ENHANCEMENT PROJECT — AWARD OF CONTRACT
SUMMARY
As a part of the City's Fiscal Year 2013 -14 Capital Improvement Program, the City
Council approved the "Federal Safe Routes to School: Walnut Grove Avenue
Enhancement Project," which consists of the construction of raised landscaped
medians, lighting fixtures, sidewalks, and traffic signal enhancements along Walnut
Grove Avenue, between Valley Boulevard and Marshall Street. Additional improvements
will be completed in the vicinities of and adjacent to Janson and Shuey Elementary
Schools. As a part of the Federal Safe Routes to School (SRTS) program, the City
applied for and was awarded competitive grant funding which is aimed at improving
pedestrian safety and mobility. Grant funds were awarded to the City in the amount of
$860,000.00.
Staff Recommendation
It is recommended that the City Council:
1. Approve the plans and specifications for the Federal Safe Routes to School
Walnut Grove Avenue Enhancement Project; and,
2. Approve the Traffic Commission's recommendation that parking restrictions be
installed along the West side of Walnut Grove Avenue between Valley Boulevard
and Marshall Street; and,
3. Authorize the City Manager to enter into a contract with Sully - Miller Contracting
Co., Inc. in the amount of $692,308.00 and authorize a contingency in the
amount of $103,800.00 (Approximately 15 %) to cover the cost of any unforeseen
construction expenses.
DISCUSSION
As part of the Federal Safe Routes to School (SRTS) program grant, the City applied for
competitive grant funding to improve pedestrian and traffic safety along Walnut Grove
Avenue, from Marshall Street to Valley Boulevard. Based on traffic studies and

accident statistics, it was determined that this area of Walnut Grove Avenue is in need
of traffic safety improvements. In addition, there are two elementary schools in close
proximity to the street, further necessitating the need to install traffic safety
improvements.
Designed improvements include the installation of raised landscaped medians,
additional lighting fixtures, new traffic safety striping, signage, and traffic signal
improvements. Once finished, it is expected that these improvements will help slow
traffic on Walnut Grove and create a safer pedestrian crossing area at the intersection
of Walnut Grove Avenue and Marshall Street. Additional enhancements will also be
installed directly adjacent to Janson and Shuey Elementary Schools that include
sidewalks, flashing signage, and improved striping. The improvements will also help to
beautify this area and create a welcoming corridor as vehicles head northbound on
Walnut Grove Avenue towards Valley Boulevard.
Walnut Grove Avenue is a main north /south thoroughfare within the City. The street is
sixty -two (62) feet wide, includes two lanes of travel in each direction, and has a posted
speed limit of 40 miles per hour. Additionally, on street parking is currently available on
both sides of the street. At this time, there is a center lane to allow for turn movements
into adjacent residential streets. As proposed, the medians will contain intersection
breaks to allow northbound vehicles to make left turns onto Norwood Place, DeAdalena
Street, Shea Place, Ralph Street and Guess Street, continuing to allow residents direct
access to their neighborhood streets.
Parking Restrictions
The proposed medians will be 12 feet wide at their widest point, requiring that one lane
of parking be removed in order to accommodate the medians and maintain the four
existing travel lanes along Walnut Grove Avenue. City staff and its design consultant
reviewed the parking conditions for the segment of Walnut Grove Avenue, between
Valley Boulevard and Marshall Street, and determined that parking on this segment,
especially on the west side of the street, is sparsely used. Removing the seldom used
parking on the west side of the street will allow parking to remain available on the east
side of the street and will have little impact on the residents of west side and adjacent
cul -de -sacs because of the sufficiency of available parking on the side streets. The
Traffic Commission reviewed and approved the installation of these parking restrictions
at their regularly scheduled meeting of May 2, 2013.
Bid Process and Award of Contract
A Notice Inviting Bids for this project was published in local newspapers and trade
publications on August 14", 21 ", and 28th. Sealed bids were received in the Office of
the City Clerk until 10:30 a.m. on Wednesday, September 3, 2014. At 11:00 a.m. on
September 3, 2014, the City Clerk publically opened and read five (5) sealed bids. The

