SUMMARY
Resolution No. 2014 -40, will serve to cast the City's vote for Mayor Pro Tern Margaret Clark to a
4 -year term on the San Gabriel Basin Water Quality Board. Council Member Clark was a
Charter Member of the Board since it was established in 1992 to 2010.
Staff Recommendation
Staff recommends that the City Council approve Resolution No. 2014 -40, voting Mayor Pro Tem
Margaret Clark to a four year term on the San Gabriel Basin Water Quality Authority Board.
ANALYSIS
The Water Quality Authority was established by the State Legislature in 1992 for the purpose of
developing, financing and implementing groundwater treatment programs. The seven member
board consists of three members representing the overlying municipal water districts, one
member representing cities with water pumping rights, one member representing cities without
water pumping rights and two member representing water purveyors.
Voting by resolution will only be accepted by the Water Quality Authority before October 20,
2014.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ROSEMEAD, CALIFORNIA, NOMINATING MAYOR
PRO TEM MARGARET CLARK TO REPRESENT
CITIES WITHOUT PRESCRIPTIVE WATER PUMPING
RIGHTS OF THE SAN GABRIEL BASIN WATER
QUALITY AUTHORITY
WHEREAS, on September 22, 1992, Senate Bill 1679 was signed into law by Governor Pete
Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority; and
WHEREAS, The Board of the San Gabriel Basin Water Quality Authority is composed of seven
members with three appointed members from each of the three municipal water districts, one elected city
council person from cities in the San Gabriel Basin with prescriptive water pumping rights, one elected city
council person from cities in the San Gabriel Basin without prescriptive water pumping rights, and two
members representing water pumping rights; and
WHEREAS, The City of Rosemead is one of the cities in the San Gabriel Basin without prescriptive
water pumping rights; and
WHEREAS, The City of Rosemead may nominate a representative by resolution no later than
October 20, 2014; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemead, California, as
follows:
Section 1. That the City of Rosemead City Council nominates Mayor Pro Tern Margaret Clark as
the representative for cities in the San Gabriel Basin without prescriptive water pumping rights.
Section 2. That the City Clerk of the City of Rosemead shall certify to the adoption of this
Resolution which shall become effective upon its approval by the City Council.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Rosemead on the 9th day of September, 2014.

Re: Request for Nomination to the San Gabriel Basin Water Quality Authority Board
Dear Rosemead Mayor and City Council:
As you know, I have represented your city and the other cities without pumping rights on the San
Gabriel Basin Water Quality which I lobbied to create in 1993 to oversee the cleanup of our
groundwater basin. For the last 4 years I have served as the alternate. Every 4 years our 13 cities
must hold an election for a board member. The vote is weighted by cities' population. The period
when cities nominate by resolution at their council meeting closes on Oct. 20th and then the cities
vote again by resolution after November 1st.
I have always appreciated having your city's nomination and final vote and hope I can count on it
again. Our projects have removed over 71 tons of contaminants, but the work isn't over yet. With
the severe drought we are in, our water supply could be threatened and as you know I am not
afraid to ask questions. Please see my letter to the editor of Aug. 26, 2014.
