CC - 2014-45 - Authorizing Staff to Execute the Program Supplement Agreement No. 011-N to Administering Agency-State Master Agreement No. 07-5358R For The Federal Safe Routes to School ProjectRESOLUTION NO. 2014-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA AUTHORIZING CITY STAFF TO EXECUTE THE PROGRAM SUPPLEMENT AGREEMENT NO. 011 -N TO ADMINISTERING AGENCY -STATE MASTER AGREEMENT NO. 07 -5358R FOR THE FEDERAL SAFE ROUTES TO SCHOOL PROJECT WHEREAS, certain Federal -Aid funds administered by the State of California are conditionally available to the CITY OF ROSEMEAD; and, WHEREAS, the City has applied for and received a funding approval of $860,000 from the Federal Safe Routes to School Program, Cycle 3; and, WHEREAS, the City has received approval and in order to proceed, the Administering Agency — State Master Agreement No. 07 -5358R has been executed to cover the projects; and, WHEREAS, said Master Agreement requires a Program Supplement be executed for each project, and, WHEREAS, Program Supplement Agreement No. 011 -N, is proposed to obtain Federal -Aid Funds for the Federal Safe Routes to School — Walnut Grove Avenue Enhancements; and, WHEREAS, the utilization of said funds is in the best interest of the CITY OF ROSEMEAD; NOW, THEREFORE, the City Council of the CITY OF ROSEMEAD does hereby resolve as follows: The City Council of the City of Rosemead does hereby authorize the City Manager or the Director of Public Works to execute the Program Supplement Agreement No. 011 -N to Administering Agency -State Master Agreement for State Funded Projects No. 07- 5358R, between the City of Rosemead and the State of California. Additional improvements will be completed in the vicinities of and adjacent to Janson and Shuey Elementary Schools. This project is being funded entirely through a Federal Safe Routes to School Grant in the amount of $860,000. On September 9, 2014, the City Council awarded a contract to Sully - Miller Contracting Company and authorized staff to proceed with the project. As this project is being funded through a Federal Grant, the City must work through the State of California Department of Transportation (Caltrans) for project oversight and the disbursement of funds. The City of Rosemead has an existing Master Agreement with Caltrans for the disbursement of funds from previous grant projects; however, Caltrans requires that the City Council approve a supplement agreement for all specific projects. Staff Recommendation It is recommended that the City Council approve Resolution No. 2014 -45 authorizing the City Manager, or his designee, to execute Program Supplement Agreement No. 011 -N to Administering Agency -State Master Agreement No. 07 -5358R for the Federal Safe Routes to School Project. DISCUSSION As part of the Federal Safe Routes to School (SRTS) program grant, the City applied for competitive grant funding to improve pedestrian and traffic safety along Walnut Grove Avenue, from Marshall Street to Valley Boulevard. Based on traffic studies and accident statistics, it was determined that this area of Walnut Grove Avenue is in need of traffic safety improvements. In addition, there are two elementary schools in close proximity to MMNO. n City Council Meeting September 23, 2014 Page 2 of 2 the street, further necessitating the need to install traffic safety improvements. This project includes the construction of raised landscaped medians, lighting fixtures, sidewalks, and traffic signal enhancements along Walnut Grove Avenue, between Valley Boulevard and Marshall Street. Additional improvements will be completed in the vicinities of and adjacent to Janson and Shuey Elementary Schools. A contract for the construction of this project was awarded to Sully - Miller Contracting Company on September 9, 2014. It is anticipated that work on this project will begin in early October and last approximately 45 working days. The State of California Department of Transportation (Caltrans) serves to disburse the funds for projects that are federally funded, such as this Safe Routes to School Project. As such, it is required that a supplement agreement to an already existing Master Agreement between the City and the State be executed for individual grant funded projects. A resolution is required to authorize said agreement before incurred project costs can be reimbursed by the State.
