The regular meeting of the Rosemead City Council was called to order by Mayor Alarcon at 7',03 p.m. in the
Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California.

2. PRESENTATIONS
• Muscatel Middle School Science Olympiad Team
The City Council will recognize the Team members who represented Southern
California, Los Angeles County and Rosemead at the Science Olympiad National
Tournament in May at Orlando, Florida. The Team placed 6t^ in the nation overall
and won 9 individual event medals, the highest number of medals in seven years of
national competition tournaments,
City Manager Allred introduced the Muscatel Middle School Science Olympiad Team as well as Mr. Lugue.
Mayor Pro Tom Margaret Clark spoke about her experience visiting Muscatel and their winning project.
Council Member Polly Low congratulated the Science Olympiad Team on their hard work.

. Rosemead Queen and King
The City Council will recognize these high school students who have been selected
to represent the Rosemead community at various special events throughout the year
beginning with the Independence Day parade and festivities.
Parks and Recreation staff Sandy Bernice and Stephanie Harris introduced the City of Rosemead's King and
Queen.
. Parks and Recreation Month Proclamation
City Manager Allred — Introduced Director of Parks and Recreation Montgomery-Scott to read the
Proclamation declaring July 2014 "Parks Make Life Better' month.
Council Member Sandra Armenia spoke on her experience as a former team member in the Parks and
Recreation Department and thanked the department for their continued hard work and dedication. She stated
that Rosemead is lucky to have the ability to continue with such great programs.
Mayor Pro Tend Margaret Clark thanked Parks and Recreation for all their hard work and dedication. She
stated that she appreciates everything the department does.
Council Member Polly Low thanked Parks and Recreation for their continued hard work and efforts to
provide for the community.
Mayor William Alarcon thanked Parks and Recreation for all their hard work and dedication to the city and
the community.
Director of Parks and Recreation Montgomery-Scott thanked City Council for their continued support as well
as the Public Works Department and Public Safety Departments for their joint efforts to ensure well
maintained and safe areas for the community to enjoy.
. Introduction of the new Captain at Temple Sheriff's Station
City Manager Allred introduced Captain Donnie Mauldin.
Captain Mauldin - Spoke on his experience in the department and his excitement for his new chapter here in
Rosemead. He introduced his second in command Deputy Chris Marks.

Council Member Sandra Armenia welcomed Captain Mauldin and wished Captain Nee well.
Mayor Pro Tem Margaret Clark welcomed Captain Mauldin.

B. International City Managers Conference — September 14% —17th — Charlotte, NC
The City Council will consider authorizing attendance to the International City Managers
Association Conference in Charlotte, INC on September 14th — September 17t1.
Recommendation: That the City Council authorize the attendance, at City expense, of the
Assistant City Manager and Public Works Director to the International City Managers
Association Conference in Charlotte, INC.
C. City Manager excused from the July 6th City Council Meeting
The City Council will consider excusing the City Manager from attending the July 8, 2014,
City Council meeting due to a family vacation, Municipal code section 2,08.070 requires the
City Manager to attend all meetings of the City Council and its committees unless excused
there from by the City Council.
Recommendation: That the City Council excuse the City Manager from attending the July
8, 2014, City Council meeting.
E. Request to Review Traffic Conditions at the Intersection of Jackson Avenue and
Garvalia Avenue
The Traffic Commission reviewed a request from a resident to evaluate traffic conditions at
the intersection of Jackson Avenue and Garvalia Avenue. The request noted that vehicle
speeding and school pedestrian activity pose potential safety concerns at the location. A
traffic study was conducted, including a warrant study to determine if they installation of stop
controls were necessary . After studying the location, it was determined that the intersection
did not meet minimum volume or accident thresholds for the installation of stop controls.
However, the study did determine that the addition of traffic calming enhancements would
help to slow vehicle traffic in this area. Based on a review of these findings, the Traffic
Commission approved the recommendation to install traffic calming improvements at the
intersection of Jackson Avenue and Garvalia Avenue.
Recommendation: That the City Council approve the Traffic Commission's
recommendation to install traffic calming improvements (edge line striping, rumble dots,
signage, and curb markings) in the vicinity of Jackson Avenue and Garvalia Avenue
F. Request to Install Parking Restrictions— Mission Drive/Tomik Circle
The Traffic Commission reviewed a request from a resident to evaluate traffic conditions and
access at the intersection of Mission Drive and Tomik Circle. Residents in this area describe
a lack of visibility when exiling Tomik Circle to turn onto Mission Drive. They maintain that
the visibility issues create hazardous conditions when combined with heave traffic volumes
and vehicle speeds on Mission Drive. Based on a review of the existing conditions, it was
determined that the addition of red curbing would help to improve visibility at this location.

