A. Consideration of the Imposition of Rubbish Liens
Pursuant to the contract between the City of Rosemead and Consolidated Disposal Services,
a Public Hearing has been scheduled to consider protests regarding the imposition of liens
on real property for customers who are delinquent in paying their trash collection bills.
Recommendation: That the City Council direct staff to place liens on those properties
whose owners have not paid their trash collection bills in full by 6:00 p.m. on June 27, 2014.

On May 27, 2014, the City Council introduced Ordinance No. 941, adopting the regulations
for the operation and parking of private buses — Municipal Code section 10.24. The
Ordinance No. 941 is now before Council at the required second reading for adoption.

D. Probation Officer Contract Renewal
The City currently contracts with the Los Angeles County Probation Department for one
Deputy Probation Officer (DPO) for juvenile prevention and intervention programs. The DPO
works full -time with Rosemead youth who have been identified as at -risk or arrested for
minor criminal offenses. These juveniles may have problems ranging from school
attendance and performance to vandalism, theft and drug arrests. The DPO's authority
allows him to work closely with the juveniles and their families to implement a variety of
programs and services to help correct their behavior.
Recommendation: That the City Council approve the agreement with the Los Angeles
County Probation Department and authorize the City Manager to sign any necessary
documentation.
E. Used Oil Payment Program Application
The California Oil Recycling Enhancement Act of 1991 authorizes the Department of
Resources Recycling and Recovery (CalRecycle), formerly known as the California
Integrated Waste Management Board, to award grants to enhance the collection and
recycling of used lubricating oil. Rosemead is eligible to apply under the Used Oil Payment
Program for the July 1, 2014 — June 30, 2015 fiscal Year.
It is anticipated that these grant funds will be utilized for the promotion of the City's State -
certified collection centers, development of education awareness materials, and assistance
in the recruitment of additional collection facilities. An application for these grant funds must
be accompanied by a resolution authorizing the City's grant submittal.
Recommendation: That the City Council approve Resolution Nos. 2014 -23, respectively

F. Joy of Kung Fu Fitness Awareness Day — Request for Event Sponsorship and In -kind
Services
The Joy of Kung Fu, a regional martial arts organization, is again requesting City
sponsorship of their community -wide Fitness Awareness Day scheduled for Sunday,
November 16, 2014 to be held at the Garvey Community Center through the provision of in-
kind services valued at approximately $1,100 for the following:

The City has co- sponsored the event annually since 2010. The purpose of Fitness
Awareness Day is to encourage health and general wellness through demonstrations,
seminars, screenings, and vendors. The event would, again, involve healthcare and fitness
practitioners, instructional class instructors, the Red Cross and similar agencies.
Recommendation: That the City Council approve the request of Joy of Kung Fu for City
sponsorship of Fitness Awareness Day 2014 in the form of in -kind services valued at
approximately $1,100.
S. MATTERS FROM CITY MANAGER & STAFF
A. Adoption of the City of Rosemead's Fiscal Year 2014.15 Appropriation Limit
Article XIIIB of the Constitution of the State of California was enacted by a vote of the people
as Proposed 4 (the Gann Initiative) in November 1979. This law limits the level of most
appropriations from tax sources that the state and most local government entities are
permitted to make in any given year. It also requires that annually each governmental unit
calculate its Appropriations Limit and adopt it by Resolution prior to the beginning of the
fiscal year under consideration.
Recommendation: That the City Council approve Resolution No. 2014 -15, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD ADOPTING AN APPROPRIATION LIMIT FOR THE
2014.15 FISCAL YEAR
B. Adoption of the 2014 -15 Fiscal Year Budget
The City Council will consider the adoption of the City's Budget for the 2014 -15 Fiscal Year,
which provides for a total appropriations of $35,350,900. The ongoing operations of the
General Fund budget of $18,533,300 are balanced with essentially no surplus for the
upcoming fiscal year. Consequently, a full scope of services to residents will be continued
without service reductions.

A five -year financial outlook workshop with the City Council was held on February 11, 2014
and a 2014 -15 budget workshop was held on May 13, 2014. Since the budget workshop on
May 13" was conducted, adjustments to both General Fund revenues and expenditures
have been made to help cover increased insurance costs. The General Fund revenue
budget was increased by approximately $60,000 based on increased projections in parking
citations and animal license fees, and expenditures were increased by $150,000 related to a
retrospective adjustment cost for General Liability insurance. After adjustments the General
Fund operation budget has a surplus of $1,400. No additional major financial changes have
been made to the draft budget as presented at the May 13� workshop.
Recommendation: City Council take the following actions:

6. MATTERS FROM MAYOR & CITY COUNCIL
A. Consideration of Replacement of Annual Lunar New Year Family Festival with Moon
Festival
In 2009, City Council approved creation of the City of Rosemead's Lunar New Year Family
Festival. The Festival was operated in partnership with ED[ Media through 2013. In 2014,
the City assumed sole event operation. Due to a proliferation of similar area events and
date - related conflicts, attendance has been lower than anticipated and vendors are
increasingly unwillingly to participate.
Following a discussion with Council Member Polly Low, it is believed that the community
might be better served by shifting resources towards the celebration of the Chinese Moon
Festival. The Moon (or Mid - Autumn) Festival is the second most celebrated of Chinese
cultural events. Locally, there are few agencies that offer events against which there would
not be any significant competition for attendance or vendors. The City has received a
proposal from Sing Tao Newspapers of Los Angeles to serve as organizer of an event for
the aftemoon /evening of August 23, 2014 along Valley Boulevard between Ivar and Walnut
Grove Avenues.
