Meeting discussion will also focus on identifying the questions or issues that Committee Members think must be answered or addressed in order to make this project a success. To facilitate collaboration and meaningful dialogue between City staff, MIG, and the appointed Ad Hoc Committee the following meeting materials, which have been included in this staff report as Exhibits "A" through "E," will be reviewed during the meeting: A. Prepared by: Submitted by: Sheri Bermejo Michelle Ramirez City Planner Community Development Director ITEM NUMBER: GARVEY AVENUE SPECIFIC PLAN AND EIR PROJECT GOALS AND UNDERSTANDINGS Goal A streamlined Specific Plan and EIR that: • "turns the dirt" and catalyzes new development • helps clear the way for development of several Garvey Avenue key sites including Auto Auction • creates a set of tools to spur economic development and boost placemaking opportunities for the entire corridor • Prioritizes public sector improvements — such as changes to the sidewalks and streets, enhancing transit access and facilities, or creating gathering spaces — that should take place first, in order to sync with and capitalize upon adjacent private sector opportunities Understandings • Auto Auction site is a centerpiece to any potential development along the Garvey Avenue Corridor • environmental coverage and clearance is crucial • existing economic conditions are not easy. Low -cost highly effective "quick wins" must be identified. These can range from short-term pilot projects that can change the streetscape simply with a can of paint to pop -up tactical urbanism projects • new commercial or industrial development needs to serve existing residents, both through improved access to goods and services and the addition of new employment opportunities.
