SUBJECT: MOON FESTIVAL STREET CLOSURE PLAN
SUMMARY
On June 10, 2014, the City Council authorized the City's participation as co- sponsor,
along with Sing Tao Newspapers of Los Angeles, of the Moon Festival Celebration. The
event is scheduled for August 23, 2014 along Valley Boulevard from Ivar Avenue to
Walnut Grove Avenue. The event is scheduled from 4:00 p.m. until 11:00 p.m.,
however, the nature of the event and the set up required necessitate that Valley
Boulevard be closed to all vehicular traffic from 12:00 a.m. on Saturday until 2:00 a.m.
on Sunday, August 24. In accordance with the terms of the co- sponsorship agreement,
the City is responsible for traffic control planning and operations through the use of a
consultant.
Staff Recommendation
It is recommended that the City Council receive and file the traffic control plan for the
Moon Festival Celebration on August 23, 2014.
DISCUSSION
The Moon Festival, which will be held on August 23, 2014 on Valley Boulevard,
between Walnut Grove Avenue and Ivar Avenue, will require the closure of Valley
Boulevard to all vehicular traffic for a period of 26 hours. The closure will begin at 12:00
a.m. on Saturday, August 23 and last through 2:00 a.m. on Sunday, August 24. All
vehicular traffic not directly related to the execution of the Moon Festival will be
restricted from accessing Valley Boulevard during that 26 -hour closure period.
City Staff has contracted with JCL Traffic, a firm that specializes in street closures for
special events, construction, and filming to develop an appropriate traffic control plan
and execute the street closures. JCL Traffic will install all traffic control devices and
remove them at the conclusion of the event. JCL similarly completed road closures for
the Lunar New Year event on Mission Drive in February of this year. Public Works staff
will oversee the traffic closures to ensure that the execution is in accordance with the
approved plan.

Parks and Recreation Department staff has begun a public outreach campaign to inform
all businesses and residents impacted by the event and related street closures. Letters
were hand - delivered to all area businesses and residences on August 1 and 8, 2014.
An additional notification will be delivered on August 15. Further, temporary signage
announcing the street closure and parking restrictions will be placed in the event area
the week prior to the event.
