CC - Item 4B - Garvey Avenue Corridor Specific Plan UpdateROSEMEAD CITY COUNCIL STAFF REPORT TO THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: SEPTEMBER 23, 2014 SUBJECT: GARVEY AVENUE CORRIDOR SPECIFIC PLAN UPDATE SUMMARY The preparation of the Garvey Avenue Corridor Specific Plan, which encompasses a project area on Garvey Avenue from New Avenue to just east of San Gabriel Boulevard, continues to advance forward. On Wednesday, September 10, 2014, City staff in collaboration with MIG, Inc. conducted a public meeting with the Garvey Avenue Specific Plan Ad Hoc Committee. The purpose of the meeting was to present the findings from several technical studies and community outreach surveys that were conducted over the last several months for the purpose of obtaining a profile of the existing characteristics, trends and forecasts, and issues that affect the existing Garvey Avenue Corridor. The information gathered during the in depth background analysis will assist the planning team and policymakers with making informed planning decisions regarding the Garvey Avenue Corridor Specific Plan. The next Garvey Avenue Specific Plan Ad Hoc Committee Meeting is scheduled to take place on Wednesday, October 22, 2014, at 8:00 a.m. During this meeting the Ad Hoc Committee will review and discuss a Concept Alternatives Summary Report which will include land use, urban design, mobility, and policy options for the future. No final actions will be taken on this agenda item. This item has been placed on the agenda to update the City Council on the progress of this project. Recommendation Staff recommends that the City Council review and comment on this matter. BACKGROUND /ANALYSIS Over the last several months a series of technical studies were conducted and compiled into a Technical Memoranda Compendium that provides specific information on land use, urban design, transportation and circulation, and infrastructure (water, sewer, and storm drainage). The planning team also conducted stakeholder interviews with residents, representatives from community organizations, business owners, local service providers, and the development community for their perspectives. The information gathered during this in depth background analysis was presented to the Garvey Avenue Ad Hoc Committee on September 10, 2014. Building upon the findings presented in the Technical Memoranda Compendium and the Community Outreach Survey results, MIG Inc. is now in the process of developing three Concept Alternatives that will be used to show land use, urban design, mobility, and policy options for the future. Once these Concept Alternatives are complete, they will be evaluated by the MIG team in terms of implications of land use, mobility, economic development, infrastructure, public facilities, and the natural environment. Based on the evaluation, a Concept Alternatives Summary Report that includes text, graphics, images, and maps will be prepared. Specific topics that will be addressed and analyzed in the report include: • Land uses and development potential • Urban design criteria to promote future development that builds on current desirable features and facilitates improvements • Sustainability concepts to be incorporated • Mobility, such as multi -modal access improvements • Public infrastructure and service demands, including water, sanitary sewer, storm drainage, flooding, recycled water, police, and fire • Public safety • Opportunities for plazas, parks, and public gathering amenities The Concept Alternatives and Alternatives Summary Report will be presented and discussed at the next scheduled Garvey Avenue Specific Plan Ad Hoc Committee Meeting on Wednesday, October 22, 2014.
