SUBJECT: TRAFFIC SIGNAL PAINTING PROJECT— AWARD OF CONTRACT
SUMMARY
As a part of the City's Fiscal Year 2014 -15 Capital Improvement Program, the City
Council approved the "Traffic Signal Painting Project" which involves the cleaning and
preparation of traffic signal poles and painting them metallic black. This project includes
the painting of ten (10) of the forty -one (41) signalized intersections that are owned and
maintained by the City. The Traffic Signal Painting Project is a part of the City's ongoing
beautification efforts and funding for this project is available through Street Lighting
District Funds.
Staff Recommendation
It is recommended that the City Council:
1. Approve the plans and specifications for the Traffic Signal Painting Project; and,
2. Authorize the City Manager to enter into a contract with Bithell, Inc. in the amount
of $78,355.00 and authorize a contingency of $20,000 (approximately 25 %) to
cover the cost of any unforeseen construction expenses or to complete additional
intersections.
DISCUSSION
During Fiscal Year 2013 -14, Staff identified two signalized intersections (Muscatel &
Valley, Ivar & Valley) and completed sample painting of the traffic signal poles. Based
on the favorable feedback from the City Council and the public, an additional twelve
intersections were painted during Fiscal Year 2013 -14. As a continuation of the
previously completed work, funding is included in the Capital Improvement Program for
Fiscal Year 2014 -15 to complete the painting of additional intersections. This phase of
the project will complete the two remaining City -owned intersections north of Interstate
10 and paint eight of the intersections south of Interstate 10, for a total of ten
intersections.
It should be noted that this project is targeting City -owned intersections at this time, of
which there are forty -one (41). There are approximately fifteen (15) signalized
intersections within or adjacent to the City limits that are either entirely under another

jurisdiction (Caltrans, Los Angeles County) or shared between the City and another
jurisdiction.
The ten intersections that are included in this project are
• Temple City Boulevard and: Marshall Street, Loftus Drive
• Jackson Avenue and: Hellman Avenue, Garvey Avenue, and Graves Avenue
• Del Mar Avenue and Garvey Avenue
• Walnut Grove Avenue and: Fern Avenue, Klingerman Street, Rush Street, and
Landis View Lane
A Notice Inviting Bids for this project was published in local newspapers and trade
publications on August 14" and 21s, 2014. Sealed bids were received in the Office of
the City Clerk until 10:30 a.m. on Wednesday, August 27, 2014.
At 11:00 a.m. on August 27, 2014, the City Clerk publicly opened and read two (2)
sealed bids with the following result:

Services, Inc.
Staff has reviewed the bid documents for completeness and investigated the
contractor's background and recent projects for competency. Staff believes that Bithell,
Inc. is a responsive bidder and is qualified to complete the work as specified for this
project. Bithell, Inc. has completed similar projects for other public agency's including
the Cities of Los Angeles, Orange and Dana Point.
The Engineer's estimate for this project was $100,000, or approximately $10,000 per
intersection and the bid price received was approximately 22% below the engineer's
estimate. As there are a number of intersections that will be left to complete after this
project, staff is requesting additional contingency funds to complete additional
intersections utilizing these competitive prices.
FINANCIAL REVIEW
This project was included in the Fiscal Year 2014 -15 Capital Improvement Program with
a budget of $100,000.00. The total appropriation necessary to award this contract is
$98,355, including a contingency of $20,000.
ENVIRONMENTAL REVIEW
This project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 (C) of the CEQA Implementing Guidelines.
