ORDINANCE NO. 411
AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD ADOPTING DEVELOP-
MENT STANDARDS FOR MOBILE HOME PARKS AND
AMENDING THE ROSEMEAD MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES ORDAIN AS FOLLOWS:
Section 1, Chapter 1 of Article IX of the Rosemead
Municipal Co e is ereby amended by adding a new part XXXIV
thereto to read as follows:
PART XXXIV
Mobile Home Park Development Standards.
9193 Definitions. For the purpose of carrying out the
Lntent his Part, certain terms, words, and
phrases are hereby defined.
A. Mobile Home. Any vehicle with or without motive
power, which may be used for living, sleeping,
and/or office purposes in mobile home parks and
capable of being equipped with wheels or similar
devices for the purpose of transporting said vehicle
from place to place.
• B. Park. Any plot of ground, area, or tract of land
upon which two or more mobile homes are located
and occupied for dwelling or sleeping purposes
whether or not a charge is made for such accommo-
dations. This Section shall not be construed to
include automobile, motor home, or mobile home
sales lots on which unoccupied vehicles are parked
for the purposes of inspection and sale.
C. Division of Housing. The California State Division
o Housing or the Department of Industrial Relations.
D. Enforcement A enc . The Director of Planning of
tip e City o Rosemead or.a duly appointed represen-
tative.
• 9193.1 Conditional Use Permit. No mobile home park use
may be esta is e without securing a Conditional
Use Permit pursuant to Part XXVII of this Chapter.
9193.2 Application. Application for a Conditional Use
Permit from the Planning Commission shall clearly
describe the location of the park, and shall include
all applicable information that may be necessary
to insure compliance with the rules and regulations
contained in this Part.
9193.3 Plans, A complete set of plans complying with the
State Standards (California Administrative Code §1625
et seq.) and this Part shall be submitted with the
application and shall contain the following information:

A. Legal description of the property.
B. Plans and specifications of the proposed
construction.
C. Description of water supply, ground drainage,
and method of sewage disposal.
D. A plot plan including proposed lots, roads,
dedicated streets, and locations and use of
structures within a 300 foot radius of the
outside boundary of the park.
E.
Such other information as shall be required
by the Planning Commission or Planning Director.
9193.4 Con
sideration of Application. The Planning Commission
may
approve, deny, mo i y, or amend the Conditional
Use
Permit as deemed necessary to protect the best
int
erests of the community. Failure to execute the
Con
ditional Use Permit within 14 days of approval
or
failure to begin construction within 90 days
of
approval will render the Conditional Use Permit

ts, The following improvements will be

required o all Parks and occupancy will not be

mitted until they are completed:

A.
A complete circulation system.
B.
Lighting, which shall be directed away from
the mobile homes.
C.
Lighted directional graphics located throughout
the park for both pedestrians and drivers.
D.
A centrally located public telephone.
E.
Clearly designated visitor parking throughout
the park.
F.
Speed bumps throughout the park.
G.
Underground utilities installed in access roads
and constructed prior to surfacing of such roads.
H.
Water mains and fire hydrants as approved by
the Fire Department.
I.
Sewers for each mobile home space.
J.
Telephone electrical services for each mobile
home space,
K.
Fire extinguishing equipment located throughout
•
the park in the size, number,,and type designated
by the Los Angeles County Fire Department.
L.
Garbage cans located within 150 feet of each
mobile home space and contained in enclosures
as described in the Rosemead Municipal Code.
M.
Permanent laundry facilities consisting of one
automatic or semi-automatic washer and one
automatic or semi-automatic dryer for each
seven lots or fraction thereof, or adequate
space for the drying of laundry by mobile home
occupants if the automatic drying equipment
is not supplied.
N.
Landscaping consisting of not less than 20 per
cent of each mobile home space, including at
least one tree on each space.

Any other improvements required by the Planning
Commission.
9193.6 Mobile Home Space Minimum. Each, mobile home space
s a consist o at east 3,000 square feet.
9193.7 Recreation Area. At least 100 square feet of the
par shall e evoted to recreational uses for each
dwelling unit. Any structure devoted to recreational
uses shall be permanent and may not consist of a
mobile home.
9193.8 Existin Mobile Home Parks., The requirements of this
Part s a not app y to Mobile home parks in existence
at the time of the adoption of this Part unless such
mobile home park desires to increase the number of
mobile home spaces. In such event, the park shall
be required to apply for a Conditional Use Permit
and comply with each of the requirements of this Part.
