Ordinance No. 401 - Amending Zoning OrdinanceORDINANCE NO. 401 AN ORDINANCE OF THE CITY OF ROSEMEAD AMENDING THE ZONING ORDINANCE AND AMENDING THE ROSEMEAD MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES ORDAIN AS FOLLOWS: Section 1. Part VIII of Chapter I of Article IX of the Rosemead Municipal Code is amended by amending the title thereof and amending Sections 9108; 9108.1(A), 9108.4 and 9108.6 and adding Section 9108.8 to read: "Part VIII - P-O Zone 9108. P-O Professional Office Zone. The following regulations shall apply in the P=O professional office zone unless otherwise provided in this Chapter. 9108.1. Uses Permitted. • A. Any use permitted in the R-3 zone. 9108.4. Side Yard Minimum. None, except all build- ins used exclusively for dwelling purposes shall comply with the provisions of the R-3 zone. 9108.6. Lot Area Minimum. None, except all build- ings used exclusively for dwelling purposes shall comply with the provisions of the R-3 zone. 9108.8. Landscape & Irrigation Plans. Landscape and Irrigation Plans, including the type and location of plant materials to be used, shall be provided and subject to the approval of the Planning Director." Section 2. Part XX of Chapter I of Article IX of the Rosemead Municipal Code is amended by amending.Sections 9120.1, 9120.10 and 9120.11 B v.c. to read: "9120. Open Area. -'Percent-of_lot'-:requ'ired;-to=be=devoted to-oPen`sP'a66-for`jresidential.develoPments': Units. % of Open Space Required 1-20 25% 21-40. _ 40$: 4 1+.= 50% I.. • Land occupied by streets, driveways or parking spaces--shall-hot be counted in satisfying this open space requirement; however, land occupied by recreational facilities including buildings devoted to such use-shall be counted as open.space. At least one-half of the required open space shall have an overall finished grade not to exceed ten percent,. shall be suitably improved for its in- tended purposes and all lawn and landscaped areas .reserved for common use shall be provided with a permanent watering system adequate to maintain such area. The remaining one-half of the required open space may also be improved or may be left in its natural state, particularly if natural features worthy of preservation exist on the site. Open space left in its natural state shall be kept free of litter and shall at no time constitute a health, safety, fire or flood hazard. Areas devoted to natural or improved flood control channels and those areas encumbered by flowage, floodway or drainage easements may be applied toward satisfying this portion of the total open space requirement. If development is to be accomplished in stages the development plan shall coordinate improvements of the open space, the construction of buildings, structures and improvements in such open space, and the construction of dwelling units in order that each development stage achieves proportionate share of the total open space and environmental" quality of the total planned development.. 9120.11 B v.c. Landscaping and Tree Planting Plan: Such a.plan shall be required for all developments and shall include type and location-of plant materials to be used, including an irrigation plan. Such plans shall be subject to approval by-the Planning Director. Section 3. Section 9122.9 of Part XXII of Chapter 1 of Article IX is amended by amending subsection D and adding subsection E to read: 09122.9 D.' Parking Space Dimensions. A minimum.. of 758 of the required parking spaces shall be at least nine (9) feet wide by twenty (20) feet long, with adequate space.' for ingress and egress and shall be located in said building,,or outside on the same lot, or on a parking lot within five hundred (500). feet. of the building subject to approval of the site by the Director of Planning.. E. Small Car Parking Standards. The number of small car parking stalls. may consist of 258 of the total number of required parking -2- stalls. Each parking space shall be seven 7 (7) feet wide and fourteen (14). feet in length. All stalls must•be identified by painting "Small Car" in each stall using letters no less than 10" in height." Section 4. Part XXV of Chapter 1 of Article IX of the Rosemead Municipal Code.is amended by adding subsections 25 and 26 to Section 9181.1 to read: L "25. Convenience Markets 26.
