SUBJECT: LONG -RANGE PROPERTY MANAGEMENT PLAN
SUMMARY
Upon receiving the Finding of Completion from the Department of Finance (DOF),
Successor Agencies were required to develop and approve a Long -Range Property
Management Plan for the disposal of assets. Since the Rosemead Successor Agency
did not have any assets to dispose, the DOF originally stated that a Long -Range
Property Management Plan was not required. Recently the DOF contacted the City to
request that a Resolution be approved stating the fact that there are no reportable
assets for the Long- Range Property Management Plan.
Staff Recommendation:
That the Oversight Board approve Resolution 2014 -0009, approving the Long -Range
Property Management Plan without any reportable assets.

A RESOLUTION OF THE OVERSIGHT BOARD FOR THE SUCCESSOR AGENCY
TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION APPROVING
AND ADOPTING A LONG -RANGE PROPERTY MANAGEMENT PLAN PURSUANT
TO HEALTH AND SAFETY CODE SECTION 34191.5
WHEREAS, Pursuant to Health and Safety Code Section 34173(d), the City of
Rosemead ( "City ") elected to become the successor agency to the Rosemead Community
Development Commission ( "Successor Agency "); and
WHEREAS, Pursuant to Health and Safety Code Section 34173(g), the Successor
Agency is now a separate legal entity from the City; and
WHEREAS, Health and Safety Code Section 34191.5(b) requires the Successor
Agency to prepare a long -range property management plan ('Property Management Plan ") that
address the disposition and use of real properties of the former redevelopment agency; and
WHEREAS, the former Redevelopment Agency did not hold title to any real property;
however, in order to comply with Health and Safety Code Section 34191.5(b), the Successor
Agency has prepared a Property Management Plan indicating there are no real properties to be
included in the Property Management Plan; and
WHEREAS, all other legal prerequisites to the adoption of this Resolution have
occurred.
NOW THEREFORE, THE OVERSIGHT BOARD FOR THE SUCCESSOR AGENCY
TO ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION HEREBY RESOLVES:
1. The Recitals set forth above are true and correct and are incorporated into this
Resolution by this reference.
2. The approval of the Property Management Plan through this Resolution does not
commit the Successor Agency to any action that may have a significant effect on the
environment. As a result, such action does not constitute a project subject to the
requirements of the California Environmental Quality Act.
3. The Oversight Board hereby approved the Property Management Plan, in substantially
the form currently on file with the Secretary of the Oversight Board.
4. The Successor Agency is hereby authorized and directed to take any action necessary
to carry out the purposes of this Resolution and comply with applicable law regarding
the Property Management Plan, including submittal of the Property Management Plan to
the State of California Department of Finance for approval, and posting the approved
Property Management Plan on the Successor Agency's website.
PASSED, APPROVED AND ADOPTED this 17th day of September 2014.

of your Long -Range Property Management Plan. Upon completion of your Long -Range Property Management
Plan, email a PDF version of this document and your plan to:

Finance (Finance) will contact the requesting agency for any additional information that may be necessary
during our review of your Long -Range Property Management Plan. Questions related to the Long -Range

Pursuant to Health and Safety Code 34191.5, within six months after receiving a Finding of Completion from
Finance, the Successor Agency is required to submit for approval to the Oversight Board and Finance a Long -
Range Property Management Plan that addresses the disposition and use of the real properties of the former
redevelopment agency.
