The regular meeting of the Rosemead City Council was called to order by Mayor Alarcon at 7:03 p.m. in the
Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California.

2. PRESENTATIONS
. Muscatel Middle School Science Olympiad Team
The City Council will recognize the Team members who represented Southern
California, Los Angeles County and Rosemead at the Science Olympiad National
Tournament in May at Orlando, Florida. The Team placed 6'^ in the nation overall
and won 9 individual event medals, the highest number of medals in seven years of
national competition tournaments.
City Manager Allred introduced the Muscatel Middle School Science Olympiad Team as well as Mr. Lugue.
Mayor Pro Tom Margaret Clark spoke about her experience visiting Muscatel and their winning project.
Council Member Polly Low congratulated the Science Olympiad Team on their hard work.

B. International City Managers Conference— September 14i —17U — Charlotte, NC
The City Council will consider authorizing attendance to the International City Managers
Association Conference in Charlotte, NC on September 140 — September 170.
Recommendation: That the City Council authorize the attendance, at City expense, of the
Assistant City Manager and Public Works Director to the International City Managers
Association Conference in Charlotte, NC.
C. City Manager excused from the July Sa City Council Meeting
The City Council will consider excusing the City Manager from attending the July 8, 2014,
City Council meeting due to a family vacation, Miumici al code section 2.08.070 requires the
City Manager to attend all meetings of the CRY Council,
ouncil and its committees unless excused

Recommendation: That the City Council excuse the City Manager from attending the July
8, 2014, City Council meeting.
E. Request to Review Traffic Conditions at the lntetsection of Jackson Avenue and
Garvalia Avenue
The Traffic Commission reviewed a request from a resident to evaluate traffic conditions at
the intersection of. Jackson Avenue and GaQlaAvenue. The request noted that vehicle
speeding and school pedestnan activity pose potential safety concerns at the location. A
traffic study was condWed, including a Warrant study to determine if they installation of stop
controls were neoessaiy. After studying the location, it was determined that the intersection
did not meet nananumvottime or accident,thresholds for the installation of stop controls.

F. Request to Install Parking Restrictions — Mission DriverTomik Circle
The Traffic Commission reviewed a request from a resident to evaluate traffic conditions and
access at the intersection of Mission Drive and Tomik Circle. Residents in this area describe
a lack of visibility when exiting Tomik Circle to turn onto Mission Drive. They maintain that
the visibility issues create hazardous conditions when combined with heave traffic volumes
and vehicle speeds on Mission Drive. Based on a review of the existing conditions, it was
determined that the addition of red curbing would help to improve visibility at this location.

The Traffic Commission approved the recommendation to install approximately 15 feet of red
curbing on both the east and west side of the intersection at Mission Drive and Tomik Circle.
Recommendation: That the City Council approve the Traffic Commission's
recommendation to install approximately 15 feet of red curbing on both sides of the
intersection at Mission Drive and Tomik Circle.
Council Member /Board Member Sandra Armenta made a motion, seconded by Mayor Pro TemNice
Chair Clark to approve the Consent Calendar with the exception of Item Nos. 3D and 3G. Vote
resulted in:

D. Renewal of City-County Municipal Service Agreement with the County of Los Angeles
for Animal Care and Control
The City Council will considerraneyral of the Agreement with the County for Animal Care and
Control services for anotherf[ve- year,period from Jalyl, 2014 through June 30, 2019. The
Agreement provides the City with the afz &ty toobtain animal care and control services
through the Cotmty on an as needed basis. Thisaagreement will enable for the
continuation of the existing practices of providing animal care and control services in the City
of Rosemead
Recommendatmn: Th0the City Courld authorize the City Manager to execute a Cily-
CouMyMuniapal S8((nce Agteementwith the County of Los Angeles for Animal Care and
Control services for ills period of July 1, 2014 through June 30, 2019.
Council Member Polly Low asked for clarification on the different roles the City and the County have
regarding animal care.
City Manager Allred stated the Public Safety Department handles a good portion of the duties during the
regular work day and week. However, on weekends and evenings the City relies on the County for animal
care and control. He also stated drat the City does not have its own shelter and depends on the County for
that. He also stated that last year the City of Rosemead estimated a total cost of about $56,000. This year
the estimated cost is about $62,000.
Council Member /Board Member Polly Low made a motion, seconded by Council Member /Board
Member Sandra Armenta to approve Item No. 3D to renewal the City-County Municipal Service
Agreement with the County of Los Angeles for Animal Care and Control. Vote resulted in:

Consent Calendar Item 3G has been tabled and moved to a future City Council meeting.
G. Rosemead Community Recreation Center Expansion and Fagade Improvement Project
-- Award of Contract
As a part of the City's Fiscal Year 2013 -14 Capital improvement Program, the City Council
approved the "Rosemead Community Recreation Center. Expansion and Fagade
Improvement Project". The project consists of the construction of a stand -alone 3,367
square foot expansion building adjacent to the existing RCRC building. This new building
will include a large multi purpose room, aprep kitchen, restrooms, and lobby area.
Additionally, Fagade improvements will be completed on the existing RCRC building to create
a uniform and modem look. Miscellaneous site work will be completed, as well as the
construction of a new mini plaza that will serve as anoutdoor gathering pace and to
connect the two buildings, :.This project is being funded entirely through bond proceeds from
the former redevelopment agency.:
Recommendation: That the City Council:
1. Approve the plars,and specifications for the Rosemead Community Recreation Center
Expansion and Faosde Improvemertt Project, and;
2. _Authorize the City Manager to enter into a contract with CEM Construction in the amount
ot$1,638 500, Which mcludesthe base bid and alternate bid items No. 2 and 3, and
authorize a contingency in the amount of $240,000 (approximately 15 %) to cover the
cost of any unforeseen: construction expenses.
