SUBJECT: USED OIL PAYMENT PROGRAM APPLICATION
SUMMARY
The California Oil Recycling Enhancement Act of 1991 authorizes the Department of
Resources Recycling and Recovery (CalRecylce), formerly known as the California
Integrated Waste Management Board, to award grants to enhance the collection and
recycling of used lubricating oil. Rosemead is eligible to apply under the Used Oil
Payment Program for the July 1, 2014 — June 30, 2015 fiscal year.
It is anticipated that these grant funds will be utilized for the promotion of the City's
State - certified collection centers, development of education awareness materials, and
assistance in the recruitment of additional collection facilities. An application for these
grant funds must be accompanied by a resolution authorizing the City's grant submittal.
Staff Recommendation
It is recommended that the City Council approve Resolution No. 2014 -23 authorizing the
submittal of a Used Oil Payment Program Application to the California Department of
Resources Recycling and Recovery for funding under the 5 1" Cycle of the Used Oil
Payment Program.

RESOLUTION NO. 2014 -23
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD AUTHORIZING THE SUBMITTAL OF AN USED OIL
PAYMENT PROGRAM APPLICATION AND RELATED
AUTHORIZATIONS.
WHEREAS, pursuant to Public Resources Code § 48690 the Department of Resources
Recycling and Recovery (CalRecycle), formerly known as the California Integrated
Waste Management Board, has established the Used Oil Payment Program to make
payments to qualifying jurisdictions for implementation of their used oil programs, and
WHEREAS, in furtherance of this authority CalRecycle is required to establish
procedures governing the administration of the Used Oil Payment Program; and
WHEREAS, CalRecycle's procedures for administering the Used Oil Payment Program
require, among other things, an Applicant's governing body to declare by resolution
certain authorizations related to the administration of the Used Oil Payment Program.
NOW, THEREFORE, the City Council of the City of Rosemead does hereby resolve as
follows:
SECTION 1. That the City Council authorizes the City of Rosemead to submit a Used
Oil Payment Program application to CalRecycle; and
SECTION 2. The City Manager, or a designee, is hereby authorized as Signature
Authority to execute all documents necessary to implement and secure payment under
the Used Oil Payment Program, and
SECTION 3. That this authorization is effective until rescinded by Signature Authority or
this Governing Body; and
SECTION 4. The City Clerk shall certify to the adoption of this resolution and hereafter
the same shall be in full force and effect.
