EARLE AVENUE AND MARSHALL STREET
SUMMARY
The Traffic Commission received a request from a resident on Earle Avenue to review
traffic conditions and sight visibility at the intersection of Earle Avenue and Marshall
Street. Residents in this area describe a lack of visibility when entering Earle Avenue
from Marshall Street due to vehicles being parked adjacent to the intersection. They
maintain that the visibility problems and the narrow width of the roadway create
hazardous conditions for vehicles turning from Marshall Street onto southbound Earle
Avenue. It has been requested that parking restrictions (red curbing) be installed along
Earle Avenue to enhance visibility and safety for vehicles turning onto Earle Avenue
from Marshall Street by pushing parked vehicles away from the intersection.
Staff Recommendation
It is recommended that the Traffic Commission recommend to the City Council that
approximately 10 feet of red curbing be added to the southwest and southeast corners
of Earle Avenue at Marshall Street.
ANALYSIS
Marshall Street is a heavily traveled east -west connector road in the City. The roadway
is thirty -three (33) feet wide and the posted speed limit is 35 MPH. Parking is permitted
on both sides of Marshall Street in this vicinity, with the exception of street sweeping
restrictions. Earle Avenue is a residential street that is approximately twenty -seven (27)
feet wide and has a prima facie speed limit of 25 MPH. Parking is permitted along both
sides of Earle Avenue, with the exception of street sweeping restrictions.
Requests were received to investigate the traffic conditions and accessibility to Earle
Avenue at the intersection of Marshall Street. The concerns related to vehicles parked
close to the intersection affect visibility of motorists entering Earle Avenue from Marshall
Street. The lack of visibility, coupled with the narrow roadway, creates hazards and near
collisions as incoming vehicles are often unable to see vehicles traveling northbound on
Earle Avenue towards Marshall Street. By installing parking restrictions on both the west

and east sides of Earle Avenue south of the intersection at Marshall Street, parked
vehicles will be pushed back from the intersection, improving motorists' visibility.
Staff investigated the concerns in the area and determined that installing parking
restrictions along both the west and east sides of Earle Avenue south of the intersection
at Marshall Street would address the concerns regarding visibility. It is recommended
that up to 10 feet of red curbing be installed in this location. The current curb length is
seventy -six (76) feet. Installing ten (10) feet of red curbing will leave sixty -six (66) feet of
parking space, room for at least three vehicles based on the City's standard of twenty -
two (22) feet per parking space. It should be noted that there is a large volume of street
parking available in the vicinity.
Notifications of the proposed improvements were circulated to affected residents and
businesses within a 300 foot radius of the intersection.

TRAFFIC CONCERN NOTIFICATION
The City of Rosemead Traffic Commission will be reviewing a request for the installation
of approximately 10 feet of parking restrictions (red curbing) to the southwest and
southeast corners of Earle Avenue at Marshall Street. This request has been made by
residents concerned with lack of visibility when turning from Marshall Street onto Earle
Avenue and that the lack of visibility creates hazardous conditions.
You are being noted because your property is in close proximity to this location. We
encourage your comments regarding traffic safety in this area. If you wish to comment
on the issue, you are invited to attend the Traffic Commission's next meeting on
Thursday, November 6, 2014 at 7 PM at the Rosemead City Hall City Council
Chambers.
