional "Keep Clear" zone be added to help
improve access to the westerly driveway. Based on the review of the information, the Traffic
Commission concurred with the recommendation to install an additional "Keep Clear" zone.

Recommendation: That the City Council approve the Traffic Commission's

westbound travel lanes of Mission Drive, with limit lines parallel to the westerly parking lot of
Rosemead High School.
G. Installation of Parking Restrictions — 3114 Jackson Avenue
The Traffic Commission recently reviewed a request to evaluate traffic conditions and access
to the property at 3114 Jackson Avenue, The resident at this location indicated that there is
a lack of visibility when entering and exiting his property due to parked vehicles. Based on a
review of the existing conditions, it was determined that the addition of red curbing would
help improve visibility and prevent vehicles from parking over the property's driveway. The
Traffic Commission approved the recommendation to install approximately 5 feet of red
curbing on either side of the driveway of the residence at 3114 Jackson Avenue.
Recommendation: That the City Council approve the Traffic Commission's
recommendation to install approximately 5 feet of red curbing on either side of the driveway

Council Member/Board Member Sandra Armenta made a motion, seconded by Mayor Pro TemNice-
PresidentNice -Chair William Alarcon to approve the Consent Calendar with the exception of Item 3A.

5. MATTERS FROM MAYOR & CITY COUNCIL
A. Consideration of a Temporary Interim Appointment to the City Council
The City Council will consider an interim appointment to the City Council to temporarily fill
Council Member Steven Ly's seat due to his military service leave of absence. On
December 30, 2013, City Council Member Ly reported to active duty in the United States
Army Reserves for a period of approximately 24 weeks. Prior to reporting for duty, Council
Member Ly recommended that the City Council appoint Traffic Commissioner Jean Hall on a
temporary basis to serve in his place during his absence. At its December 10, 2013 meeting,
after considering several options relating to the subject City Council seat, the City Council
directed staff to place the interim appointment of Jean Hall on the January 141h City Council
meeting agenda for consideration.
Recommendation: City Council direction is requested.
Council Member /Board memberArmenta stated that prior to Council Member Ly leaving they spoke in great
lengths about appointing Traffic Commissioner Jean Hall to his seat. Council Member Ly felt that she is a
great ft to replace him while he is away fulfilling his military duties and she agrees with him as well.
Mayor /President/ChairLow Supports Council Member Ly's decision is appointing Traffic Commissioner Hall
to this position as she knows that Council Member Ly is always very thorough when making decisions.
Mayor/President/Chair Polly Low made a motion, seconded by Council MemberlBoard Member
Sandra Armenta to approve Temporary Interim Appointment to the City Council of Traffic
Commissioner Jean Hall. Vote resulted in:

Oath of office was presented to Council Member Jean Hall by her daughter. Council Member Hall was
congratulated and took her seat.
Council MemberlBoard member Hall took a moment to thank everyone for supporting her in this journey. She
stated she is going to do her best,
6. COMMENTS FROM CITY COUNCIL
Council MemberlBoard member Clark stated she received a complaint from a constituent in regards to the
Auto Auction stating there is a lot of graffiti and debris. She added that she understood that it is part of the
Strategic Plan to get on property owners for the upkeep of vacant lots and feels that the City needs to get
going on enforcing it because it is the impression of the city that people see.

Council Member /Board member Armenta staled she has been appointed to the League of California Policy
Committee —Community Service. She will be joining fellow committee members Council Member Clark and
Assistant City Manager Hawkesworth who are already committee members for the League of California
Cities.
7. ADJOURNMENT
The meeting adjourned at 7:30 p.m. The next regular City Council meeting is scheduled to
take place on January 28, 2014 at 7:00 p.m. in the Rosemead City Hall Council Chamber.
