AN ORDINANCE OF THE CITY OF ROSEMEAD ESTABLISHING
A HUMAN RESOURCES COMMISSION AND AMENDING THE
MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES ORDAIN
AS FOLLOWS:
Section 1. Chapter 5.6 is added to Article II of the
Rosemead Municipal Code to read as follows:
"Chapter 5.6 - Human Resources Commission
"2560. Human Resources Commission, Creation of
There is hereby established a Human Resources
Commission with membership, powers and duties as
provided herein.
• "2561. Members: The Human Resources Commission shall
consist of five (5) voting members appointed by
the Mayor with the consent of the City Council,
and who shall serve at the pleasure of the City
Council. City residency is required of all
members of the Commission. In appointing the
members of the Commission, the City Council shall
make every reasonable effort to insure that a
wide and representative cross section of com-
munity interest and viewpoints are represented
on the Commission. The City Manager or his de-
signated representative shall serve as an ex--
officio member of the said Commission.
"2562. Absence from Meetings: Notwithstanding any other
provision of this Code, any Commissioner who ab-
sents himself from any three consecutive regular
meetings of said Human Resources Commission unless
excused from such attendance by consent of such
Commission expressed by action of record in its
minutes or who is absent from a total of five
.regular meetings of said Commission in any six
months' period without such consent of such Com-
mission so expressed of record, shall thereby
automatically forfeit his or her position or office
as a member of said Human Resources Commission, and
the name of such person shall automatically be re-
moved from the membership of said Commission imme-
diately after the adjournment of any such third con-
secutive meeting or of any such fifth meeting in any
such six months' period, as the case may be, at which
such Commissioner has not appeared.
"2563. Duties-of the Commission:' The Human Resources
Commission shall have the following duties:

(a) To work with city government, other agencies
and community groups to achieve good city-
citizen relations and understanding.
(b) To evaluate community, human services needs
and to recommend programs and services re-
sponding to those needs.
(c) To provide a forum for discussion of matters
of social concern that affect the community.
(d) To facilitate the coordination of human ser-
vices'within the City.
(e) To make recommendations and provide informa-
tion to the City Council at the City council's
request.
(f) To conduct periodic review and where necessary
recommend modification of human resource pro-
grams within the City.
"2564. Advisory Resource Panel: The Human Resources Com-
mission shall establish an Advisory Resource Panel
to furnish the Commission with information and
assistance in specialized areas. The Panel shall
consist of persons having expertise in education,
guidance counselling, child care, recreation, law
enforcement and other similar fields. One youth
under the age of 18 shall be eligible to serve on
the Panel.
"2565. Term: Two of the voting members first appointed
shall serve terms of one year, and three of the
voting members first appointed shall serve terms of
two years. Thereafter all voting members shall
serve terms of two years. Vacancies occurring during
a term shall be filled for the unexpired term. The
term of the ex-officio member shall correspond to
• his tenure of office.
"2566. Organization: The Commission shall have the power
to appoint its own chairman and such other officers
and internal sub-committees as it may desire and to
adopt rules for its own procedures not in conflict
herewith.
"2567. Meetings: The time and place of Commission meetings
shall be as follows:
(a) Regular meetings of the Commission shall be held
twice per month on a fixed day and at a time to
be determined by the Commission.
(b) Meetings shall be held alternately at the follow-
ing locations:
(i) Rosemead Community Center
(ii) Zapopan Community Center.

"2569. Limitations: No authority shall be vested in or
assumed by the Commission except as herein provided.
Section 2. On or before February 26, 1976 the City Council
shall reconsider and restudy the need for a Human Resources
Commission.
