AN ORDINANCE OF THE CITY OF ROSEMEAD PROVIDING
FOR A.CBD-R ZONE AND AMENDING THE ROSEMEAD
MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF ROSEMEAD
DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. That Article IX of the Rosemead Municipal
Code is amended by adding thereto Part XIII to read as followst
"Part XIII - CBD-R Zone
9113. Purbose.
The purpose of the CBD-R Zone is to promote
the development of major commercial facilities
in the Central Business District by permitting
residential uses to be converted to uses
permitted in the CBD Zone, but to allow parcels
of land having a residential use to continue
such residential uses until converted to uses
permitted in the CBD Zone.
9113.1 Uses Permitted.
• Any use permitted in the CBD Zone, subject
to the regulations and requirements set out in this
Part XIII. On any vacant parcel of land developed
for and in residential use, all uses permitted
by the R Zone in accordance with which such parcel
is developed and subject to the regulations of
such R Zone as long as such R use continues.
A parcel of land may not be converted from a
CBD use to a residential use.
9113.2 The Following Uses Subject to ubtaining a
Conditional Use Permit.
All uses for which a conditional use permit
• must be obtained in the CBD Zone.
9113.3 Accessory Buildings and Uses Permitted.
Prior to the issuance of a building permit for
an accessory building which is subordinate to
and the use of which is incidental to a main
building or structure having a CBD use, the
Architectural Review Committee must approve
the location of such accessory building.
9113.4 Maximum Allowable Height.
No height limit required for buildings having a
CBD use.
9113.5 Minimum Site Requirements.
Whenever a parcel of land is converted to any
use permitted in the CBD-R zone, it shall comply
with the following minimum site requirements or
it shall be assembled with other contiguous parcels
of land to form a site having a use permitted in the
CBD Zone and having the following minimum site
requirements:
A. Minimum site area: Twenty thousand (20,000)
square feet.
B. Minimum site width: Two Hundred (200) feet.
C. Minimum site depth: One hundred (100) feet.

Except that the minimum site requirements con-
tained in this section shall not apply to; (a)
A arcel of land to be developed for a parking lot;
(b~ A parcel of land to be developed for CBD use
if such parcel cannot meet the minimum site
requirements herein specified because such parcel
(1) is located between and abuts two parcels of
land that have already been developed for a CBD
use or (2) is located between and abuts a street or
alley and another parcel of land that has already
been developed for a CBD use.
9113.6
Maximum Site Coverage by Buildings or Structures.
The maximum coverage of a site by all structures
having a use authorized in the CBD Zone may be
,one hundred (100) percent less area needed for
required parking and landscaping.
9113.7
Fences and Walls.
A. Where a parcel with a CBD use has a parking
lot or open space that abuts a parcel in residential

on the parcel with the CBD use along that portion of
the property line separating the parking lot or
other open space from the residential use.
B. Walls or fences located within ten (10) feet of
any public right-of-way shall not exceed a height
of three (3) feet.
9113.8
Sign Requirements.
Signs shall conform to the C-3 Zone requirements as
provided in Part XXIII.
9113.9
Parking Requirements.

Parking requirements shall be as provided in Part
XXII
.
9113.10
landscaping Requirements.
A. Three (3) percent landscaping shall be required
for each lot or parcel of land having a CBD use.
B. All planting areas on parcels of land having
a CBD use shall be separated from adjacent paving
by (6) inch minimum curb walls.
C. All landscaped areas on parcels having a CBD use
shall be permanently maintained and provided
with a permanent irrigation or sprinkler system.

9113.11 Non-Conforming Building and Uses.
The regulations set out in Part XXI, Sections
9121.4, and 9121.6, pertaining to non-conforming
buildings and uses shall apply to parcels in
residential use. The regulations set out in
Part XII, Section 9112.12, pertaining to non-
conforming buildings and uses in the CBD Zone
shall apply to all other parcels.
9113.12 Registration.
Registration requirements shall be as provided
in Part XXI, Section 9121.5, for all parcels
in residential use. Registration requirements for
all other parcels shall be as provided in Part XII,
Section 9112.13.
9113.13 Reconstruction of Damaged Non-Conforming Buildings.
Reconstruction regulations for damaged non-
conforming buildings shall be provided in
Part XXI, Section 9121.7 for all parcels in
residential use. Reconstruction regulations
for all other parcels shall be as provided
in Part XII, Section 9112.14."