The Traffic Commission approved the recommendation to install approximately 15 feet of red
curbing on both the east and west side of the intersection at Mission Drive and Tomik Circle.
Recommendation: That the City Council approve the Traffic Commission's
recommendation to install approximately 15 feet of red curbing on both sides of the
intersection at Mission Drive and Tomik Circle.
Council Member /Board Member Sandra Armenta made a motion, seconded by Mayor Pro TemNice
Chair Clark to approve the Consent Calendar with the exception of Item Nos. 3D and 3G. Vote
resulted in:

D. Renewal of City-County Municipal Service Agreement with the County of Los Angeles
for Animal Care and Control
The City Council will consider renewal of the Agreement with the County for Animal Care and
Control services for another five -year period from July 1, 2014 through June 30, 2019. The
Agreement provides the City with the ability to obtain animal care and control services
through the County on an as- needed basis. This agreement will enable for the
continuation of the existing practices of providing animal care and control services in the City
of Rosemead.
Recommendation: That the City Council authorize the City Manager to execute a City-
County Municipal Service Agreement with the County of Los Angeles for Animal Care and
Control services for the period of July 1, 2014 through June 30, 2019,
Council Member Polly Low asked for clarification on the different roles the City and the County have
regarding animal care.
City Manager Allred stated the Public Safety Department handles a good portion of the duties during the
regular work day and week. However, on weekends and evenings the City relies on the County for animal
care and control. He also stated that the City does not have its own shelter and depends on the County for
that. He also stated that last year the City of Rosemead estimated a total cost of about $56,000. This year
the estimated cost is about $62,000.
Council Member/Board Member Polly Low made a motion, seconded by Council Member/Board
Member Sandra Armenta to approve Item No. 3D to renewal the City-County Municipal Service
Agreement with the County of Los Angeles for Animal Care and Control. Vote resulted in:

Consent Calendar Item 3G has been tabled and moved to a future City Council meeting.
G. Rosemead Community Recreation Center Expansion and Fagade Improvement Project
•• Award of Contract
As a part of the City's Fiscal Year 2013 -14 Capital Improvement Program, the City Council
approved the "Rosemead Community Recreation Center Expansion and Fagade
Improvement Project ". The project consists of the construction of a stand -alone 3,367
square foot expansion building adjacent to the existing RCRC building, This new building
will include a large multi - purpose room, a prep kitchen, restrooms, and lobby area.
Additionally, fagade improvements will be completed on the existing RCRC building to create
a uniform and modern look. Miscellaneous site work will be completed, as well as the
construction of a new mini plaza that will serve as an outdoor gathering space and to
connect the two buildings. This project is being funded entirely through bond proceeds from
the former redevelopment agency.
Recommendation: That the City Council:
1. Approve the plans and specifications for the Rosemead Community Recreation Center
Expansion and Fagade Improvement Project, and;
2. Authorize the City Manager to enter into a contract with CEM Construction in the amount
of $1,638,500, which includes the base bid and alternate bid items No. 2 and 3, and
authorize a contingency in the amount of $240,000 (approximately 15 %) to cover the
cost of any unforeseen construction expenses.

Council Member Sandra Armenta spoke on a plaque that was drafted for the dedication in the new plaza
and requested that the City Manager's name be added as well. All Council Members agreed with her
request.