On the afternoon of September 3, 2014, staff received a letter from Horizons
Construction Company International, Inc. requesting to withdraw their bid for reason of
clerical error. Staff accepted the withdrawal of their bid as the City maintains the right to
reject any and all bids. Subsequently, staff recommends the award of the contract to
Sully - Miller Contracting Co., Inc., the second lowest bidder.
Staff has reviewed the bid documents for completeness and investigated the
contractor's background and recent projects for competency. Staff believes that Sully -
Miller Contracting Co., Inc. is the lowest responsive bidder and is qualified to complete
this project. Sully - Miller Contracting Co., Inc. has extensive public works construction
experience in the Southern California area and is a respected name in the industry.
Sully - Miller has completed two projects in Rosemead, including a Slurry Seal Project in
2010 and the Walnut Grove Avenue and Rush Street Resurfacing Project in 2011.
FINANCIAL REVIEW
This project was included in the Fiscal Year 2014 -15 Capital Improvement Program with
a budget of $935,000. The funding includes $860,000 from the Federal Safe Routes to
Schools Grants and $75,000 in Gas Tax Funds. The total appropriation needed to
award this contract for construction, including contingencies, is $796,500.00
ENVIRONMENTAL REVIEW
This project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 (C) of the CEQA Implementing Guidelines.

The regular meeting of the Rosemead Traffic Comnssion was called to order by Chair Hal at 7:00 p.m. in
the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California.

Nancy Whitdwrst, resident at Ralph Street, expressed concerns with tour buses packing on residential
streets making I difficdt for driver to see oncoming trait.
Lucile Sertilella, resident at Norwood Piece, asked staff R they, were familiar with Edison's Underground
Project and whether it was pan of the planned median improvements on Walnut Grove Avenue. Ms.
Senttella also complimented staff on all the Beatification Projects done throughout the City.

NEW BUSINESS
A. WALNUT GROVE AVENUE SAFE ROUTES TO SCHOOL GRANT PROGRA* STATUS
REPORT AND PARIONG MODIFICATIONS
Staff provided the Traffic Commission with a brief description an the ilern, along with a PowerfWnt
presentation.
Commissioner Masuda asked staff what type of landscaping would be used on the medians because some
plants/shrubs can overgrow and obstruct the visibility of drivers.
Stag provided a brief overview of the landscape pallete.
Vice -Chair Quintanilla asked staff t goy had a timeline to complete this project.
Staff informed the Commissioner that it would take about 45 calendar days to complete the project.
Chair Hall expressed concerns with people or school kids walking across the medians to cross the saw
and suggested including a crosswalk as part of the plans.
Commissioner Russel- Chavez and Masuda indicated that they do not think a new crosswalk is needed at
this time. They expressed a need to encourage residents to use the existing crosswalks where there is
currently a crossing guard present.
Jenny Chaung, resident of Rosemead, provided the Traffic Commissioners with her input on is item and is
very pleased with what is planned for the area.
Sal Chang, resident of Rosemead, asked staff if there will be breaks in between the proposed medians, so
that cars traveling north on Walnut Grove Avenue can make left-turns into the residential cul-de-sacs.
Staff informed the Commissioners that there will be breaks included as part of the proposed plans. It was
further clarified that the intersection break for a private residential street would be added to the final design
plats.
Commissioner Tang asked staff if vahiotes turning out of the cul-de-sacs would still be able to make a let
Wm onto Walnut Grove Avenue.

A. REVIEW OF TRAFFIC CONDITIONS IN THE VICINITY OF ROSEMEAD PLACE AND
EARLSWOOD DRIVE
Staff provided the Traffic Commission with a brief description on the !am, along with some ideas and
recommendations that can be used at the location to Improve the traffic safety for the neighbortmod.
Commissioner Russell- Chavez asked staff for clarification on the type of devices being proposed for the
traffic improvements.
Yce Chair Quin anilla asked for clarification on the location of some of the proposed traffic impmvemenls.
Chair Hal suggested that she would like to see more reflectors and stripping so that vehicles can see the
turn from Rosemead Place northbound to Eadswood Drive radhbound. She has also suggested that
modifications be made to shorkn the intersection radius at 3344 Eariswood Drive, including painting some
red curbing
Loreta and Raymond Perez, residents of Rosemead. expressed their concerns with vehicles driving fast
when making a him onto Earlswood Drive and would like the curb In front of 3469 Eartswood Drive pained
red m avoid accidents from occurring.
Char Hell also infomed staff that some of the street signs appear to be missing along the northern and of
Rosemead Place, .
